What is the General Product Safety Regulation GPSR?

The General Product Safety Regulation (GPSR) is a new key instrument in the EU's legal framework for product safety, which affects the majority of non-food consumer goods sold in the EU market, both CE and non-CE.

PART.01

Register the EU Responsible Person for your products

The following types of persons can become EU Leaders:

✅ manufacturer (if registered in the EU);

✅ Importers registered in the EU;

✅ An authorised representative of a company registered in the European Union, appointed in writing by the manufacturer or brand as the responsible person;

✅ a delivery service provider registered in the EU that is responsible for the delivery of the goods;

If the seller is a reseller of a product regulated by the General Product Safety Regulation (GPSR), the seller can also contact the upstream supplier for contact details for the responsible person.

PART.02

Label your products

Product labels, which must ensure that the following four pieces of information are covered:

✅ information about the EU responsible person (including name, postal address and email address/URL);

✅ Manufacturer information (including name, postal address, and email address/URL);

✅ At least one product identifier, such as GTIN, EAN, product type, production lot, serial number, or other information that identifies the product;

✅ Warnings and safety information (in the language of the country of sale)

❗❗ Note that each product type is different, and the required warning safety information will be different, and sellers need to provide the required information as required according to their own product type/situation, such as:

l For toy products, sellers may need to provide age identification warnings, such as "not suitable for children under XX months", "must be used under adult supervision", etc.;

The label can be attached to the product, the product packaging, the product package, the above information can be attached separately, can also be attached to the same side of the product. It is also possible to print the information required by the GPSR in the accompanying documents (e.g. manuals, user manuals), and if you choose to include the accompanying documents, Amazon requires the accompanying documents to be in the language of the country of sale (e.g. German instructions for Germany).

How do I upload information in the background?

Up to now, Amazon's Regulatory Compliance window has basically displayed all ASINs in the seller's store that do not meet the GPSR requirements. Path: Click Regulatory Compliance in Seller Central > Performance >Account Health >Policy Compliance".

Through Amazon's Regulatory Compliance window, you can upload all the information required by GPSR. The submission of information on the EU responsible person can refer to the following steps:

1️⃣ Find the reason "GPSR: Responsible Person Contact Details" in the "Unresolved" sub-page > select Submit EU Responsible Person Information for your brand or individual ASIN> click the right button "Submit".

2️⃣ 点击“添加新的responsible person address”>完成负责人信息填写>点击右下角“保存”。

3️⃣ Click on the newly added EU responsible person to display "dark blue highlighted", >click "Save" again in the lower right corner> page displays "Document submitted", click "Close" > click "Close" > complete the upload.

The procedure for submitting the manufacturer's contact information is the same as for the submission of the information of the EU responsible person, and the above steps are also referred to.

When uploading product safety and warning information, it is more complicated than the first two items, and find the submission entry according to the following path: "Unresolved" sub-page > Find the reason "GPSR: Warning and Safety Information" > Select your ASIN > Click the right button "Submit" (Note: Warnings and safety information can only be uploaded based on the ASIN dimension).

The materials you choose to submit include product documents, warnings and safety pictures, and product safety certificates, and you can choose one of the three to submit:

(1) Product safety documents (each EU site needs to be operated separately): for example, PDF files containing warnings and safety information, user manuals, etc., ensure that the file size is less than 10MB and use/include the language of the sales site.

(2) Warning and safety images (only need to upload one EU site): display the product/product packaging diagram of the safety warning information, and ensure that the safety warning information uses/includes the language of the sales site.

(3) Product Safety Certificate (only one EU site is required): This option is only available for products that may not require warnings and safety information. If this option appears, the seller can assess the suitability of their product, and if it is checked, it will not provide warnings and safety information, but the seller is responsible for it.

Choosing one of the above three will be compliant, but if your ASIN does not have the option to "(3) Proof of Security", you must upload (1) or (2) for that ASIN.

When uploading warning and safety images, you can upload 6 images (PS01-PS06), but if the complete safety warning information can be displayed in "one" image, then the seller only needs to take and upload "one" picture.

Frequently Asked Questions

How long does it take for a GPSR submitted through regulatory compliance to be archived?

A: It takes 7 days for the EU responsible person and manufacturer uploaded in the brand dimension;

48 hours for the EU responsible person and manufacturer for ASIN-dimension uploads;

7 days for product safety documents (instructions);

Product safety images take 5 days;

Can GPSR data be uploaded in batches?

Answer: EU responsible persons and manufacturers can upload in batches based on the dimension of the brand, if it is a non-brand seller, it can only be uploaded based on the latitude of the ASIN, and when uploading warning and safety information materials in batches, you can refer to the GPSR compliance manual for detailed steps:

If there are multiple child variants under a parent variant, how should I upload a product safety and compliance image or product manual?

A: You must upload an image to a child ASIN to display the product safety and compliance labels, warnings, and marks applicable to this product. If multiple sellers sell the same product through a single product detail page, Amazon's algorithm chooses which image to display.

If the image is uploaded incorrectly, can I modify it again after it has been archived?

A: Yes, you can view/change the compliant ASIN information on the "Archived" subpage. Compliant EU responsible persons and manufacturers can change the image directly here, but for ASINs with compliant warnings and safety information, you will need to go back to the image manager to change the image.

When I upload a warning and safety image, will the original image be overwritten, and what should I do?

Answer: If the safety warning information is posted on the package, then it is recommended that you take a picture of the packaging and upload it to the warning and safety picture. If the warning information of the product only occupies one page of the manual, you can upload the page corresponding to the manual, and after the upload is successful, it will be displayed in the last sheet of the column of the drawing, and the accompanying drawing will not be covered.

How can I fill in the manufacturer's information?

A: A manufacturer is an entity that has the legal authority to design, manufacture, package, and label a product or device before it is placed on the market, regardless of whether these operations are performed by or on behalf of that entity.

Even if the seller is not a factory, if the individual puts the product in the target market, can be responsible for the safety of the product, and when the product has a safety problem, if the consumer can contact the seller to complain, then the individual seller is the manufacturer.

Therefore, the manufacturer can fill in the company name of the store, but it should be noted that if the later listing is required to upload the test report (such as the CPC and CPSC certificates for toys), the manufacturer of the test report must be the same company name as the store. At the same time, it should be noted that the contact information used for the manufacturer's information is best to use the email address that will be logged in to deal with the after-sales service, and some buyers will contact through this method for convenience.
