In accordance with the provisions of the "Red River Pentium" Talent Plan of Honghe Prefecture and other documents, the relevant matters related to the special declaration of high-level talents, innovative talents and industrial talents of "Red River Pentium" in 2024 are hereby announced as follows.

1. Declared projects

(1) Special projects for high-level talents

Level 1: Top talents at home and abroad;

The second level: national leading talents;

The third level: provincial leading talents;

Level 4: Doctoral students in urgent need of various industries.

(3) Special projects for industrial talents

The first category: high-level R&D talents;

Category 2: Senior management talents;

The third category: high-skilled talents.

Second, the declaration method

Applicants who meet the application conditions fill in the "Talent Special Application Form" according to the category of the declared project and apply to the unit; The applicant's unit reviews and recommends the application materials; The competent departments directly under the state (county and city competent departments) shall review the application materials and supporting materials; The State Science and Technology Bureau and the State Bureau of Industry and Information Technology organize an expert review committee to conduct the review; According to the recommendations of the expert review committee, the list of candidates to be selected will be proposed and submitted to the talent work leading group of the state party committee for approval. The same talent can only apply for one special project, and no duplicate declaration is allowed.

3. Application conditions

(1) Special projects for high-level talents

1. Eligibility

To apply for the special project of high-level talents, it must be a talent who has been introduced (transferred) to work in Honghe Prefecture full-time from outside the state during the implementation period of the "Honghe Rush" Talent Plan and has the corresponding qualifications; or in-service personnel of enterprises and institutions in the state who have worked in Honghe Prefecture before the implementation period and have the corresponding qualifications. Except for civil servants and managers with reference to the Civil Servants Act.

2. Basic Conditions

Support the leadership of the Communist Party of China, have a firm political stance, loyally support the "two establishments", enhance the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two safeguards", abide by discipline and law, have a noble conduct, patriotic struggle, and be recognized by the masses.

Have the necessary research team and experimental conditions to engage in the research institute, and insist on working in the front line of scientific research and production.

The research direction is at the forefront of the province in China, with strong independent innovation ability, the research work is at the leading level inside and outside the province, and has achieved systematic and creative major results.

After recognition, he has served in Honghe Prefecture for no less than 5 years of continuous and full-time work.

3. Core conditions

In addition to the basic conditions, one of the core conditions must also be met.

Top talents at home and abroad:

Winner of the highest national science and technology award, academician of the Chinese Academy of Sciences, academician of the Chinese Academy of Engineering;

The main finisher of the first and second prizes of the National Natural Science Award, the Technological Invention Award, and the Science and Technology Progress Award;

Leaders in a certain discipline and technical field at home and abroad.

National Leading Talents:

National selection of "Millions of Talents Project";

Selected for the "Changjiang Scholars Program";

Chief scientist or project leader of major national science and technology projects, special projects, major projects of the National Natural Science Foundation of China, and national key engineering construction projects;

The person in charge of the national important science and technology program and the core members of the team;

Hire professional and technical personnel for first-level positions;

It is equivalent to the person in charge of the national major project at the above level, the person who has obtained the proprietary technology and the leader of the academic discipline with great influence in China.

Provincial Leading Talents:

Selected candidates of the "Xingdian Talent Support Program", experts enjoying special allowances from the State Council, and academician reserve talents;

Selected for the "Yunling" series and "Yunling Talent Program";

Provincial leaders in academic, disciplinary and technical fields;

The main person in charge of provincial key disciplines, key laboratories and engineering technology research centers;

Ph.D. students in urgent need of various industries:

In line with the needs of economic and social development in Honghe Prefecture and the construction of the "four zones", doctoral students who work in key industries such as modern agriculture, water conservancy, biomedicine, ecological environment, cultural tourism, education, medical and health care, advanced manufacturing, green aluminum deep processing, new non-ferrous metal materials, and new chemical industries, and are recruited according to the actual needs of employers.

(2) Special project for innovative talents

1. Eligibility

To apply for the special project of innovative talents, they must be master's and doctoral students who are introduced (transferred) from outside the state to work full-time in Honghe Prefecture and have the corresponding qualifications during the implementation period of the "Honghe Prefecture "Red River Pentium" Talent Plan; or on-the-job personnel who have worked in Honghe Prefecture before the implementation period and have the corresponding qualifications. Except for civil servants and managers with reference to the Civil Servants Act.

2. Basic Conditions

Support the leadership of the Communist Party of China, have a firm political stance, loyally support the "two establishments", enhance the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two safeguards", abide by discipline and law, have a noble conduct, patriotic struggle, and be recognized by the masses.

Generally not more than 40 years old, with a master's degree or above or a professional and technical title of associate high school or above; Work in the front line of scientific research and production, and have a high academic and technical level and innovation ability, in modern agriculture, water conservancy, biomedicine, ecological environment, cultural tourism, education, medical and health, advanced manufacturing, green aluminum deep processing, non-ferrous metal new materials, new chemical industry and other key industries to carry out innovation and entrepreneurship, in the industry can form a certain influence and have a certain demonstration role.

