Due to work needs, in 2024, some district-affiliated units in our district will uniformly recruit non-staff staff for specific positions and special positions in the society. The relevant matters are hereby announced as follows:
Recruiting unit, position, scope and requirements
There are a total of 20 units in this recruitment, and it is planned to recruit 27 non-staff staff in specific positions and 2 staff in special positions under the contract system. The form of employment is labor dispatch, and the specific recruitment units, positions, numbers and conditions are detailed in the "2024 Hangzhou Shangcheng District Examination Recruitment of Non-staff Specific Positions and Special Positions Staff Demand Planning Table" (Annex 1, hereinafter referred to as the "Demand Planning Table").
Recruitment targets and basic conditions
Applicants should meet the following conditions:
1. Have the nationality of the People's Republic of China;
2. Abide by the Constitution and laws of the People's Republic of China, support the leadership of the Communist Party of China, and have no violations of law and discipline;
3. Have good professional ethics, have a strong sense of professionalism and responsibility;
4. Have the physical condition to adapt to the requirements of the post;
5. Have the qualifications, professional (practice) qualifications and skill requirements required for the position;
6. Have other conditions required for the position;
7. Generally under the age of 35 (born on or after September 24, 1988), with a graduate degree or master's degree or above, intermediate or above professional and technical titles, the age can be relaxed to under 40 years old (born after September 24, 1983), the specific conditions are subject to the demand plan of each unit. The deadline for calculating other eligibility conditions or relevant qualifications is 24 September 2024.
Registration
On-site registration will be adopted.
(1) Registration time: October 10-October 12, 2024 (9:00-12:00, 14:30-17:30).
(2) Registration location: Hangzhou Shangcheng District Human Resources Development Service Co., Ltd. (on the fourth floor of the North Sightseeing Elevator of Baima Jewelry Market, No. 8 Guodongyuan Lane, Shangcheng District).
(3) Materials required for registration:
1. The original and photocopy of the ID card and household registration book (those who do not have the household registration book must be issued by the local police station where the household registration is located within the validity period, and the household registration is not limited).
2. Original and photocopy of academic qualifications and degree certificates (those who have participated in on-the-job education and have completed all courses, but whose academic certificates are being processed must provide relevant certificates from the school).
Overseas students must provide a certificate of foreign academic qualifications and degrees issued by the Service Center for Scholarly Study of the Ministry of Education (China).
3. The application conditions require that the position of a member of the Communist Party of China must provide a "Certificate of Party Membership (Probationary Party Member)" (see Annex 2).
4. For in-service staff with 3 years or more of non-staff work experience in administrative institutions in Shangcheng District, they must provide the "Certificate of Application for Ordinary Non-staff Staff in Shangcheng District" (see Annex 3).
5. The "work experience" required by the position is subject to the signed labor (employment) contract, social security payment record (with the seal of the local social security department) and other valid certificates. If the work experience requires a specific position, if the specific position is not specified in the contract, the certificate of the position issued by the work unit must also be provided.
6. If there is a professional title (qualification) requirement for the applied position, the original and copy of the professional title (qualification) certificate must be provided.
7. Fill in the "Registration Form for Recruitment of Staff in Non-staff Specific Positions and Special Positions in Shangcheng District of Hangzhou" in duplicate (Annex 4, please print it out and sign it by yourself); If you entrust others to register, you need to bring the registration materials, the ID card of the entrusted agent, and the power of attorney.
(4) The recruiting unit shall review the qualifications of the applicants according to the requirements of the recruitment position, and feedback the audit results to the applicants on the spot. If there are professional requirements for the recruitment position, refer to the standard name on the relevant professional directory (see Annex 5 for details), and the recruiting unit and its competent department shall be responsible for interpretation.
(5) When the ratio of the number of formal applicants to the number of recruitment plans reaches 3:1 or above, the written examination procedure will be entered. When it is less than 3:1, the recruitment positions will be reduced or cancelled accordingly, and the announcement will be made on the website of the People's Government of Shangcheng District, Hangzhou (http://www.hzsc.gov.cn/ Shangcheng Information - Recruitment Information). If the recruitment position is cancelled due to insufficient number of applicants, the personnel who have applied for the position can change to other positions that meet the requirements within the time notified by telephone.
(6) Collect the admission ticket: Collect it with your ID card.

(7) Precautions for registration:
1. Household registration requirements: The review is subject to the location of the household registration on September 24, 2024, and the specific requirements are detailed in the "Demand Planning Table".
2. This recruitment sets up some directional positions, for in-service staff with 3 years or more of supernumerary work experience in administrative institutions in Shangcheng District. For details, please refer to the "Demand Planning Table";
3. The professional conditions shall be reviewed by each recruiting unit with reference to the professional catalogue of ordinary colleges and universities promulgated by the Ministry of Education, the professional catalogue of national technical colleges and universities promulgated by the Ministry of Human Resources and Social Security, and the professional catalogue of the 2024 Zhejiang Provincial Civil Servant Recruitment Examination, and combined with job responsibilities. If the applicant's major is not listed in the professional catalog of the Ministry of Education or foreign institutions, the recruiting unit and its competent department can review it according to the principle of suitability and similarity (the suitability of the applicant's major and the position, and the similarity of the applicant's major and the major issued by the announcement).
