After a preliminary judgment, they believe that what these elderly people encountered is likely not a tourism service dispute, but a criminal case suspected of illegal fundraising.
According to the investigation by the Yantai police, from September 2020 to March 2022, Jizhijiari Tourism Service Co., Ltd. successively established branches in Yantai, Zibo, Jinan, Weifang and other places in Shandong Province, and launched a variety of "travel packages" such as "Changyou Domestic Card Agreement" and "Anniversary Thanksgiving Package Agreement" in the name of providing tourism services.
The company used methods such as distributing leaflets along the street and holding promotional meetings to lure fundraising participants into purchasing so-called "travel packages", and promised to return the corresponding money to the fundraising participants in the form of recovery at the original contract price within a period of 4 to 12 months, with an annualized rate of return ranging from 20% to 60%.
As of the time of the case, the total amount involved in the case of Jizhijiari Tourism Service Company was 110 million yuan, and the Yantai branch alone absorbed more than 4,000 yuan, and 90% of the middle-aged and elderly people over the age of 55 were among the people whose investment was damaged.

In the end, 12 defendants, including Zhao Mouling, were convicted by the court of fraud, 6 of whom were sentenced to fixed-term imprisonment ranging from 1 year and 6 months to 10 years and 9 months, and the remaining 6 were also subject to corresponding criminal punishments.
