Ye Yingchun introduced that Jixi is the world's main production area of high-quality flake graphite, the city's proven resource reserves of 976 million tons, long-term reserves of more than 2 billion tons, more than 50% of the large scale crystal graphite, reserves accounted for 50% of the province, accounting for one-fifth of the country. Since the Eighteenth National Congress, jixi graphite industry has made great progress, the city's graphite enterprises have grown from 32 to 60 households, the output value of deep processing has achieved an annual growth rate of 27%, the proportion of deep processing has jumped from 28% to 80%, the output value accounts for more than 10% of the city's industrial output value, and the industry shows a good trend of development from low-end to high-end.
Now, the development of Jixi graphite industry is reflected in six characteristics:
First, the concept of green development is firmly established. Graphite is a national strategic mineral. Jixi adheres to the intensive development, efficient utilization and green development of graphite resources. Do not take the old road of rough processing and high consumption, extend the industrial chain and value chain, and take the road of green development. It has won the titles of "National Industrial Resources Comprehensive Utilization Base" and "National New Industrialization (Graphite New Materials) Industrial Demonstration Base".
Second, a graphite industry cluster has been formed. Jixi graphite enterprises have gradually achieved large-scale development and led by large enterprises. China Baoan, BAIC Group, HIT Robotics and other well-known enterprises settled in Jixi, 60 enterprises differentiated development, the formation of 8 industrial chains, showing a mutual synergy cluster development trend. In 2020, the city's graphite concentrate output of 350,000 tons, accounting for 40% of the national output, deep processing products 215,000 tons, Jixi has become the world's most important graphite new material production and processing agglomeration area.
The third is to lead the graphite industry standard. The National Graphite Product Supervision and Inspection Center settled in Jixi. The domestic graphite product testing coverage rate is 100%, the adoption rate of international standards is more than 60%, and it has passed CNAS certification. The Scale Graphite Subcommittee of the National Non-metallic Mineral Standard committee settled in Jixi, and there are 3 national standards for graphite products and 18 local standards, and Jixi has become the leading highland of industry standards.
Fourth, breakthroughs in scientific and technological innovation have been made. Jixi led the establishment of the National Graphite Industry Technology Innovation Strategic Alliance, built 8 "national brand" and "provincial brand" scientific research platforms, and 19 graphite high-tech enterprises. Successfully broke through the bottleneck of domestic large-size intraocular single crystal diamond technology, and achieved large-scale mass production of the largest single crystal 15 carats. In the natural graphite anode materials, graphene oxide synthesis, fluorine-free purification and other "card neck" technology, has achieved industry-leading research results, has become a strong driving force to promote the development of industrial innovation and development.
Fifth, the allocation of resource elements has been optimized. Jixi has made great efforts to solve the historical problem of graphite mining rights, optimize the layout of resources, and achieve coordination with the industrial layout. Two graphite industry professional parks with an area of 17 square kilometers are planned and built. The sewage treatment plant, acid storage center, solid waste storage center, etc. in the park have been expanded to meet the supporting needs of development.
Sixth, it has cultivated a strong development stamina. In terms of resource endowment, industrial base, element guarantee, market expansion, and business environment, we have formed a unique advantage in Jixi, providing strong support for the development of the graphite industry. In the next step, Jixi will deeply implement the new development concept, promote the high-quality development of Jixi graphite industry through "four strengthening", and make Jixi contributions to building a 100-billion-level graphite industry in the province.

The second is to strengthen the development of industrial clusters. A single flower is not spring. We will continue to focus on the 8 industrial chains of energy storage materials, sealing materials, superhard materials, graphene materials, etc., to form a benign development pattern of primary processing sharing and deep processing, and use the "upstream and downstream complementary" method to achieve industrial collaboration and jointly expand the application market.
The third is to strengthen the allocation of resource elements. Continue to improve the supporting facilities of professional parks, strengthen the infrastructure construction of environmental protection facilities and energy facilities, strengthen the construction of business environment, improve the guarantee of factors, reduce factor costs, and enhance industrial attractiveness.