4. On the premise of meeting other conditions such as majors, graduates of the preparatory technician (technician) class of technical colleges can apply for positions with undergraduate requirements (including bachelor's degree requirements).
5. Participation in social practice, internship, part-time job, etc. during full-time study in ordinary colleges and universities cannot be regarded as work experience. The length of service of work experience is calculated as of September 24, 2024.
6. Applicants are limited to one position. The registration information filled in shall be true, accurate and valid, and be consistent with the original documents (certificates) such as ID card, household registration booklet, academic (degree) certificate, professional and technical qualification certificate, professional (practice) qualification certificate, etc. Anyone who commits fraud will be disqualified from the examination or employment once it is verified.
Examinations
The exam consists of a written test and an interview, with each score accounting for 50% of the total score of the exam.
(1) Written examination. The subject of the written test is "Comprehensive Basic Knowledge and Writing" (composed of objective and subjective questions), and the full score of the test paper is 100 points. The time and place of the examination are subject to the information on the admission ticket. Candidates must present the admission ticket and the valid ID card (one of the two certificates is indispensable) to take the written test according to the test center, examination room and time specified on the admission ticket. The results of the written test can be checked on the website of the People's Government of Shangcheng District, Hangzhou (http://www.hzsc.gov.cn/ Shangcheng Information - Recruitment Information).
(2) Interview. According to the results of the written examination of each recruitment position from high to low scores, the shortlisted interviewers will be determined in the ratio of 1:3 in the recruitment plan, and if the ratio is less than 1:3, the interview object will be determined according to the actual reference personnel in the written test for the position. The interview format is a structured interview, with a full score of 100 points and a passing score of 60 points. Those who fail to pass the interview cannot be included in the physical examination and inspection objects.
If there is a confirmation that the interviewee will not participate in the interview, he or she shall submit a written waiver statement within 2 working days from the date of receipt of the interview notice (inclusive), and the written test score can be supplemented in order from high to low score in this recruitment position, and it will not be supplemented after the deadline.
After the interview, the written test score and interview score will be combined to calculate the comprehensive score of the test (comprehensive score = written test score * 50% + interview score * 50%, with two decimal places retained). If the overall test scores are equal, the highest interview score will be ranked first; If the scores of the written test and the interview are equal, the structured interview will be added, and the higher score of the additional test will be determined as the object of inspection and physical examination.

Physical examination and inspection
In the interview of qualified personnel, according to the total score of the examination from high to low, according to the recruitment position 1:1 ratio to determine the physical examination personnel, the physical examination work by Hangzhou Shangcheng District Human Resources Development Service Co., Ltd. organization and implementation, physical examination time and place will be notified separately. The cost of the medical examination is the responsibility of the candidate. The physical examination work shall be carried out with reference to the notice of the Ministry of Human Resources and Social Security, the former Ministry of Health and the State Civil Service Bureau on Further Improving the Physical Examination for Civil Servant Recruitment (No. 65 [2012] issued by the Ministry of Human Resources and Social Security), and the notice on revising the General Standards for Physical Examination for Civil Servants (Trial) and the Manual for Physical Examination for Civil Servants (Trial) (No. 140 [2016] issued by the Ministry of Human Resources and Social Security, the National Health and Family Planning Commission, and the State Civil Service Bureau).
If you give up the physical examination or fail to pass the physical examination, you can be replaced according to the comprehensive score from high to low among the qualified personnel in the interview for the corresponding position. Those who have passed the physical examination will enter the inspection. The inspection work shall be organized and implemented by the recruiting unit and its competent department, and the inspection shall be carried out with reference to the "Zhejiang Provincial Civil Servant Recruitment and Inspection Work Rules (Trial)".
If there is any abandonment of the inspection or the inspection is unqualified, the qualified personnel in the corresponding post interview can be supplemented according to the comprehensive score from high to low score after passing the physical examination.
Publicity and recruitment
After inspecting the qualified personnel, determine the candidates to be hired according to the principle of merit, and publicize them on the portal website of the People's Government of Shangcheng District, Hangzhou City (http://www.hzsc.gov.cn/ Shangcheng Information - Recruitment Information) for seven days, and if there is no objection during the publicity period, the recruitment procedures will be handled after the publicity is completed.
If the hired personnel leave the job during the probationary period or fail to pass the assessment at the end of the probationary period, they can be selected as the replacement personnel according to the comprehensive score from high to low among the qualified personnel in the interview, and go through the relevant recruitment procedures after no objection to the physical examination, inspection and publicity. The decision on whether to make a replacement shall be determined by the employer.
