3. Recruitment conditions

(1) Applicants for open recruitment shall meet the following basic conditions

1. Have the nationality of the People's Republic of China, support the Constitution of the People's Republic of China, and have good ideological and political quality.

2. Have a correct political stance, political attitude, ideals and beliefs, and ideological character. 3. Abide by laws and regulations, be honest and trustworthy, have good conduct, and have a sound personality.

4. Apply for the job with peace of mind, and have a strong sense of professionalism and responsibility.

5. Have relevant professional knowledge (including scientific quality) and work ability required for the position you are applying for.

6. Be over 18 years old (born before October 17, 2006), under 35 years old (born after October 23, 1988), under 40 years old (born after October 23, 1983) for master's students, and 45 years old (born after October 23, 1978) for those with doctoral degree or senior professional and technical positions. All dates are inclusive.

7. Have a college degree or above. Foreign academic qualifications must be certified by the Service Center for Scholarly Study of the Ministry of Education.

8. Meet the professional requirements of the post. The subject reference catalogue is: "Catalogue of Undergraduate Majors in Ordinary Colleges and Universities" (2020 Edition); Catalogue of Graduate Education Disciplines (2022); Notice on the Adjustment of the Establishment of Professional Degree Fields for Master of Agriculture (Agricultural Education Guidance Committee [2016] No. 3).

9. Graduates of the 2024 academic year refer to graduates whose graduation certificates and degree certificates are issued from January 1 to December 31, 2024.

10. Be in good health and meet the physical conditions required by the position.

11. Other qualifications and conditions that meet the requirements of the position reported.

(2) Persons with the following circumstances are not allowed to apply for the examination

1. Unable to adhere to the correct political direction, political stance, and political attitude;

2. Those who have been expelled from the Communist Party of China;

3. Fresh graduates who are directed to specific industries or units;

4. Non-2024 graduates;

5. Active-duty military personnel;

6. Those who have previously received criminal punishment or detention punishment for illegal acts;

7. Those who received re-education through labor before the abolition of the re-education through labor system (before December 28, 2013);

8. Being dismissed or removed from the work unit;

9. Those who have previously received Party or government disciplinary sanctions for reasons such as corruption, bribery, or leaking state secrets, or who have been determined to be "incompetent" or "unqualified" in the annual evaluations of organs or public institutions in the past three years;

10. Failure to submit relevant supporting materials for the qualifications required for the recruitment position as required (including the graduation certificate and degree certificate that the 2024 graduates cannot provide as required to meet the professional requirements of the corresponding recruitment position);

11. Do not meet the qualifications or requirements required for the recruitment position;

12. The staff of public institutions in the province who are still in the probation period or service period are not within the scope of this open recruitment.

4. Recruitment Procedures

(1) Publish an announcement

Publish an open recruitment announcement on the official websites of the Guizhou Provincial Department of Human Resources and Social Security and the Guizhou Provincial Department of Agriculture and Rural Affairs. The announcement period is from October 11, 2024 to October 18, 2024.

(2) Registration

Candidates must carefully read this plan and sign the "Integrity Commitment for Candidates" (Annex 5), register in good faith, take the test in good faith, perform the contract in good faith, and strictly abide by the relevant provisions of open recruitment. Registration is conducted online, and there is no on-site registration point.

Online registration will be conducted according to the following procedures:

1. Registration

2. Registration time and requirements

Applicants must log in to the "Guizhou Open Recruitment Registration Service Platform" (https://bm.bjpass.com/front/site/gzrcrq) to submit an application from 9:00 on October 17, 2024 to 17:00 on October 23, 2024. and upload a recent bareheaded frontal color ID photo (jpg format, more than 30KB and less than 300KB, if the photo cannot be approved due to blurry photos, too small head display, etc., you will be responsible for it). According to the requirements of the position, the applicant should fill in the registration information truthfully, accurately and completely, and submit it in a timely manner after carefully checking the information.

Notes for Registration:

(1) If the mobile phone number is changed during the recruitment examination, the applicant must be informed of the change through the contact number announced in this plan in a timely manner.

(2) If the number of people who finally confirm and pay for a single position and the number of people planned to be recruited for the position do not reach a ratio of 3:1, the recruitment plan for the position will be reduced or cancelled, and the qualifications for the post will not be changed. (5) The name of the major filled in by the applicant must be completely consistent with the graduation certificate, and the name of the major must also be truthfully filled in if there are brackets or other explanations after the professional name.

