On September 18, 1931, Japan imperialism created the September 18 Incident and began to invade and occupy northeast China on a large scale. The people of all strata and patriotic officers and soldiers in Northeast China have organized various forms of anti-Japanese contingents such as anti-Japanese volunteers. The Communist Party of China actively carried out its work in the anti-Japanese volunteer army and organized anti-Japanese armed forces under the leadership of the party. Since 1932, the party has organized more than 10 anti-Japanese guerrilla units with the participation of patriots of Han, Manchu, Korea, Mongolia, Hui and other nationalities, which gradually became the main force in the anti-Japanese guerrilla war in northeast China, and developed into the northeast people's revolutionary army, the northeast anti-Japanese allied army and other armed forces. After the September 18 incident, the Chinese people rose up to resist, which became the starting point of the Chinese people's War of Resistance Against Japanese Aggression and at the same time opened the prelude to the world anti-fascist war.

On September 18, 1944, Mao Zedong delivered a speech at the General Office of the Central Committee of the Communist Party of China at the meeting to entertain all the exemplary study representatives of the left-behind corps of the Eighth Route Army and the representatives of the combat heroes of various units who returned from behind enemy lines to participate in the training. The speech pointed out: We must persist in what is in line with the interests of the people, and we must strive to get rid of what is in conflict with the interests of the people, so that we can be invincible in the world. Our army has always had two principles: first, to be ruthless against the enemy, to overwhelm it, to destroy it; Second, we must make peace and unite with our own people, the people, our comrades, our officials, and our subordinates. This is the policy of the CPC Central Committee and the Northwest Bureau, and it is also the principle demanded by all the people.
