Can I have a license for the soy sauce category under the condiment category to produce vinegar and monosodium glutamate?

Paragraph 2 of Article 49 of the Measures for the Administration of Food Production Licensing stipulates that "if the food produced by a food producer does not belong to the food category specified in the food production license, it shall be deemed to have engaged in food production activities without obtaining a food production license." ”

Excuse me, does "food category" here refer to the 32 food categories in the permitted classification catalogue, or is it a specific category under "category name"? For example, if there is a license for the soy sauce category under the condiment category in the license schedule, is the production of vinegar or monosodium glutamate regarded as engaging in food production activities without obtaining a food production license?

Food production enterprises should have production conditions that are suitable for the variety and quantity of food produced. According to the "Classification Catalogue of Food Production Licenses", soy sauce category number 0301, vinegar category number 0302, monosodium glutamate category number 0303, different varieties of food production raw materials, processes and other requirements are different. The production of vinegar or monosodium glutamate shall obtain a food production license of the corresponding category. If an enterprise needs to increase the category of production license, it shall apply for a new or change in accordance with the Administrative Measures for Food Production Licensing. Those who engage in food production activities without obtaining a food production license shall bear the corresponding legal responsibility. This response is not intended as a basis for regulatory enforcement.