After recognition, he has served in Honghe Prefecture for no less than 5 years of continuous and full-time work.

3. Core conditions (in addition to the basic conditions, one of the following conditions must be met)

Doctoral and master's degree students who graduated from "double first-class" universities or doctoral and master's students from the top 500 world-renowned universities in the annual world university rankings released by the United Kingdom higher education research institutions Qs (Quacquarelli symonds), United Kingdom "The Times", "United States News and World Report" (US News), Shanghai Jiao Tong University Institute of Higher Education and other authoritative university rankings (limited to the latest ranking of the year of declaration).

He has held middle and senior professional and technical positions in well-known universities, scientific research institutes and large enterprises at home and abroad.

In the past five years, the main completer of the National Science and Technology Award, the main completer of the second prize of the provincial and ministerial science and technology award or the main completer of the equivalent level award.

In the past five years, as the main completer, he has obtained invention patents, software copyrights, and rights to new varieties of animals and plants; or obtain more than 1 drug clinical trial research approval; or more than 3 national standards, industry standards, and local standards.

In the past five years, as a major contributor, he has transformed and applied major scientific and technological achievements and key technologies, and has achieved significant economic benefits; Or promote more than 3 advanced practical technologies to be applied to production, drive the development of local industries, and achieve significant economic, social or ecological benefits.

4. Relaxation of conditions

Scientific and technological talents who have carried out original and key technical research in the field of national, provincial and state key development industries, made major innovative breakthroughs, made outstanding contributions, and whose academic and technological achievements are at the leading level inside and outside the province, and whose innovative achievements or representative scientific and technological achievements have been recognized by peers, are not limited by age, education and professional titles.

(3) Special projects for industrial talents

1. Eligibility

To apply for the "Red River Pentium" industrial talent project, it must be introduced (transferred) full-time from outside the state during the implementation period of the "Red River Pentium" Talent Plan in Honghe Prefecture or have worked in Honghe Prefecture before the implementation period of the "Red River Pentium" Talent Plan. High-level R&D talents, senior management talents, high-skilled talents and other urgently needed industrial talents who have the corresponding qualifications and can lead and drive technological innovation, scientific research progress and industrial upgrading in a certain field in Honghe Prefecture, and produce certain economic benefits.

2. Basic Conditions

Support the leadership of the Communist Party of China, have a firm political stance, loyally support the "two establishments", enhance the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two safeguards", abide by discipline and law, have a noble conduct, patriotic struggle, and be recognized by the masses.

The research and engagement field belongs to the industrial development direction of Honghe Prefecture.

The age is generally not more than 55 years old, and the continuous full-time service in Honghe Prefecture is not less than 5 years after identification.

3. Classification conditions (in addition to the basic conditions, one of the following conditions must be met)

High-level R&D talents:

It has relevant independent intellectual property rights or key technologies, which is in line with the industrial development direction of Honghe Prefecture, and the relevant achievements can be transformed, and the related products can be industrialized, and have good market prospects;

He has presided over major industrial technology research projects, and the research direction is in line with the national industrial policy orientation and the industrial development needs of Honghe Prefecture, and the research results have a strong industrial driving role.

Senior Management Talents:

Enterprises and management talents who have established and established joint ventures in Honghe Prefecture and occupy more than 20% of the shares, and the main business income of the enterprise has reached more than the scale, the operation of the enterprise is stable, and the company has good market prospects and development potential;

In the province (state) and other key universities, scientific research institutions, large enterprises and institutions and social organizations have the experience of holding middle and high-level positions, rich industry management experience, strong management ability of enterprise management talents;

Professional managers who have worked in listed companies or "little giants" with good reputation and efficiency and have obtained valid qualification certificates;

High-level industrial talents in the park who have management experience in the management of national development zones and pilot free trade zones, are familiar with international cooperation, system reform, operation and management, and can drive market expansion and management upgrading.

Highly Skilled:

High-skilled talents with top-notch skills, exquisite skills and strong innovation and creativity ability in a certain industry, able to solve technical problems, master key aspects of production technology, operation technology, skills and skills, and have technicians or above or equivalent professional and technical titles, and meet one of the following sub-conditions:

The specific person in charge of the model worker innovation studio, employee innovation studio, craftsman demonstration studio and skill master studio at or above the provincial and ministerial level;

Yunnan Province has outstanding contributions to the technical talents, Yunnan Province "Ten Thousand Talents Program" industrial technology leading talents and chief technicians;

Selected as a high-skilled professional in the "Thousand Talents Program" of Yunnan Province;

In the past 5 years, he has won one of the following awards:

(1) Participate in the National Skills Competition Winning (Show) Award or above;

(2) Participate in the first, second and third winners of the provincial and ministerial skills competition;

(3) The first, second and third winners of the provincial and ministerial innovation and entrepreneurship competitions.

In the past 5 years, he has held one of the following positions:

(1) Undertake the specific person in charge of major science and technology projects at or above the provincial and ministerial level;

(2) Undertake the specific person in charge of the scientific and technological support (research) plan at or above the provincial and ministerial level;

(3) Undertake the specific person in charge of scientific and technological invention, technological transformation, technological innovation and other projects at or above the provincial and ministerial level.

