According to the feedback of the Seventh Inspection Group of the Central Committee inspecting Shandong Province on August 31, the Provincial Discipline Inspection Commission Supervision Commission deployed in the province to carry out special governance of illegal use of buses, indiscriminate issuance of subsidies, illegal eating and drinking of public funds, and illegal receipt and delivery of gifts and gifts. In order to give play to the role of warning education and urge party members and cadres to strictly abide by discipline and improve their work style, the Provincial Discipline Inspection Commission recently reported five typical problems of eating and drinking illegal public funds, namely:
Zaozhuang Municipal Housing and Urban-Rural Development Bureau illegal official reception issues. From July 2016 to September 2017, the Zaozhuang Municipal Housing and Urban-Rural Development Bureau repeatedly violated the rules in providing drinks to the reception recipients, exceeding the number of people accompanying the meal, and spending official reception fees in the form of conference fees. In June 2018, Liu Quanyi, secretary of the bureau's party committee and director, was severely warned by the party, and Tang Guidong, director of the bureau's office, was punished with a warning from within the party.
Jin Xiuzhen, a fourth-level researcher of the Food and Drug Administration of Licang District, Qingdao City, accepted banquets and tourism issues arranged by management service recipients in violation of the law. On October 6, 2017, during the National Day holiday, Jin Xiuzhen accepted the invitation of the pharmaceutical chain company and the medical device company that managed the service object to play on Jaitang Island in Huangdao District, and the total meal fee and accommodation fee were paid by the medical device company. In January 2018, Jin Xiuzhen received a severe warning from the party and was refunded for violating discipline.
Yan Guang, secretary of the party committee of Fan Town, Daiyue District, Tai'an City, Zhu Rongbin, deputy secretary of the party committee and mayor of the town, and others ate and drank public funds. On December 30, 2017, after an enlarged meeting of the Fanzhen Party Committee, Yan Guang proposed to gather the 25 participants to eat together and take a private car to a sheep soup restaurant in neighboring Laiwu City, costing a total of 4,156 yuan. Before the meal, Yan Guang and Zhu Rongbin said that they were personally invited to the guest, but afterwards, the meal expenses were reimbursed in batches in the canteen of the town organ by falsely listing the meal expenses of the merchants. In May 2018, Yan Guang and Zhu Rongbin were punished with severe warnings within the party and warnings within the party, respectively, and the money for violating discipline was refunded.
Wang Changyin, secretary of the party leading group and director of the Lanling County Bureau of Culture, Radio, Film and Television News and Publications, and others accepted banquets at public expense from business units in violation of the law. In August 2017, the Lanling County Bureau of Culture, Radio, Film and Television News and Publications borrowed the conference room of the xinhua bookstore of the business unit to hold a meeting, after which Wang Changyin and all other participants accepted the banquet arranged by the xinhua bookstore in the canteen of the unit, costing a total of 958.7 yuan, and the cost was listed in the unit account of the Xinhua bookstore. In March 2018, Wang Changyin was punished with an internal party warning and the money for violating discipline was confiscated.
Zheng Yuchi, secretary of the party branch and director of the village committee of Zhunan Village, Boshan Town, Boshan District, Zibo City, used collective funds to eat and drink in violation of the law. In March 2016, during the preparation and holding of the Apricot Blossom Festival in Zhunan Village, Zheng Yuchi invited relevant departments and units to the village to investigate and guide, and arranged relevant personnel to eat in violation of the law, spending a total of 9265 yuan of collective funds in the village. In August 2018, Zheng Yuchi was punished with a warning from within the party, and the money for violating discipline was refunded.
The circular stressed that eating and drinking public funds in violation of regulations is a typical manifestation of the "four winds," and squandering and wasting state and collective property can easily become a hotbed for breeding corruption. In the above five typical problems, some of them repeatedly violated the law by providing drinks and accompanying meals exceeded the standard, and even used conference fees to pay for official receptions; some used the name of individual guests to eat and drink at public expense; some violated the law by accepting banquets and tourism activities arranged by management service recipients; and some used village collective funds to eat and drink in violation of regulations, which violated the fine tradition of our party's hard work, diligence and thrift, and damaged the party's close ties with the masses of the people, and the social reaction was strong.
The circular demanded that party organizations at all levels should earnestly fulfill the main responsibility of comprehensively and strictly administering the party, strictly implement the "Regulations on the Administration of Domestic Official Receptions in Party and Government Organs" and supporting systems, strengthen daily education management and supervision, and prevent violations of rules and discipline from occurring. Relevant functional departments should conscientiously implement their supervisory responsibilities, promptly strengthen supervision and inspection, periodically transfer clues to discipline inspection and supervision organs on violations of rules and discipline, and promote the implementation of relevant regulations to the letter. Discipline inspection and supervision organs at all levels should earnestly perform their supervisory responsibilities, never tolerate or condone the discovery and investigation of violations of discipline in defiance of the wind and discipline, and never condone them; where illegal public funds are transferred to internal canteens and the expenses of eating and drinking are transferred to subordinate units or relevant state-owned enterprises and institutions for reimbursement, the relevant units that provide venues, funds, and reimbursement facilities and their responsible personnel are seriously dealt with, and typical problems are named and reported and exposed. The broad masses of party members and cadres, especially leading cadres, should set an example by example, resolutely resist hedonism, extravagance, and low-level interests, and truly make observing discipline and stressing rules a conscious ideology and action consciousness.
