Trick students into applying for mobile phone cards, buy mobile phone cards at low prices, and sell them to wire fraud gangs at high prices to make profits. On August 9, "card dealer" Tu surrendered to the Anlu police.

In April this year, the Anlu police painstakingly operated and carefully deployed, dismantling a cable fraud den that set up a portable base station to provide technical support for overseas telecommunications fraud criminal gangs, arrested Mao, Gao, and Li on the spot, and seized the crime tools such as mobile phones, mobile phone cards, routers, and portable base stations. According to the suspects, most of the mobile phone cards for the crime were purchased from a man surnamed Tu.

At the same time as the pursuit of Tu Mou, the police also had an unexpected discovery that among the more than 90 mobile phone cards involved in the case, the card opening stores were very concentrated, and more than 50 were handled in only two stores in Anlu, and most of the age of the card openers was less than eighteen years old, and there was a phenomenon of one ID card opening multiple mobile phone cards. After the identity investigation of the card issuer, it was confirmed that more than ten people were students in the school.

This discovery made the investigating police deduce that someone may organize students to handle and sell mobile phone cards, and Tu Mou is the "black hand behind the scenes".

The police immediately informed the relevant communication operators of this situation, and after verification and analysis of the numbers involved in the case, it was found that the mobile phone numbers were connected to the network in five batches on March 17, 19, 20, 29 and April 1 this year, and each batch of segments was connected to the network at the same time. The person in charge of the franchise store involved recalled that several students looked like people, holding a stack of ID cards to open an account, when the staff asked the reason, they said that they wanted to play games to register an account, and opened multiple accounts with one card. This further confirms the judgement of the civilian police.

The police repeatedly found Tu's relatives, publicized the law, analyzed the interests, and advised Tu to surrender as soon as possible through them. On August 9, Tu returned to Anlu from Zhuhai to turn himself in to the police.

Tu confessed that since March this year, he lured more than 10 students in school to apply for multiple mobile phone cards on the grounds of playing games to register an account, and then Tu bought them at a price of 100 yuan and sold them to a wire fraud gang at a price of 300 yuan each to make a profit. It is reported that there were 14 cases of telecommunications fraud involving mobile phone cards sold by Tu Mou, and the amount involved was more than 950,000 yuan.

At present, Tu has been criminally detained. The relevant communication operators have implemented the treatment of shutting down the new network access authority, interviewing the person in charge, assessing and punishing the franchised stores, and comprehensively rectifying the franchise stores in accordance with the relevant requirements of the "card breaking action". At the same time, the mobile phone card involved will be cancelled, the card operator will be included in the special blacklist, and the mobile phone card will be prohibited for 5 years. Since the students who participated in the card application were generally under the age of 18 and were lured by others, the Anlu police have reprimanded and educated them and jointly carried out legal safety publicity with the school.
