Zhang Zefeng said that Hebei Province has built an echelon structure for the cultivation of ice and snow competition talents with 18 provincial professional sports teams as the leader, 61 municipal teams as the basis, and various outlets at all levels as supplements, and the provincial team has carried out projects ranking third in the country, with 271 professional teams training athletes and 27 coaches. At present, Hebei Province has a total of 39 athletes in various national training teams at all levels, and there are 4 athletes who are expected to participate in the Beijing Winter Olympics.

The development of ice and snow sports has also led to the prosperity of Hebei's ice and snow industry. In 2019, the total output (total scale) of the sports industry in Hebei Province was 152.74 billion yuan, of which the total scale of the ice and snow industry reached 58.87 billion yuan, the added value of the industry reached 20.687 billion yuan, accounting for 0.59% of the province's GDP, and the total number of employees in the ice and snow industry was 115,200. "Preparing for the Winter Olympics, promoting international exchanges and cooperation in Hebei, attracting the world's ice and snow sports, and gradually shifting the focus of the ice and snow industry to China to Hebei is conducive to the accelerated development of the ice and snow industry in Hebei Province." In terms of the promotion and popularization of the most distinctive mass ice and snow sports, in 2020, more than 22 million people participated in ice and snow sports in Hebei Province, quadrupling from 2015; the province built 202 skating halls and 109 ski venues, achieving full coverage of ski resorts at the municipal level and county-level coverage of skating venues, ranking first in the country; nearly 20,000 teachers mastered ice and snow sports skills in terms of ice and snow sports entering the campus.