(6) If the discipline and major of the applicant who has returned from studying abroad are similar to the discipline and major required by the qualification conditions but is not in the selected reference catalog, and the professional course is similar to the major required by the post with a rate of 70%, it can be included in the scope of application. The scanned copy of the curriculum schedule issued by the school must be provided for the recognition of the course similarity rate (foreign majors with similar academic qualifications must also provide the scanned copy of the Chinese translation of the curriculum issued by the school); Candidates who need to be recognized for the similarity rate of courses in the relevant materials of the comparative reference courses of the majors required for the recruitment position in domestic universities (such as the student management system of a domestic university or the curriculum schedule issued by the college where the university is located) and need to be recognized for the similarity rate of the courses, and cannot be recognized for the professional courses without submitting the certification materials, the preliminary qualification result is "the major does not meet the requirements". 3. Online preliminary examination of qualifications

The preliminary examination of qualifications is organized and implemented by the Guizhou Provincial Department of Agriculture and Rural Affairs, and is carried out in the form of online review, and the relevant information submitted by the applicants will be conducted online during the period from 9:00 on October 17, 2024 to 17:00 on October 25, 2024 according to the recruitment conditions and job requirements. After the applicant submits the registration application, the recruiting unit will complete the preliminary qualification review within 48 hours. Those who meet the registration conditions shall not refuse to register; If the examination is unqualified, the reasons shall be explained. Applicants who have passed the preliminary examination of qualifications are not allowed to apply for other positions.

During the registration period (before 17:00 on October 23, 2024), those who fail to pass the preliminary examination can change their positions or modify their registration information and resubmit their registration applications.

Those who fail to pass the preliminary examination after the registration time (after 17:00 on October 23, 2024) can modify the information and submit the registration application before 12:00 on October 25, 2024, but they are not allowed to change the position.

If the review is not passed after 12:00 on October 25, 2024 and before 17:00 on October 25, 2024, the applicant shall not modify any registration information, and the registration will be deemed to have failed.

The preliminary examination of online registration qualifications only reviews the registration information submitted by the candidates online, and does not review the authenticity of the information submitted by the applicants.

4. Online payment

Candidates who have passed the preliminary examination must log in to the "Guizhou Open Recruitment Registration Service Platform" before 17:00 on October 26, 2024 for online registration confirmation and pay the examination fee of 100 yuan/person. Those who fail to pay the fee within the specified time will be deemed to have given up the test automatically.

5. Print the written test admission ticket online

After the online payment is over, candidates can go to the "Guizhou Open Recruitment Registration Service Platform" to print the admission ticket from 9:00 on November 13, 2024.

(3) Written examination

The written test is organized and implemented by the Guizhou Provincial Department of Agriculture and Rural Affairs.

1. Written test time: 9:00-11:30 a.m. on November 16, 2024

2. Written test subjects: The written test subjects are "Comprehensive Ability Test" (full score of 150 points), including vocational ability test and essay.

3. Written test location: Please refer to the written test admission ticket for details

4. Written test method: The written test takes a closed-book examination

5. Calculation of written test scores: The total score of the written test is 150 points, which will be included in the total score according to 40% after being converted into a 100-point system. The results of the written test will be rounded to two decimal places. The results of the written test will be announced on the official website of the Guizhou Provincial Department of Agriculture and Rural Affairs. Candidates must take the test with their valid resident ID card (or social security card) and written test admission ticket at the same time.

The minimum score for the written test is 60 points (calculated on a 100-point scale). If the ratio of the number of people entering the qualification review link to the number of recruitment plans for a single position does not reach 3:1, the minimum score of the total score of the written test will be reduced to 50 points (calculated according to the 100-point system). Candidates who have not participated in the written test or have not obtained valid written test results or have not reached the minimum score of the total score of the written test will be disqualified from entering the next link.

(4) Qualification review

After the written test, enter the qualification review link. The Guizhou Provincial Department of Agriculture and Rural Affairs shall conduct an on-site review of the basic information, materials provided, qualifications and conditions of the personnel entering the qualification review according to the recruitment conditions and job requirements.

1. Determine and publish the list of qualification reviewers.

According to the written test results of the candidates from high to low, the number of recruitment plans for a single position and the number of personnel participating in the qualification review of the position are determined in the ratio of 1:3. If the written test scores of applicants for the same position are tied, they will enter the qualification review at the same time. If the number of recruitment plans for a single position and the number of personnel participating in the qualification review for the position do not reach the ratio of 1:3, the personnel who enter the qualification review shall be determined according to the actual number of people who have obtained valid written test results.

