Ma Yucia, male, Han ethnicity, born in December 1955, 66 years old, from Shijiazhuang, Hebei Province, joined the Communist Party of China in November 1975, joined the work in December 1972, graduated from the Central Party School.
Ma Yucia joined the army in his early years, then entered the political and legal system, and after many years of work, he was transferred to the discipline inspection commission system.
According to his resume, he served as a soldier and projectionist of the Fourth Company of the Independent Regiment of the Shanxi Provincial Military Region, a clerk of the Independent First Battalion of the Jindongnan Military Subdistrict of the Shanxi Provincial Military Region, a deputy company officer of the Organization Section and the Organization Cadre Section of the Political Department of the Jindongnan Military Subdistrict of the Shanxi Provincial Military Region, a company secretary of the Office of the Headquarters of the Shanxi Provincial Military Region, and a company officer and deputy battalion officer of the Propaganda Department of the Political Department of the Shijiazhuang Army School of the People's Liberation Army.
In March 1986, at the age of 29, Ma Yucia became a cadre officer in the Political Department of the Hebei Provincial Public Security Department, and from then until November 2009, he worked in the Hebei Provincial Public Security Department system for 23 years.
During these 23 years, he grew from an ordinary officer to a deputy director of the Public Security Department, during which time he successively served as the deputy chief of the cadre section of the Political Department, the chief of the local active cadre section of the Political Department, the deputy director of the active cadre department of the Political Department, the deputy director of the Cadre Department of the Political Department, the deputy director of the Political Department, and the director of the Political Department.

In November 2016, he took up the post of member of the Standing Committee of the 12th People's Congress of Hebei Province and vice chairman of the Internal and Judicial Affairs Committee of the 12th Provincial People's Congress, retiring in January 2019.

In January 2008, Zhang Yue became the director of the Hebei Provincial Public Security Department, and in June of that year, he became the secretary of the political and legal committee of the Hebei Provincial Party Committee, and in December 2008, he was appointed as the standing committee member of the Hebei Provincial Party Committee and the secretary of the political and legal committee. In April 2016, Zhang Yue was investigated.
In May 2008, Ma Yucia became a member of the Political and Legal Committee of the Hebei Provincial Party Committee, the director of the Office of the Leading Group for the Prevention and Handling of Cult Problems of the Provincial Party Committee (the Provincial Government Office for preventing and handling cult issues), and in November 2009, he became the deputy secretary and secretary general of the Political and Legal Committee of the Hebei Provincial Party Committee.

In October 2014, the Sixth Inspection Group of the Central Committee clearly pointed out in its feedback to Hebei Province that Hebei "has a serious problem of 'petty officials and huge corruption'".
Later, in order to increase the intensity of anti-corruption, the Hebei Provincial Discipline Inspection Commission also set up a leading group, and the deputy leader at that time was Ma Yucia.
Also in 2014, the Hebei Provincial Party Committee held a standing committee meeting, when Ma Yucia, then executive deputy secretary of the Hebei Provincial Discipline Inspection Commission, made a relevant report on behalf of the Supervision Department of the Provincial Discipline Inspection Commission.
At that meeting, Zhou Benshun, then secretary of the Hebei Provincial CPC Committee, said: As discipline inspection and supervision organs, it is necessary to intensify the investigation and handling of cases, resolutely investigate and deal with all kinds of corrupt behaviors, earnestly correct all kinds of unhealthy trends, and create a good environment for promoting reform and development.
Ironically, Zhou Benshun of that year and Ma Yucia of today have eventually become the targets of the Discipline Inspection Commission's anti-corruption campaign.
