It is understood that the Zhenbeibao flood control reservoir was built in 1991 and expanded in 1996. However, due to the limitations of historical conditions, the construction standard of the reservoir is low, the infrastructure is not perfect, and the siltation problem caused by years of operation has seriously crowded out the capacity of Xingli reservoir and has huge potential safety hazards. In order to solve these problems, in July 2024, the Autonomous Region Water Resources Department launched the renovation project of the flood control reservoir.
With a total investment of 113 million yuan, the renovation project aims to improve the flood defense capacity of the reservoir and increase the capacity of the Xingli reservoir. The construction content mainly includes dam heightening, dam slope masonry, building renovation, dam crest hardening, etc., and supporting reservoir area boundary piles, fences and dam crest railings, dam safety monitoring information equipment, etc. "The embankment is 3 meters high, the bottom mud is dug 1 to 2 meters, and after completion, both the bottom of the reservoir and the dam surface are smooth and tidy. This is an added wave wall, behind which is a flood ditch, which can be drained into the West Trunk Canal when the reservoir capacity reaches the warning water level. Hou Liping said that when encountering floods, the flood diversion ditch will guide the flood water of eight mountain flood ditches, including Dakouzi, Xiaokouzi, Huangqigoukou, Dashuiji, Xiaoshuiji, Zhenmuguan, Baisikou, and Leek Ditch, to the flood control reservoir. It also plays several roles in irrigation and ecology - providing sufficient irrigation water for the Nuanquan Farm downstream of the West Trunk Canal and the 52,500 mu irrigation area and 53,500 mu of grape promenade in Jinshan Township. At the same time, under the premise of meeting the safety of flood control, the project will also make comprehensive use of rainwater resources, solve the emergency water supply problem of the surrounding 32,000 acres of grape corridor, and improve the ecological environment around the reservoir area.
The 4.43-kilometer West Trunk Canal "next door" to the flood control reservoir is another strong line of defense for the flood control system at the eastern foot of Helan Mountain. In order to ensure that the channel can normally deliver water for winter irrigation on October 24, all staff will be open during the National Day and insist on being in the front-line posts. Zhang Zhentao told reporters that at present, the construction site has increased 155 construction personnel, divided into 11 groups, everyone is full of energy, working time every day to 22 o'clock to 0 o'clock, special construction sections to implement two shifts, high quality and high quantity to promote the construction of the remaining projects.
In the construction of this "rapid march" type of water conservancy project, the coordination of every force is very important. The West Trunk Canal Management Office organized relevant technical personnel to go deep into the project construction site for many times, and worked with all parties involved in the project to study and solve the difficulties in the promotion of the project, and through the dispatch of upstream and downstream retreat gates and bucket mouths, coordinated the measures of various water units and farmers around the channel, and timely solved the problems of project construction drainage, rain and flood prevention and the provision of temporary roads, and eliminated the construction obstacles.
The relevant person in charge of the Ningxia Water Conservancy Construction Center told reporters that up to now, 73 construction bids of the flood control project at the eastern foot of Helan Mountain have been started, and a total of 41 bids have completed the main project, with a total investment of 1.218 billion yuan and an investment completion rate of 80.66%. Yinchuan Governance Area has the fastest project construction, with an investment completion rate of 96%.
