The reporter learned that as the first "beautiful home" comprehensive renovation project in Minhang last year, Hedong Community in the process of realizing a beautiful transformation, the "Dongtan Council" composed of community talents, by building a democratic platform and constructing a democratic mechanism, constantly provides "source power" for the quality and upgrading of community governance, following the completion of the new party and mass service station, community canteen, and now allows residents to realize the "charging freedom" of electric bicycles, this old community by the Huangpu River is being reborn from the outside and inside.

"I live on the first floor, but I didn't expect the charging pile to be installed at the door of the house, which is still very safe and convenient!" Looking at the newly added non-motorized carport and charging pile not far from the entrance of the building, Aunt Cai of Building 15 of Hedong Community was amazed. However, just half a year ago, she was still worried about the need to build such a "greenhouse" outside her window.
The reason for the incident is this-Hedong Community originally had only two non-motorized vehicle centralized parking sheds, and before the renovation of the beautiful home in 2023, the new non-motorized vehicle parking sheds and charging facilities in the new community will be included in the planning. At the same time, the "Dongtan Council" of the community played a full role in collecting and grasping the opinions of residents and participating in the discussion of the refinement of the construction plan.
"In the process of visiting residents and rectifying flying wire charging, we found that although there is a great demand among the people, the residents on the first floor of some buildings are worried that the installation of charging piles will affect the safety of the house, and they are reluctant to install them at the door of their homes, which is also a kind of 'nimby effect'." Shao Ning, secretary of the general party branch of Hedong residential area, said.
As a result, the members of the "Dongtan Council" communicated with the designer of the beautiful home builder in a timely manner and adjusted the plan to minimize the possible impact on the residents on the first floor, but they were still strongly opposed by the resident groups represented by Aunt Cai and Aunt Wang.
After several rounds of communication to no avail, the council decided to build in batches in a way that was easy and then difficult, with carports and charging piles in place in front of buildings where there were no objections, and equipped with cameras, overload protection, smoke alarms and fire partition walls, so that residents could feel safe.

In the Hedong community, there are many such cases. In line with the principle of "really discovering problems, discovering real problems, solving real problems, and solving real problems", the "Dongtan Council" has organized and held 12 thematic meetings, integrating 45 residents' needs into the construction of "beautiful homes". In view of the serious waterlogging in the community, outdated facilities, parking difficulties and traffic chaos, as well as the optimization of community public space, regular discussions were carried out to respond to the demands of the people in a timely manner, and good results were achieved.
Yao Wenyi, a deputy to the District People's Congress and director of the Jiangchuan Judicial Institute, is the second secretary of the Hedong Community, focusing on promoting the rule of law to empower community governance, and he is also one of the leaders of the "Dongtan Council". He told reporters that during the construction of the "Beautiful Home", the Hedong Community recruited "Dongtan Beautiful Community Partners" for the community and society, and more than 20 units and more than 200 community talents responded, thus forming the "Dongtan Council".
"The council has two characteristics: the gradual diversification of its members and the gradual standardization of its deliberation activities, which are increasingly becoming an important organizational body to ensure the normalization of community autonomy." Yao Wenyi said.
"For example, the tea and coffee space of the party-mass service station, the community canteen and other functions all come from the needs of the residents at the meeting. After visiting residents and summarizing their demands through the '100-day action', we decided to rearrange the 'leftovers' that were previously idle in the community and plan them reasonably, so as to create a community public living space integrating canteens, tea and coffee, reading, parent-child, fitness, audio-visual and other functions, so as to meet the residents' yearning for a better community life. Among the many members of the council, Song Dongjin is a special one. She is a young teacher at the School of Design of Shanghai Jiao Tong University and the new owner of the Hedong community. In August 2022, Song Dongjin came to Hedong Community to carry out social practice teaching work, and formed an indissoluble bond with it, planning students to participate in the construction of a beautiful community laboratory, organizing the "100-day action of a beautiful community", etc., Song Dongjin fully integrated his professional knowledge into community governance. "In the next step, I will combine the school's scientific research and teaching, focusing on themes such as healthy aging and circular community construction, to help rejuvenate old communities." Under the empowerment of judicial resources, the community has also set up a community governance advisory committee, which absorbs experts from the Party School of the Municipal Party Committee, representatives of the District People's Congress, judicial departments, community units, community lawyers, and community planners into the committee to empower and serve the community. At the same time, integrating the characteristics of Hedong, the "Dongtan Rules of Procedure" was introduced, suggestions were made to the community business committee, and a number of rules of procedure and conventions such as the "Community Motor Vehicle Parking Management Measures", "Community Residence Convention" and "Community Public Space Management Measures" were reorganized.
"Party building empowerment, democratic participation, cooperation and co-governance, and solving the problems of the masses are not only the needs of community governance, but also the practice and implementation of the whole process of people's democracy." Shao Ning said that in the future, he will continue to use the autonomous team of the "Dongtan Council" to further promote the orderly implementation of the concept of whole-process people's democracy at the grassroots level by widely adopting people's needs and opinions, carrying out community councils and other grassroots democratic explorations.
