At 21:48 on May 21, 2021, a 6.4-magnitude earthquake occurred in Yangbi County, with the epicenter located in Xiuling Village, Cangshan West Town, where the county seat is located, with an epicenter depth of 8 kilometers and a maximum intensity of 8 degrees. The earthquake had high magnitude, high intensity, many aftershocks, deep damage, wide range and long duration, and damaged houses, schools, hospitals, transportation, municipal administration, water conservancy and other facilities in Yangbi to varying degrees. General Secretary Xi Jinping made important instructions, the Ministry of Emergency Management of the People's Republic of China immediately deployed the earthquake relief work and sent a working group to Yangbi to guide the earthquake relief, the main leaders of the provincial party committee and the provincial government gave instructions many times, and the rescue forces of all parties quickly rushed to help Yangbi earthquake relief. In order to comprehensively record the real process of earthquake relief, recovery and reconstruction, and permanently preserve the precious memories of all walks of life in the earthquake relief, post-disaster recovery and reconstruction to unite and overcome the difficulties together, Yangbi County Archives will collect archival materials for this earthquake relief and post-disaster recovery and reconstruction from all walks of life from now on.
1. Solicitation content
(1) Documents, photos, audio and video recordings, physical objects and other archival materials formed by all walks of life in Yangbi County in the process of earthquake relief, recovery and reconstruction, including but not limited to the following:
1. Reflect the physical objects and materials of Party committees and government organizations and leaders at all levels for earthquake relief, recovery and reconstruction;
2. Various archives and materials of armed police, fire officers and soldiers, people's police, etc., who went to the disaster area for earthquake relief;
3. Rescue teams, medical teams, health and epidemic prevention, electric power, transportation, communications, emergency management and other departments in the disaster area to carry out rescue of various archives;
4. Work notes of earthquake relief, recovery and reconstruction personnel, memoirs, notes, diaries of witnesses, and photos and videos of people from all walks of life in the work status of earthquake relief, recovery and reconstruction periods;
5. Archives of typical people and events that emerged in the earthquake relief, recovery and reconstruction;
6. Literary creations, literary and artistic works, and video works related to earthquake relief, recovery and reconstruction;
7. Various archival materials reflecting the enthusiasm of all sectors of society in donations and materials, such as donation receipts, donation deposit receipts, certificates, registration materials, etc., issued by the government and non-governmental rescue organizations;
(2) Documentary materials formed by news media, self-media, and social media, as well as texts, group pictures, web pages, screenshots, audio and video materials, and so forth;
(3) Other text, pictures, videos, voices, and other archival materials that can reflect earthquake relief, recovery and reconstruction work, and have historical value or special significance.
2. Solicitation method
(1) Donations. Units, groups, social organizations and individuals may directly donate archives to the county archives, and if they are identified, screened, and decided to enter the collection, they will issue a donation certificate to the donating units and individuals, and the donated archives shall be owned by the state, and the donors shall have priority in the use of the donated archives, and may put forward opinions on restricting the use of the parts of the archives that are not suitable for opening to the public.
(2) Substitution. For archival materials that have real preservation value, if the owner is unwilling to donate, the county archives can provide storage and custody services after negotiation between the two parties, and no storage fee will be charged. During the storage period, the ownership of the archival materials belongs to the depositor, and the depositor has the right of priority and the right to decide whether to allow others to use it.
(3) Purchase. If the owner is willing to sell archival materials with relatively large social preservation value, depending on the specific value of the archival materials, they shall be requisitioned for compensation after expert appraisal and pricing negotiated by both parties.

From now until August 31, 2025.

(1) The content of the archives provided should be objective and truthful, reflecting the spiritual outlook of the Yangbi people in earthquake relief, recovery and reconstruction.
(2) The archival materials provided shall be briefly explained, indicating the time, place, content, people, events, and historical background, among which the audio and video files should be played smoothly, the picture should be clear, the theme is clear, and the content is complete.
(3) The physical object is a true reflection of disaster, rescue, assistance and other items, and the authenticity and legitimacy of the source of the submitted items should be ensured.
