After the "July ·" incident, the Kuomintang military and political personnel in the Luxi area fled south one after another, and the local order was in chaos. For a time, bandits, stragglers, feudal forces, and militia groups vied with each other to gather and raise banners and proclaim themselves commanders. They have taken each side of the country and have done evil and cruelty to the people, causing them to be displaced and in fear. At this serious moment when the national crisis was at hand and bandits were swarming, General Fan Zhuxian raised the banner of resistance against Japan under the mobilization of the party.
In order to persist in the War of Resistance and expand the anti-Japanese ranks, General Fan Zhuxian began to incorporate and transform the bandit ranks. He often led more than a dozen guards to break into the lair of the bandit commander, and moved those bandits and gangsters with his practical actions of resolutely resisting Japan and the education of national righteousness, so that they would understand the righteousness and take the overall situation into account and stand in the ranks of the anti-eye troops. The bandit leader Qi Zixiu was originally a company commander of Shiyou's third department. He pulled out a company of people and broke into Liaocheng City, forcibly confiscated dozens of rifles from the Political Department of the Sixth Prefecture Headquarters of Shandong (which was actually a party organization in Northwest Shandong), and escaped from the city that night. Commander Fan was in another county at this time, and after learning the news, he immediately followed and pursued with more than a dozen attachés, until he chased to Xiajin County, which was more than 100 miles away. Later, the Qi Zixiu Department was incorporated into the "Third Battalion of the Liaocheng Security Command." ”
Note: About Qi Zixiu and the Three Detachments Qi Zixiu, commander of the puppet "Three Detachments" detachment, was originally a company commander of the 3rd Division of Shi You of the 181st Division of the 29th Army of the Kuomintang before 1937. After the "7 ·" incident in 1937, Qi was ordered to accompany the army from the Jinghan Line to the northern section of Jinpu to fight against the Japanese invaders for several months, and after several months of defeat, retreat and flee south, leading a section of the bandit army to carry out activities in the Luxi area, expand its forces, and carry out the so-called "continued resistance against Japan." In December of the same year, he was incorporated by Fan Zhuxian, the commissioner of the Kuomintang Sixth District Special Administration (about the current Liaocheng District, etc.), the commander of the security of the Sixth District, and the patriotic anti-Japanese general, and successively served as the head of the security company, battalion, and regiment.
In 1937, after the Japanese invaders launched the "·July 7" Incident, the Luxi Special Committee of our Party, in accordance with the instructions put forward by the Party Central Committee to "resolutely resist the aggression of the Japanese invaders, carry out the national war of resistance, and expel the Japanese invaders from China," planned Fan Zhuxian, commissioner of the Sixth District of the Kuomintang, to resist Japan. With the help of our party, Fan Zhuxian immediately organized and developed 32 detachments to jointly resist Japan. At the beginning of 1938, Qi Zixiu's department was reorganized by Fan Zhuxian into the third detachment of the 32nd detachment, and this is how the origin of the "three traitor detachments" in the memory of the people of Chiping County came about. Because the troops of Li Qishan, the puppet county magistrate of Chiping, were the fourth regiment of Qi Zixiu at that time, the people of Chiping mentioned Li Bandit's troops, which were generally called the "three detachments of traitors".
In November 1938, the patriotic anti-Japanese general Fan Zhuxian died heroically in Liaocheng, and Qi Zixiu's troops roamed around the borders of Boping, Liaocheng, Tangyi, Chiping, and Shenxian to expand the reactionary forces and eat up the 26th and 29th detachments. Due to the growing reactionary forces, he was appointed Deputy Commander of Security of the Sixth District. In 194O, Shen Honglie, chairman of the Kuomintang Shandong Provincial Government, appointed Qi Zixiu as the commissioner and security commander of the 6th District and the commander of the 11th Independent Brigade. At that time, all the troops were active in the Boping area and set up a pseudo-stronghold. In the winter of 1941, Qi Zixiu was promoted to commander of the Fifth Division of Shandong Provincial Security, with a huge organization and organization, a wide range of activities, and a strong military strength and strength, and had jurisdiction over six integrated brigades, and the headquarters set up eight major divisions, seven regiments (four special service regiments, one artillery regiment, one cavalry regiment, and one education regiment) and two hospitals (i.e., the introspection institute and the field hospital). and develop the core organization of the Kuomintang, the "Iron-Blooded National Salvation League". In the same year, under the order of the Kuomintang Shandong government, Qi Zixiu reorganized the regiment into three special service brigades and one Shandong security brigade. At the beginning of 1942, due to its internal contradictions, factions sprang up. The pro-Japanese faction headed by Qi Zixiu wanted to take the road of "saving the country by curves", passively resisting Japan and actively opposing communism. The other faction, headed by Deputy Commander Shan Hanghong, intrigued with each other, and the contradictions intensified day by day: The Han faction of the Kuomintang competed for power, and Tang Enbo, the commander of the Kuomintang in the Soviet Union, Sales, Henan, and Anhui, intervened in the six districts. Qi Zixiu was appointed commander of the Jilu Border Region Advance Army, and all brigades were reorganized into columns. During the reign of King 194, Qi was defeated by the Japanese invaders, and Qi Zixiu was also captured by the Japanese army and released in Jinan. Qi Zixiu's troops were also defeated, some were absorbed, and some surrendered to the Japanese, such as Li Qishan, the puppet county magistrate of Chiping County, and served as the deputy commander of the self-defense regiment of the Communist Party. After the surrender of the Japanese invaders in China, Qi Zixiu was executed by Wang Yaowu in Jinan, and at this point, Qi Zixiu and his three Yixian branches ceased to exist. One morning in October 1937, Commander Fan came to Jiazhai, the headquarters of our brigade, with a platoon of troops.
