The AI competition between China and the United States has always been the focus of attention in the science and technology communities of China and the United States. As the world's largest and second-largest economies, the development of the United States and China has huge spillover effects, so the competition between the two countries is also a global concern. China's concern for the competition between the two countries goes far beyond the tech community itself to be social. At the end of 2022, ChatGPT, launched by OpenAI in the United States, led the global artificial intelligence boom, and its powerful natural language processing capabilities demonstrated the huge potential of general artificial intelligence. The release of the Sora Wensheng video model in 2024 has once again set off a new wave in the field of artificial intelligence. Since then, the discussion about the gap between China and the United States in the field of artificial intelligence has been at a high temperature. In this context, the representatives of the "Two Sessions" in 2024 have expressed their opinions on promoting the healthy development of artificial intelligence and establishing an effective regulatory mechanism, reflecting the great importance that the government, enterprises and the public attach to this field of science and technology.
