The overall layout of the "five-in-one" is a major theoretical innovation achievement of the Party's deepening understanding of the laws of socialist construction, and the result of the continuous deepening of the understanding of the laws of socialist construction with Chinese characteristics in different periods since the reform and opening up. The "four comprehensive" strategic layout is derived from the actual needs of the mainland's development and from the ardent expectations of the masses. The "four comprehensive" strategic layout has both strategic objectives and strategic measures, and each "comprehensive" has a close internal logic, which is an organic unity of the overall strategic deployment. Building a modern socialist country in an all-round way is a strategic goal, and it occupies a leading position in the "four comprehensives"; Comprehensively deepening reform, comprehensively governing the country according to law, and comprehensively and strictly governing the party are the three major strategic measures, which provide a fundamental guarantee for the realization of strategic goals. The "five-in-one" provides a scientific answer to "what kind of reform to achieve and how to reform", and is the overall layout for advancing the cause of socialism with Chinese characteristics. Among them, economic construction is the foundation, political construction is the guarantee, cultural construction is the soul, social construction is the condition, and ecological civilization construction is the foundation. The "four comprehensives" are the implementation of the overall layout of the "five-in-one" and the strategic layout proposed for the realization of Chinese-style modernization and the great rejuvenation of the Chinese nation. The "two major layouts" involve various links such as productive forces and production relations, superstructure and economic foundation, national governance and social development, and run through all aspects of further deepening reform in an all-round way. The "two major layouts" reflect the comprehensive, strategic and systematic requirements of the new round of deepening reform.
The basic national condition that the mainland is still in the primary stage of socialism and will remain so for a long time has determined that economic construction is the party's central task for a long time. General Secretary Xi Jinping has repeatedly stressed that in the process of comprehensively deepening reform, we must adhere to the reform of the economic system as the main axis, and strive to make new breakthroughs in the reform of important areas and key links, so as to lead and drive reforms in other fields, so that all aspects of reform can be promoted in a coordinated manner and form a joint force. The goals and tasks of comprehensively deepening reform put forward by the Third Plenary Session of the 18th Central Committee of the Communist Party of China were generally completed as scheduled. However, reform and opening up can only be carried out, not completed. The Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) once again sounded the clarion call for further deepening reform in an all-round way, anchoring the goal of basically realizing socialist modernization by 2035, with institutional construction as the main line and economic system reform as the traction, and driving the reform of the political, cultural, social and ecological civilization systems. The new round of reform will continue to present a new pattern of comprehensive efforts, comprehensive deepening, multi-point breakthroughs, steady progress and in-depth advancement. The great practice of comprehensively deepening reform led by the "two major layouts" profoundly reflects our party's exploration and thinking on the law of the development of socialism with Chinese characteristics, not only answering who to rely on, for whom and who to share the fruits of reform, but also solving a series of new problems and new deployments such as the reform stage, reform momentum, development concept, and development pattern, and putting forward a new path to achieve higher quality, more efficient, fairer and more sustainable comprehensive deepening reform.
Be problem-oriented, highlight key points, and enhance the systematic, holistic, coordinated and effective nature of reform
The Third Plenary Session of the 20th Central Committee of the Communist Party of China will "pay more attention to system integration, pay more attention to highlighting key points, and pay more attention to the effectiveness of reform" as one of the guiding ideologies, requiring that the problem orientation be highlighted, and the theoretical innovation, practical innovation, institutional innovation, cultural innovation, and other aspects of innovation will be promoted at a new starting point; It is necessary not only to improve the basic system, but also to innovate important systems, and to upgrade the results of reform to the legal system in a timely manner; Adhere to the concept of systems and properly handle the major relationships between economy and society, government and market, efficiency and fairness, vitality and order, development and security, and so on. Accordingly, the "Decision" takes system construction as the main line and deploys 14 major measures, which fully embodies the problem-oriented, systematic concept, highlights the key points, and pays attention to practical results.
