Influenced by Sun Yat-sen in his youth, Zhang Xiao abandoned literature and martial arts and aspired to republicanism. When he was young, he studied private school in his hometown of Xin'an in Luoyang, and in 1902 his father Zhang Qinghe was transferred to Qianzhou, Shaanxi, now Qianxian county, as an official, and he came to Shaanxi. In 1904, Zhang Xuan was admitted to the Shaanxi Army Primary School. In the spring of 1907, he was admitted to the Baoding Army Accelerated School artillery department. In 1908, he joined the League led by Sun Yat-sen. After graduating in the spring of 1909, he waited for the Shaanxi New Army Supervision And Training Office. In 1910, he was appointed as the right platoon leader of the Mixed Artillery Battalion of the Shaanxi Army, and was soon promoted to the rank of team officer, that is, company commander.

In the autumn of 1921, the Jingguo Army in Shaanxi was on the verge of disintegration, and Zhang Xuan returned to Xin'an in Luoyang, Henan Province, to serve as a mourner because of the death of his father. During his time in Xin'an, he founded Zhang Xiao Tiemen Primary School, funded the establishment of the Renewal County Zhi Bureau in Xin'an County, and founded Minsheng Coal Mine Co., Ltd. with his friend Wang Guangqing to mine the Guanyintang Coal Mine. In June 1923, Kang Youwei came to Luoyang at the invitation of Wu Peifu, who asked Zhang To be a guest.