At that time, I was the captain of the "Fourth Anti-Japanese Guerrilla Brigade of Liaocheng Prefecture", with more than 400 members. Commander Fan hadn't eaten breakfast at this time, and Commander Fan asked me to take the troops outside Houzhaizi Village and forcibly incorporate Wang Shantang's department.
Wang Shantang, a native of Wangfangzi Village, Qingping (now Linqing). He has three brothers, the eldest brother is the director of education in a county in another province, and his two nephews. One is a college graduate, and the other is studying at the Whampoa Military Academy. His younger brother, Wang Zhefu (Wang Lianji), was a primary school teacher and was progressive in his thinking and inclined to resist Japan. After the July · Incident incident, people in educational circles bordering Qingping and Boping counties discussed how to organize and carry out anti-Japanese activities in the future. The result of the discussion was to elect Wang Shantang to lead everyone to resist the Japanese armed forces. It is believed that Wang Shantang was able to embark on the road of resistance against Japan with the help of his younger brother and prominent figures in the educational circles. This is not the case, when Wang Shantang's team grew to nearly 1,000 people, there was no fear when there were many people. The second and main one is the incitement of his subordinates to the left and right. Chief among them is his secretary general, Chai Mengbi (the principal of the county normal school. Formerly known as Chai Jingjiang), deputy chief of staff Xu Ruifu (teacher of Boping District 5 Primary School). In addition, there are his three battalion commanders: the first battalion commander Zhao Tingzhu (bandit). The second battalion commander Shang Liantang (landlord swinger). The commander of the third battalion, Li Guangdou (who had participated in the anti-Japanese resistance in the northeast and had a bandit style). They encouraged Wang Shantang to set up his own banner and claim to be the king and hegemon, and not to be bound by anyone. Chai Jingjiang once said to Wang Shantang: "Isn't Han Fuyu also a bandit? How about now, aren't you also a governor! In this case, Wang Shantang did not embark on the right path of resistance against Japan. With nearly 1,000 people, he entrenched in the waiting village, calling himself the "commander" of the king. His subordinates did whatever they wanted, harming the people.
Commander Fan has decided to take a team (more than 500 people) to surround the Hou Zhai and forcibly take it in. At that time, I thought about Wang Shantang's front and back, left and right, and thought that peaceful integration was still possible. So, I suggested to Commander Fan: "For Wang Shantang, you can send people to persuade and mobilize first, and then attack if the persuasion is ineffective." Commander Fan looked at me and said, "Can you convince him!" It is better to convince him to submit, and who to send? I said, "Sheng Fuzhuang and I can throw it first." "Commander Fan agreed to my suggestion.
The reason why I propose to go to the persuasion is because there are several favorable conditions that can be taken advantage of. First, take advantage of acquaintances. Wang Shantang's younger brother Wang Zhefu and his chief of staff and secretary general were acquaintances of me when I was a primary school teacher, and we also discussed many times how to resist Japan and save the country, how to organize the armed forces, and so on. It is estimated that their desire to save the country and the people has not been completely lost. Sheng Fu Zhuang has just come to Huaye Dou University, and Sheng and the people inside Wang Shantang are either relatives or friends. But Sheng did not want to mingle with the bandits, in order to avoid their entanglement, Sheng Fuzhuang lived in Jiazhai relatives' house, often in and out of our brigade headquarters, and found that Sheng Fuzhuang was in favor of anti-Japanese support and anti-Japanese resistance, but he was timid and did not have the courage to stand up publicly. This person is in Jiazhai and can be used. Second, the majority of the young people within Wang Shantang joined the ranks with the conviction of resisting Japan and saving the country, and this is also a favorable factor that cannot be ignored.
I immediately summoned Sheng Fuzhuang to the brigade headquarters, and explained to him my intention to go and persuade him, and he readily agreed to save the village from artillery fire. Before leaving, Commander Fan instructed us to state the interests and disadvantages to Wang Shantang and strive to make him come into compliance. Sheng Fuzhuang and I immediately rode straight to the village fifteen miles away, and explained our intention to Wang Shantang, who hesitated for a moment and said, "You take a rest first, and we will have a meeting to discuss and listen to everyone's opinions." "In a short time, they unanimously agreed to be adopted by Commander Fan. Wang Shantang immediately sent his secretary general Chai Jingjiang and deputy chief of staff Xu Ruifu to meet Commander Fan. Each of them, with one guard, accompanied us back in two horse-drawn cars. Seeing Commander Fan in Zhangzhuang, the two of them hurriedly got out of the car. When I introduced their respective positions to Commander Fan, Commander Fan loudly reprimanded: "Who appointed your commander, do you still have me in your heart!" The two of them were speechless when asked. The two of them stood with their hands down respectfully, and said in a loud voice: "In the future, I am willing to listen to the commander's command ......" Soon after, Wang Shantang's headquarters was reorganized into the "Ninth Security Regiment of Shandong Liaocheng Prefecture." In 1938, it was changed to "29 Detachments".