In the reform of the economic system, we will focus on six key tasks. By 2035, a high-level socialist market economy system will be built in an all-round way, and the high level of it will be compatible with the requirements of high-quality development. Improve the system and mechanism for promoting high-quality economic development, and create new momentum and new advantages for development. Build a system and mechanism to support comprehensive innovation, and coordinate and promote the integrated reform of the system and mechanism for education, science and technology, and talents. Improve the macroeconomic governance system, and coordinate the promotion of reforms in key areas such as finance, taxation, and finance. Improve the system and mechanism of urban-rural integrated development, and coordinate new industrialization, new urbanization and comprehensive rural revitalization. We will improve the system and mechanism of high-level opening-up, further promote reform through opening-up, and build a new system of a higher-level open economy.
In terms of democratic politics and governing the country according to law, the first is to improve the system of whole-process people's democracy, and the development of whole-process people's democracy is the essential requirement of Chinese-style modernization; The second is to improve the socialist rule of law system with Chinese characteristics, the rule of law is an important guarantee for Chinese-style modernization, and requires the construction of a socialist rule of law country to reach a higher level.
In terms of the reform of the cultural system, we should focus on building a socialist cultural power, adhere to the fundamental system of Marxism's guiding position in the ideological field, further deepen the reform of the cultural system and mechanism, especially improve the system and mechanism for the development of cultural undertakings and cultural industries, and promote the modernization of material civilization and spiritual civilization in harmony.
In terms of social system reform, further deepening reform will focus on improving people's quality of life, improving income distribution and employment systems, improving the social security system, enhancing the balance and accessibility of basic public services, and promoting the modernization of common prosperity for all people.
In terms of the reform of the ecological civilization system, we will focus on building a beautiful China, remove the institutional and institutional obstacles that hinder the comprehensive green transformation of economic and social development, improve the ecological and environmental governance system, open up a new path of ecological priority, conservation and intensive, green and low-carbon development, and promote the modernization of harmonious coexistence between man and nature.
Among the 14 major initiatives, 11 are concentrated in the overall layout of the "five-in-one", and 3 are reflected in the "four comprehensive" strategic layout. Promote the modernization of the national security system and capabilities, and achieve high-quality development and high-level security interaction; Achieve the goal of the 100th anniversary of the founding of the army as scheduled; At the end of the "Decision", special emphasis is placed on the major measure of "improving the party's leadership level for further deepening reform in an all-round way and promoting Chinese-style modernization", and insists on governing the party with the spirit of reform and strict standards.
Coordinate the overall domestic and international situations, and further promote reform through opening up
Opening up is reform, and promoting reform through opening up is the valuable experience that our party has accumulated in the practice of reform and opening up over a long period of time. The Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) stressed that openness is a clear sign of Chinese-style modernization, and called for relying on the advantages of the mainland's super-large-scale market to focus on building a new system of a higher-level open economy.
Efforts should be made to expand institutional opening-up. Actively align with international high-standard economic and trade rules, expand the network of high-standard free trade zones facing the world, and achieve compatibility of rules, regulations, management and standards in the fields of property rights protection, industrial subsidies, environmental standards, labor protection, government procurement, e-commerce, and finance.
Promote the reform of the foreign trade system, foreign investment and foreign investment management system in an integrated manner. Focusing on the goal of becoming a trade power, we should build institutional innovation under the trend of trade digitalization and greening, especially to create an institutional environment conducive to the development of new business forms and models. Expand the catalogue of industries that encourage foreign investment, reasonably reduce the negative list for foreign investment access, implement the comprehensive lifting of restrictions on foreign investment in the manufacturing sector, and promote the orderly expansion of opening up in the fields of telecommunications, the Internet, education, culture, and medical care.
Optimize the new pattern of regional opening-up of internal and external connectivity, and enhance the level of opening-up. The eastern coastal areas will continue to take the lead in opening up, the level of opening up in the central and western regions and the northeast region will be greatly improved, and the formation of a comprehensive opening up pattern of land and sea linkage at home and abroad, and mutual assistance between the east and the west will be accelerated. Improve the mechanism for promoting high-quality Belt and Road cooperation. With the construction of multilateral cooperation platforms in the fields of green development, digital economy, and artificial intelligence as the starting point, we will organically connect the opening up of the internal region with the opening up of the "Belt and Road" to the outside world.
