In the past five years, the modernization process of China's grass-roots social governance has advanced rapidly, the society is safe and stable, and the people live and work in peace and contentment. China's urban and rural grassroots governance will start a new journey of modernization during the "14th Five-Year Plan" period, and will surely face a new situation with more challenges and solve complex new problems.

In the process of grassroots governance modernization, system construction can stably and efficiently constrain and motivate individuals and organizations in the grassroots field, and can accumulate and solidify innovation experience into a new system that can be seen, touched and followed, and give full play to the maintenance and amplification effect of the system on grassroots innovation. First, we must always emphasize the grass-roots governance pattern led by party building; second, we must improve the institutionalization level of governance innovation and systematically excavate the institutional achievements of grass-roots governance in recent years; third, we must promote the institutional integration of grass-roots governance, pay attention to the interconnection and support between different systems, and give play to the overall effectiveness of institutional innovation within the framework of the integration of grass-roots governance.

The systematic governance style emphasizes overall thinking, and it is necessary to use systematic thinking to create an interdependent and mutually supportive social governance community. At the same time, the systematic strategy requires paying attention to the whole process of grassroots governance and avoid isolating the governance process into fragments. Autonomy, rule of law and rule by virtue in grassroots governance have their own strengths in different fields and situations, and can show their own magic and complement each other. The systematic strategy should allow different governance mechanisms to be internally integrated, precisely connected, and mutually supportive, forming a multi-system of grass-roots governance of "three governance integration".

The use of technical governance means to empower the grassroots has become an important dimension of the modernization of grassroots governance. Shanghai proposed to "add, subtract, multiply and divide" to reduce the burden and increase the energy of grass-roots governance entities. One of the key points is to use big data, information technology and other scientific and technological means to give play to the "multiplier" effect of technological empowerment, and greatly and revolutionarily improve the ability of grass-roots governance. The effect of technology empowerment and burden reduction liberates the grass-roots governance body from repetitive and monotonous tedious work, and can put more energy into more community-specific, diversified and complex affairs. The development direction of the modernization of grass-roots governance is to enhance the people's sense of security, sense of gain and happiness. The "people-centered" grass-roots governance system should not only emphasize the work functions and performance of the grass-roots responsible subjects, but also pay attention to the strong role of the people. To establish a grass-roots governance system in which everyone has responsibilities, everyone fulfills their responsibilities, and everyone enjoys, it is necessary to give play to the initiative and enthusiasm of the grass-roots masses, not only to give play to the role of the community sages and grass-roots talents, but also to unite and give play to the role of the ordinary community masses, complement each other, and complement each other. Grassroots governance not only means good service and stable order, but also unites and unites the grassroots masses to build a social governance community of co-construction, co-governance and sharing. The strengthening of community identity and the strengthening of social communities are the deep foundation for the long-term peace and stability of grass-roots society.
