Implementation rules for new energy city buses and power battery renewal subsidies

Chapter 1 Scope and Standards of Subsidies

Article 1 A fixed subsidy shall be given to urban public transport enterprises (hereinafter referred to as the applicants) for updating new energy city buses and replacing power batteries. Encourage the combination of passenger flow changes, the development of the urban public transport industry, etc., a reasonable selection of the replacement of the new energy city bus captain type. The average subsidy per vehicle is 60,000 yuan, of which, for the renewal of new energy city buses, the average subsidy per vehicle is 80,000 yuan; For the replacement of power batteries, the subsidy is 42,000 yuan per vehicle. All localities shall formulate local subsidy standards according to the subsidy funds arranged by the Ministry of Finance and the Ministry of Transport and the performance targets issued.

Article 2 The term "city bus" in these detailed rules refers to the scope determined by the people's Government of the city, according to law to obtain public transport operation qualifications and provide public transport passenger transport services of the vehicle, specifically identified by the local transport department.

The term "updated new energy city buses" in these detailed rules refers to scrapping old city buses and purchasing new energy city buses that are included in one of the "Catalogue of New Energy Vehicle Models for Energy Conservation and Use of Vehicle and Vessel Tax Exemption and Exemption", "Catalogue of New Energy Vehicle Models for Reduction and Exemption of Vehicle Purchase Tax" and "Catalogue of Recommended Models for the Promotion and Application of New Energy Vehicles".

The replacement of power batteries in these rules refers to the replacement of a full set of power batteries for old new energy urban bus vehicles, and the replaced power batteries should be produced after January 1, 2024, with a warranty period of not less than 5 years, and meet the requirements of the mandatory national standards of GB38031-2020 "Safety Requirements for Power Batteries for Electric Vehicles", and meet the requirements of the industry management department on the replacement of power batteries for new energy urban bus vehicles.

Article 3 The subsidy funds support the renewal of urban bus vehicles registered before December 31, 2016 (including the day, the same below) for the renewal of urban bus vehicles and the replacement of power batteries for new energy urban public transport vehicles.

Article 4 The competent departments of transportation in all localities should adhere to the combination of market leadership and government guidance, the combination of equipment renewal and resource conservation, guide applicants to choose to update vehicles or replace power batteries according to local conditions, and guide the renewal of miniaturized, low-floor and low-entrance urban public transport vehicles.

The replacement of power batteries for new energy city buses should be implemented under the premise of ensuring the safety of the whole vehicle, and the new energy city bus vehicle operators and power battery replacement service providers should follow the principle of "who advocates and who is responsible; Who replaces, who is responsible", and strictly implements the main responsibility of safety.

Chapter II Subsidy declaration, review and distribution

Article 5 Applicants who intend to apply for subsidy funds shall submit an application for subsidy funds to the local transportation department in a timely manner after completing the renewal of new energy city buses and power batteries, and the deadline is January 20, 2025.

For the renewal of new energy city buses, the first registration time of the scrapped vehicle, the vehicle identification number, the "scrapped motor vehicle recycling certificate", the "motor vehicle cancellation certificate", as well as the identification number of the newly purchased vehicle, the vehicle model, the "motor vehicle sales invoice", "motor vehicle registration certificate" and other information and supporting materials should be provided.

For the replacement of the power battery, the vehicle identification number, the number of old power battery packs, the code of the old power battery pack, the number of power battery packs after the replacement, the code of the power battery pack, the production date and other information, as well as the power battery replacement contract (including the safety compliance requirements of the power battery) and acceptance certificate and other supporting materials shall be provided.

The above-mentioned "Scrapped Motor Vehicle Recycling Certificate", "Motor Vehicle Cancellation Certificate", "Motor Vehicle Sales Uniform Invoice", "Motor Vehicle Registration Certificate", and the acceptance certificate for replacement of power batteries shall be obtained from July 1, 2024 to December 31, 2024. Among them, the "Scrapped Motor Vehicle Recycling Certificate" shall be issued by a qualified scrapped motor vehicle recycling and dismantling enterprise, and the deadline for submitting the "Motor Vehicle Cancellation Certificate" and "Motor Vehicle Registration Certificate" can be extended to January 15, 2025 as appropriate.

