In accordance with the spirit of the document "Notice on Issues Concerning the Social Insurance Payment Base in 2024" (Nei Ren She Ban Fa [2024] No. 136) issued by the Department of Human Resources and Social Security of the Inner Mongolia Autonomous Region, the Department of Finance of the Inner Mongolia Autonomous Region, and the Taxation Bureau of the Inner Mongolia Autonomous Region of the State Administration of Taxation, combined with the actual situation of Kangbashi District, the relevant matters related to the verification and payment of basic pension insurance for self-employed and flexibly employed persons in 2024 are hereby announced as follows:
1. Scope of insurance
1. Newly insured persons with flexible employment: Newly insured persons with flexible employment: Persons over the age of 16, self-employed individuals without employees, part-time employees who have not participated in the enterprise pension insurance in the employer and other flexibly employed persons, and have not reached the national statutory retirement age, can participate in the enterprise pension insurance as flexible employees. I take my ID card, household registration booklet and my social security card to the C201 and C202 windows in Area C on the 2nd floor of the Kangbashi District Government Affairs Service Center (CBD) to register for insurance.
2. Personnel who have paid less than the whole year in the current year: If they have been employed in the unit in the current year, if they pay the social security premiums for the rest of the months as a flexible employment person, they need to go to the C201 and C202 windows in Area C on the 2nd floor of the Kangbashi District Government Affairs Service Center (CBD) with their ID cards to go through the relevant procedures; Those who will reach retirement age in 2024 should pay directly to the tax department when paying the pre-retirement pension insurance premiums in 2024.
3. Persons who have been insured in other flag areas in the past and have been transferred to Kangbashi this year need to go to the C201 and C202 windows in Area C on the 2nd floor of the Kangbashi District Government Affairs Service Center (CBD) to handle the renewal business.

September 14, 2024 to December 25, 2024.
3. Payment standards
In 2024, the basic pension insurance payment grade for self-employed and flexibly employed persons shall be determined by 60% to 300% of the average salary of 8,105 yuan in 2023 for employees in urban units of all calibers in the autonomous region.

Fourth, the way to participate in the insurance payment
(1) How to participate in insurance
1. Persons with household registration in Kangbashi District. When applying for the first time to apply for insurance, you need to bring your ID card, the original (and photocopy) of your household registration book, your CCB social security card or CCB savings card, and indicate your commonly used mobile phone number, and go to the C201 and C202 windows in Area C on the 2nd floor of the Kangbashi District Government Affairs Service Center (CBD) to handle the new insurance business of flexible employment pension insurance. Those who have handled the insurance business in the previous year can directly pay the fee on the payment client.
2. Persons with household registration in other regions. To apply for the first time to participate in the insurance, you need to bring your ID card to the C201 and C202 windows in Area C on the 2nd floor of the Kangbashi District Government Affairs Service Center (CBD) (hereinafter referred to as the window) to handle the new insurance business of flexible employment pension insurance. Those who have handled the insurance business in the previous year can directly pay the fee on the payment client.
(2) Payment method
According to the division of functions, the tax department is responsible for the verification and collection of various social security premiums. Flexible employment participants can choose to pay through WeChat Mini Program, Alipay, Inner Mongolia Tax Bureau, Electronic Tax Bureau, Mengsuban and other channels on their mobile phones, or they can pay at the office hall of Kangbashi District Taxation Bureau with ID cards and other relevant documents.

(3) Print the voucher
After the payment is successful, those who need to print the payment voucher can print the payment voucher through the internal Mongolia social security payment applet after T+2 (T≥1) working days.
5. The standard of financial subsidy and the method of subsidy distribution after the payment of fees for flexibly employed persons
(1) Subsidy standards
Self-employed persons with household registration in Kangbashi District can enjoy a payment subsidy of 1,500 yuan per person per year after paying the annual fee for the current year.
(2) The method of subsidy distribution
It will be issued according to the method of paying first and making up later. For the insured persons who are eligible for the payment subsidy, the payment subsidy will be issued to the bank account reserved by the applicant before October of the following year. Contributors who have reserved the account information of CCB social security card or CCB savings card should not change it at will. If you have to replace your social security card due to special reasons, please contact the person who changes the card number in time.
