According to the announcement, the assets involved in Li Chuanliang's case exceeded 3.1 billion yuan, including embezzlement and deception of about 2.9 billion yuan of public property, about 48.92 million yuan of bribes, and about 110 million yuan of embezzlement of public funds, as well as the unauthorized use of state-owned funds to register a company and the unauthorized decision to contract projects by a company actually controlled by him, with illegal gains and gains of about 73.25 million yuan.

Peng Xinlin, director of the Beijing Collaborative Innovation Base for Clean Government and Rule of Law, told reporters that the announcement issued by the Mudanjiang Intermediate People's Court was mainly carried out in accordance with the requirements of the procedures for the confiscation of illegal gains in cases of criminal suspects and defendants fleeing and dying, and was a special procedure for the confiscation of Li Chuanliang's illegal gains and their proceeds in accordance with the law, not a trial for the conviction and sentencing of Li Chuanliang's acts. According to the provisions of the Supreme People's Court and the Supreme People's Court, after accepting an application for confiscation of unlawful gains, the people's court shall issue a public announcement within 15 days for a period of six months, and the announcement shall clearly state the basic circumstances of the criminal suspect or defendant, the facts of the suspected crime, and so forth. Peng Xinlin believes that judging from the facts of the case disclosed so far, Li Chuanliang is suspected of a number of corruption and bribery crimes, the amount involved is extremely huge, the crime is extremely serious, and the sentence is very likely to apply the death penalty. In view of the fact that Li Chuanliang has fled, the trial in absentia procedure should be applied to the prosecution in future trials, and there will be a series of corresponding procedures at that time. The Mudanjiang City People's Procuratorate believes that criminal suspect Li Chuanliang is suspected of embezzlement, accepting bribes, embezzlement of public funds, and abuse of power. There is evidence to prove that the above-mentioned assets that have been sealed, seized, or frozen in mainland China belong to the illegal gains and proceeds of criminal suspect Li Chuanliang, and shall be recovered in accordance with law. In accordance with the provisions of Article 298 of the People's Republic of China Criminal Procedure Law, an application for confiscation of illegal gains is submitted.
The announcement pointed out that during the announcement period, the close relatives and other interested parties of the criminal suspect Li Chuanliang may apply in writing to the Mudanjiang Intermediate People's Court to participate in the litigation, and may also entrust an agent ad litem to participate in the litigation; Li Chuanliang's close relatives who apply to participate in the litigation shall provide materials proving their relationship with Li Chuanliang; Where other interested parties apply to participate in the litigation, they shall provide evidence of their rights to the property for which the application is forfeited.
