On the morning of July 31, Jin Minghui, deputy secretary of the district party committee and head of the district, led a team to investigate the flood control work, emphasizing the need to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions on flood prevention and disaster relief, comprehensively investigate risks and hidden dangers, strengthen the management of stagnant water points, tighten and compact responsibilities, and make every effort to protect the safety of people's lives and property. Jin Minghui stressed that it is necessary to highlight the systematic management and treat both the symptoms and the root causes, combined with the recent heavy rainfall and water accumulation, and focus on the water points, road sections and areas that the masses have strong reactions to, find out the crux of the problem, come up with specific solutions, and speed up the completion of people's livelihood arrears. It is necessary to do a good job in securing and coordinating the management of flood prevention funds, and improve financial guarantees and follow-up financial support through multiple channels. It is necessary to strengthen management, and all industry departments and towns (streets) and villages (communities) should strengthen the daily maintenance and dredging of drainage and flood prevention facilities to ensure the safe operation of drainage pipe networks, pumping stations, rainwater wells and other drainage facilities. It is necessary to strengthen the construction of drainage and flood prevention facilities, optimize and improve the drainage capacity of roads through measures such as rain and sewage diversion transformation, drainage equipment maintenance and upgrading, and promote the continuous improvement of the urban flood prevention system. It is necessary to correctly handle the relationship between the current and the long-term, above ground and underground, speed up the rectification and reform in place, effectively improve the city's flood prevention and drainage capacity, and constantly enhance the people's sense of gain, happiness and security.
