The matter also dates back to Chen Yi's tenure as chairman of Fujian Province. Chen Yi had already calculated that Dai Jia would keep an eye on Li Jinde, so he took the lead and sent Li Jinde to Zhang Qun's home. Zhang Qun was a Kuomintang elder, still a classmate of Chiang Kai-shek, and his power was very large, borrowing a hundred guts from Dai Kasa, and he did not dare to go to the Zhang family to rob people.

Chen Yi's next step was to ask Zhang Qun to take Li Jinde to see Chiang Kai-shek and shake out all the bad things that the military commanders had done in Fujian.