Other urgently needed talents with doctoral qualifications and in line with the needs of industrial development in Honghe Prefecture shall be declared with reference to the above three types of talents, and the relevant conditions can be appropriately relaxed.

Fourth, the application procedure

(1) Individual declaration. The applicant submits the "Talent Special Application Form" and applies to the unit.

(2) Preliminary examination of the unit. The unit to which the applicant belongs shall conduct a preliminary review of the application materials and supporting materials and sign the opinion.

(3) Solicitation of opinions. The unit to which it belongs solicits the opinions of discipline inspection and supervision in accordance with the authority of the cadres (experts of non-public organizations solicit the opinions of the competent department of the territory or the party committee (party working committee) of the township (street) to which they belong, and experts from agriculture and rural areas and non-fixed units solicit the opinions of the party committee (party working committee) of the township (street), and at the same time solicit the opinions of the procuratorial organs.

(4) Review and recommendation. The competent department of the applicant's unit shall review and recommend and sign the opinion. Provincial units in the prefecture shall be reviewed and recommended by the party group (party committee) of the unit; If the unit is subordinate to the state level, it shall be reviewed and recommended by the party group (party committee) of the competent department at the state level; If the unit is subordinate to a county or city, it shall be reviewed and recommended by the party group (party committee) of the competent department of the county or city; If the unit is unclear or is a non-public economic organization or social organization, it shall be reviewed and recommended by the county or city science and technology management department or the industry and information technology management department in accordance with the principle of territoriality.

(5) Review. The State Science and Technology Bureau and the State Bureau of Industry and Information Technology respectively organized an expert review committee to conduct a comprehensive review of the urgency of the declared talent demand, academic and technical level, scientific research advancement, feasibility and expected economic and social benefits, and supporting conditions of the unit, and put forward candidate suggestions.

(6) Validation. The State Science and Technology Bureau and the State Bureau of Industry and Information Technology shall, according to the recommendations of the Expert Review Committee, study and propose a list of personnel to be selected and submit it to the Talent Work Leading Group of the State Party Committee for approval.

(7) Announcements. The leading group for talent work of the state party committee will review and approve the candidates, announce the announcement within 5 working days, and issue a document to announce the list of selected personnel after no objection.

5. Precautions

(1) According to their actual conditions, the talents who apply for the special project for high-level talents can choose one of the top talents at home and abroad, national leading talents, provincial leading talents, and doctoral students in urgent need in various industries and fields, and cannot apply for multiple special projects at the same time.

(2) When filling in the declaration form and providing the corresponding supporting materials, the declarant shall, in accordance with the requirements of the "representative work", highlight the landmark and high-quality achievements he has obtained, as well as the information and materials with strong relevance and high compatibility with the application project. If the submitted materials involve confidentiality, they shall be submitted in accordance with the requirements of confidential documents. The application materials shall be provided with an electronic version (scanned into PDF format) after review, signature and seal.

(3) The unit shall review and check the original copy of the supporting materials provided by the applicant, and in accordance with the principle of "who audits and is responsible", sign the name of the person who audits the materials, the audit opinion, the date of the audit and affix the official seal of the unit on the copy of the certification materials submitted by the applicant, and the application and review materials that are not reviewed and approved as required will not be accepted.

(4) Meet the qualifications, and according to the agreement or contract, intend to work in Honghe Prefecture for no less than 5 consecutive years can apply for each talent special.

Sixth, the declaration schedule

(1) The time of declaration

From August 20 to September 6, 2024, the application materials submitted in electronic version and paper (bound in order) will not be accepted.

(2) Review time

Before September 30, 2024, the review will be completed.

(3) Review and determination

Before October 30, 2024, the State Science and Technology Bureau and the State Bureau of Industry and Information Technology will study and propose a list of candidates according to the recommendations of the Expert Review Committee, submit it to the Office of the Talent Work Leading Group of the State Party Committee, and submit it to the Talent Work Leading Group of the State Party Committee for approval.

7. Job requirements

(1) The special application and review work shall be coordinated by the Office of the Talent Work Leading Group of the State Party Committee, and shall be organized and implemented by the State Science and Technology Bureau and the State Bureau of Industry and Information Technology according to the division of responsibilities.

(2) The special application for talents strictly abides by the relevant policies and discipline requirements, and the supervisors and employers should widely publicize, carry out in-depth investigations, actively mobilize qualified talents to declare, and carefully review and check the application materials to ensure that the application information is true, accurate and complete.

(C) the declaration of the implementation of the credibility system, if there is a violation of the provisions, favoritism, fraud, etc., in accordance with the relevant provisions of the deal, serious circumstances to cancel the title of relevant talents, within 5 years shall not participate in the state-level talents, project declaration, shall not be recommended to participate in the provincial talent, project declaration.

(4) Matters not covered in this announcement shall be interpreted by the Office of the Talent Work Leading Group of the State Party Committee in conjunction with the State Science and Technology Bureau and the State Bureau of Industry and Information Technology.
