Recently, the website of the Tianjin Municipal Development and Reform Commission issued the "Notice of the Municipal Development and Reform Commission and the Municipal Market Supervision Commission on Further Regulating the Charging Behavior of Electric Bicycles" to further standardize the charging charges of electric bicycles, which clarifies:

Strictly implement the separation of charging fees and fees and clearly marked prices, charging electricity and service fees should be marked and priced separately, and charging electricity charges should be priced based on electricity.

Strictly implement the relevant electricity price policies. The electricity consumption of electric bicycle charging facilities in residential areas shall be charged according to the residential electricity price, and the non-residential combined meter electricity price standard in the city's residential electricity classification shall be implemented in combination with the charging facility access voltage level. It is strictly forbidden for all business entities to charge any additional fees on the electricity bill.

The charging service fee is subject to market regulation. After the end of a single charge, the charging facility operator shall push information such as the billing mode, charging duration, and charging amount to the user through the WeChat official account, mini program, etc. In addition, we will promote the reduction of charging service fee standards.

Promote charging facilities to be supplied directly from the grid. After January 1, 2025, the charging facilities of new residential areas shall be directly supplied by power grid enterprises.

Notice on Further Regulating the Charging Behavior of Electric Bicycles

Development and Reform Commissions and Market Supervision Bureaus of all districts, State Grid Tianjin Electric Power Company, Tianjin TEDA Electric Power Co., Ltd., Tianjin Tianbao Energy Co., Ltd., and all relevant units:

In order to implement the relevant requirements of the state and our city on doing a good job in the rectification of potential safety hazards of electric bicycles, standardize the charging behavior of electric bicycles, reduce the charging burden of the masses, guide the outdoor charging of electric bicycles, eliminate potential safety hazards and ensure the safety of electricity, in accordance with the spirit of the "Notice of the General Office of the General Office of the National Development and Reform Commission and the General Office of the State Administration of Market Supervision on Regulating the Charging and Charging of Electric Bicycles" (Fa Gai Ban Price [2024] No. 537), combined with the actual situation of our city, the relevant matters are hereby notified as follows:

1. Strictly implement the separation of charging fees and fees and clearly marked prices. According to the relevant provisions of the state, the charging fee of outdoor charging facilities for electric bicycles mainly includes charging electricity and service fees, and the charging electricity and service fees should be marked and priced separately. Among them, the charging electricity fee should be priced according to the amount of electricity, and if the current pricing according to electricity is not realized and the conditions for separate measurement of electricity are met, all of them shall be priced according to electricity from October 1, 2024. For charging facilities that do not have the conditions for separate measurement of electricity for the time being, the development and reform and market supervision departments of all districts should cooperate with relevant departments to increase coordination, organize charging facility operators to accelerate upgrading, and in principle, fully realize the separate measurement of charging electricity from January 1, 2025.

Actively promote the clear pricing of charging electricity and service charges to increase the transparency of charges. The charging facility operator shall, in accordance with the relevant provisions of the clear price marking, mark the charging price, service fee items and charging standards in conspicuous positions such as charging places, mobile phone applications, and WeChat public accounts, and shall not charge any fees that are not indicated. Charging facility operators are encouraged to use pictures, animations and other vivid and easy-to-understand ways to display the charging methods and levels, so that users can quickly and accurately understand.

2. Strictly implement the relevant electricity price policies. In accordance with the relevant provisions of the state, the electricity used by the electric bicycle charging facilities in the residential area, the power grid enterprise shall charge the charging electricity fee according to the residential electricity price to the charging facility operator and the charging facility operator to the user, and specifically implement the non-resident combined meter electricity price standard in the city's residential electricity classification in combination with the charging facility access voltage level; If the charging facilities are directly supplied by the non-grid grid, the power grid enterprise shall also charge the charging electricity fee according to the standard for the electricity consumption of the electric bicycle charging facilities, the non-grid power supply entity to the charging facility operation unit, and the charging facility operation unit to the user. It is strictly forbidden for all business entities to charge any additional fees on the electricity bill. The electricity consumption of electric bicycle charging facilities outside residential areas shall be implemented according to the electricity price policy of the place where it is located.