Article 6 After receiving the application information, the competent department of transportation of the applicant's territory shall conduct a review and feedback the audit results in a timely manner. If the information submitted by the applicant is true and complete, and meets the requirements of these Rules, it shall be reviewed and approved; If the information is incomplete or unclear and unrecognizable, the review department will inform the applicant of the request for supplementing and correcting the information, and the applicant shall supplement and correct the relevant information before February 10, 2025 as required.

Article 7 The local transportation authorities at all levels shall promptly summarize the updated information of new energy city buses and power batteries that meet the subsidy conditions, determine the amount of subsidies, and submit an application for funds to the financial departments at the same level. Local financial departments at all levels shall allocate subsidy funds in accordance with the procedures in accordance with the suggestions on the funding arrangements put forward by the competent departments of transportation at the same level.

Chapter III Management of Subsidy Funds

Article 8 The subsidy funds for the renewal of new energy city buses and power batteries shall be shared by the central and local finances in a ratio of 90:10, and the specific sharing ratio shall be determined by region. Among them, the eastern provinces will be shared in a ratio of 85:15, the central provinces will be shared in a ratio of 90:10, and the western provinces will be shared in a ratio of 95:5. The provincial finance department shall arrange matching funds in proportion to the distribution of central funds.

Article 9 According to the provinces at the end of 2016 new energy city bus ownership, the Ministry of Finance to the provinces to allocate 60% of the subsidy funds to support the local start of the relevant work, and as appropriate additional pre-allocated funds.

After the end of the policy implementation period, in accordance with the relevant requirements of the "Several Measures to Support Large-scale Equipment Renewal and Consumer Goods Trade-in", the central and local governments will carry out liquidation.

Before February 28, 2025, the provincial-level transportation authorities shall fill in the update of local new energy city buses and power batteries through the "Urban and Rural Road Passenger Fuel Consumption Information Declaration and Subsidy Management System" (yb.motcats.com.cn), and export the report from it (see Annex 1-3 for details) with the official seal.

Chapter 4 Performance Management and Supervision

Article 10 The Ministry of Transport and the Ministry of Finance shall guide the relevant local departments to implement performance management and supervision of the subsidy funds for the renewal of new energy city buses and power batteries in accordance with the division of responsibilities. The provincial transport authorities shall do a good job in performance target management, performance monitoring, annual performance self-evaluation and other work as required, the Ministry of Transport shall be responsible for the overall use of subsidy funds to carry out performance evaluation, and the Ministry of Finance shall organize and carry out key performance evaluations in a timely manner according to the needs of the work.

Article 11 The provincial-level transportation authorities and financial departments may, in accordance with these implementation rules and in combination with the actual situation of the region, formulate specific implementation rules for the renewal of new energy city buses and power batteries, clarify the subsidy standards for new energy city buses of different vehicle lengths, and the specific performance targets for the renewal of new energy city buses and power batteries in various cities within their jurisdiction. For the renewal of low-floor and low-entry new energy city buses, appropriate tilt can be given when arranging subsidy funds. The provincial transportation authorities should actively cooperate with relevant departments to organize bus manufacturers, power battery manufacturers, power battery replacement service enterprises and applicants to strengthen the connection between supply and demand, and give full play to the advantages of scale.

Local transportation authorities should carefully review the application for subsidy funds submitted by the applicant, and be responsible for supervising the use of subsidy funds, and the local financial departments shall supervise the allocation of funds to ensure the safety and timely issuance of funds, and the Ministry of Finance shall organize the local supervision bureaus of the Ministry of Finance to verify the use and liquidation of subsidy funds in a timely manner. All localities shall not require the sale of scrapped buses and scrapped power batteries to designated enterprises, and shall not set up a subsidy catalogue or enterprise list with regional and technical product orientation.

Article 12: Where it is discovered that there are illegal acts such as using improper means (including forging or altering relevant materials, making false transactions, colluding with others to provide false information, etc.) to defraud subsidy funds, the relevant departments of each region shall strictly deal with it in accordance with laws and regulations.

Article 13 For the sale, forgery and alteration of the "scrapped motor vehicle recycling certificate", the relevant departments shall deal with it in accordance with the "scrapped motor vehicle recycling management measures" (Order No. 715 of the State Council).

14th misappropriation, fraudulent subsidy funds units and individuals, the relevant departments in accordance with the financial violations of the punishment and punishment regulations (State Council Order No. 427) and other relevant laws and regulations.

Chapter V: Supplementary Provisions

Article 15 These Detailed Rules shall come into force on the date of promulgation.