The list of persons entering the qualification review, the time and place of the qualification review will be announced on the official website of the Guizhou Provincial Department of Agriculture and Rural Affairs.

Candidates who fail to pass the qualification review or fail to participate in the qualification review as required will be disqualified from entering the interview process, and the vacant positions will be filled in order from high to low according to the written test results. The list and time of the review of the replacement personnel will be published on the official website of the Guizhou Provincial Department of Agriculture and Rural Affairs.

Qualification review runs through the whole process of recruitment, and if the applicant is found to have violated discipline and regulations, incomplete materials, fraud or does not meet the conditions of the recruitment position in any link in the recruitment process, he or she will immediately cancel the qualification or employment qualification to enter the next link.

2. Materials to be submitted for qualification review.

(1) 1 copy of the "Registration Information Form for Open Recruitment of Staff in the Second Half of 2024 for Public Institutions Affiliated to the Department of Agriculture and Rural Affairs of Guizhou Province" (Annex 2) and 1 copy of the written examination admission ticket filled in at the time of registration;

(2) Valid "Resident Identity Card" (or household registration and identity certificate with a photo issued by the public security organ at the place of household registration), graduation certificate, and degree certificate original and 1 copy. 2. The interview mainly examines the professional knowledge, comprehensive quality and ability of the candidates.

3. The interview adopts a structured interview method, with a full score of 100 points, and the interview score is kept to two decimal places according to the "rounding method", and the interview score is included in the total score according to 60%.

4. The interview score is required to be no less than 60 points before you can enter the next link. Those who do not participate in the interview or have an interview score of less than 60 will be disqualified from entering the next stage. Vacancies will not be filled.

5. The interview results will be announced on the official website of the Guizhou Provincial Department of Agriculture and Rural Affairs.

6. Calculation of the total score

(1) The total score is calculated according to the written test score converted to 40% on a 100-point system, and the interview score accounts for 60%. The total score is rounded to two decimal places;

(2) If the total score of the applicant for the same position is tied, it will be calculated according to the actual score, if it is still tied, the higher interview score will enter the next link;

(3) The total results will be announced on the official website of the Guizhou Provincial Department of Agriculture and Rural Affairs.

(6) Physical examination

After the interview, you will enter the physical examination process.

After the interview, the physical examination object will be determined according to the ratio of the number of recruits for a single position to the number of participants in the physical examination for the position at a ratio of 1:1 according to the total score of the candidates from high to low. Those who give up the physical examination or fail to pass the physical examination will be disqualified from entering the next link, and the vacant position will not be filled.

The physical examination is organized by the Provincial Department of Agriculture and Rural Affairs and is conducted in hospitals at or above the county level. The cost of the physical examination shall be borne by the applicants, and the physical examination standards shall be implemented with reference to the physical examination standards for civil servants in Guizhou Province. (7) Investigation

Candidates who have passed the physical examination are determined to be the objects of inspection and will be inspected. The content of the inspection mainly includes the candidate's political ideology, moral character, ability and quality, study and work performance, compliance with discipline and law, integrity and self-discipline, and whether it is necessary to recuse and so on. In accordance with the principle of "all advancements must be reviewed", implement the principle of the party's management of talents, adhere to the unity of political standards and academic standards, and take ideological and political performance, compliance with discipline and law, and moral conduct as the primary content of the examination of new recruits in public institutions. During the inspection, it is necessary to further verify whether the candidates meet the specified qualifications and confirm whether the information and materials submitted during registration are true and accurate.

If it is found that there is one of the above-mentioned "circumstances that are not allowed to apply for the examination" during the inspection, the inspection is unqualified, and after reporting to the Party Group of the Guizhou Provincial Department of Agriculture and Rural Affairs for approval, its qualification to enter the next link will be cancelled, and the vacant position will not be filled.

(8) Publicize the recruitment results

Candidates who have passed the written examination, interview, physical examination and inspection shall be determined as the personnel to be hired, and the list of personnel to be hired shall be publicized on the official website of the Guizhou Provincial Department of Human Resources and Social Security and the Guizhou Provincial Department of Agriculture and Rural Affairs. The publicity time shall not be less than 7 working days, and it shall be subject to social supervision.
