In order to further tighten discipline, give full play to the role of warning and deterrence, and promote the city to create a first-class business environment, the two typical cases of damaging the business environment that have been investigated and handled recently are hereby notified as follows.
Zhang Tieying, a former researcher of the Baotou City Civil Air Defense Office, illegally accepted property from enterprise operators and other management service recipients.
During his tenure as director of the Municipal Transportation Management Office and deputy director of the Municipal Civil Air Defense Office, Zhang Tieying illegally accepted huge sums of money from a number of enterprise operators and individual contractors, seeking benefits for the trustees in contracting projects, coordinating project-related matters, and leasing civil air defense assets, thus undermining the order of fair competition in the market. At the same time, Zhang Tieying also had other problems of violating discipline and law. In February 2021, Zhang Tieying was expelled from the party and his retirement benefits were revoked, and the suspected crime was transferred to the procuratorate for review and prosecution according to law.
Sun Jianbin, former member of the party group and deputy director of the Baotou Medical Security Bureau, illegally accepted property from management service recipients.
From 2016 to 2018, when Sun Jianbin was the director of the Municipal Medical Insurance Bureau, he took advantage of his position to help a number of hospitals, pharmacies, and community health centers in allocating medical insurance funds, and illegally accepted huge amounts of money, seriously polluting the business environment and industry ecology of the pharmaceutical system. At the same time, Sun Jianbin also had other problems of violating discipline and law. In February 2021, Sun Jianbin was expelled from the party and dismissed from public office, and the suspected crime was transferred to the procuratorate for review and prosecution in accordance with law.
The above typical cases reflect that some party members and cadres in Baotou City do not have a strong sense of purpose and are indifferent to the concept of law and discipline; instead of using the power entrusted by the people to develop the economy and benefit the people, they have instead alienated them into tools for seeking private interests, seriously infringing on the legitimate interests of the masses and enterprises, affecting the fairness and justice of the market, undermining the city's business environment, and damaging the image of the municipal party committee and the municipal government.
