Zhang Bao and 11 other people were sentenced in cases involving organized crime

On the afternoon of December 28, after the Haining Municipal People's Procuratorate initiated a public prosecution, the Haining Municipal People's Court publicly pronounced a verdict in the first instance on the case of Zhang Bao and 11 other people involved in organizing a mafia-related case, and the leading defendant Zhang Bao was sentenced to 15 years' imprisonment in the first instance for the crimes of organizing and leading a mafia-type organization, extortion, picking quarrels and provoking trouble, and gathering crowds to fight, and the remaining 9 triad-related defendants and 1 non-organization defendant were also sentenced to fixed-term imprisonment ranging from one to 14 years. The case of the nature of the mafia organization is a case supervised by the Provincial Political and Legal Affairs Commission.

After trial, it was ascertained that in March 2017, defendant Zhang Bao provided funds, defendants Huang Haining and Ma Gang established Bochen Company and carried out business activities, and Peng Yangyang, Feng Junxiong and 7 other defendants joined successively, forming a mafia-type organization with defendant Zhang Bao as the leader of the organization and defendants Huang Haining and Ma Gang as the backbone members. The organization mainly targeted students, minors, etc. to carry out "routine loans", illegally profiting more than 200,000 yuan. During this period, defendant Zhang Bao was mainly responsible for capital contribution, decision-making, and command, and defendants Huang Haining, Ma Gang, and others were mainly responsible for lending and collecting debts, and carried out illegal and criminal activities through violence, intimidation, and other means by means of making borrowers issue IOUs that were several times higher than the actual loan amount. In addition, the organization has also carried out illegal and criminal activities such as extortion, picking quarrels and provoking trouble, fraud, and gathering crowds to fight, which have caused a bad impact.

After trial, the court held that the conduct of defendant Zhang Bao and 11 others had respectively constituted the crimes of organizing, leading, and participating in a mafia-type organization, extortion, picking quarrels and provoking trouble, fraud, gathering crowds to fight, and introducing prostitution. The above-mentioned judgment was rendered in accordance with law.