3. Further clarify the charging service fee policy. The charging service fee shall be regulated by the market, and the charging standard shall be fully considered by the charging facility operator to fully consider the public service attributes and people's livelihood attributes of outdoor charging facilities, and shall be reasonably formulated in accordance with the principles of making up for costs, reasonable returns, and good faith, combined with market supply and demand. After the end of a single charge, the charging facility operator shall push information such as the billing mode, charging duration, and charging amount to the user through the WeChat official account, mini program, etc. Encourage all districts to adopt public bidding and other market competition methods to determine the charging facility operating unit, and shall not designate the charging facility operating unit by administrative means.

Fourth, promote the reduction of charging service fee standards. The development and reform and market supervision departments of all districts should cooperate with relevant departments to actively promote the construction of charging facilities, and guide the reduction of charging service fee standards in combination with the construction of charging facilities. The street office, neighborhood (village) committee, community property rights unit, owners' committee and the property service enterprise entrusted by it with operational capacity can build their own charging facilities on the premise of ensuring safety, and determine the charging service fee from a low level. For charging facilities constructed and operated by third parties, it is advocated that community property rights units, owners' committees, property service enterprises, etc. waive or reduce site rental fees, do not participate in or reduce revenue sharing, and use the concession space to reduce charging service fees. When property service enterprises and other management units accept the entrustment to sign an operation cooperation agreement with the charging facility operation unit, they shall fully communicate with the owner, select a high-quality charging facility operation unit, and reasonably determine the charging service fee standard. Property service enterprises and other management units should actively assist in the site selection, construction and installation, telegraph installation and other work of charging facilities, and reduce the installation cost of charging facilities.

Encourage qualified districts and towns to reduce the construction and operating costs of charging facilities by giving subsidies for the construction and operation of charging facilities and giving better play to the role of state-owned enterprises. When the relevant parties sign an operation cooperation agreement, the contracted operation period can be appropriately connected with the depreciation period of the equipment, and the operation cooperation agreement of 5 years or more is advocated to stabilize the investment expectations of the charging facility operating unit, dilute the depreciation cost of assets, and create conditions for reducing charging service fees.

5. Promote the direct power supply of charging facilities from the power grid. All power grid enterprises shall, in accordance with the principle of "making changes as much as possible", accelerate the transformation of qualified charging facilities, and realize direct power supply to the operating units of electric bicycle charging facilities as soon as possible. If the existing residential area has not yet realized the direct power supply of the power grid enterprise, the property right unit is encouraged to hand over the power supply facilities to the power grid enterprise as a whole, so as to create conditions for the power grid enterprise to directly supply power to the charging facilities; In principle, the charging facilities of new residential communities built after January 1, 2025 should be directly supplied by power grid enterprises to avoid driving up charging costs due to resupply.

6. Strengthen market price supervision in accordance with the law. The development and reform of all districts and the market supervision departments should do a good job in policy publicity and interpretation, cooperate with relevant departments and towns to increase the reasonable determination of service fees for charging facility operators and the guidance of property rights units, property service enterprises and other management units to take the initiative to make profits, pay attention to the use of joint interviews, reminders, warnings and other ways and means to continuously standardize charging behavior and promote the timely implementation of policies. The market supervision departments of all districts should combine complaints and reports involving electric bicycle charging and charging, increase supervision and inspection, and investigate and punish illegal acts such as not implementing government pricing and not marking prices in accordance with regulations. Relevant industry associations should strengthen industry self-discipline, consciously standardize charging behavior, and jointly maintain a good market order. The work and existing problems in regulating the charging behavior of bicycle charging in each district should be reported to the Municipal Development and Reform Commission and the Municipal Market Supervision Commission in a timely manner.
