The state attaches great importance to the development of the dairy industry
The mainland's dairy industry has achieved historic results
In 2018, the General Office of the State Council's "Opinions on Promoting the Revitalization of the Dairy Industry and Ensuring the Quality and Safety of Dairy Products" further clarified the positioning of the dairy industry, emphasizing that the dairy industry is an indispensable industry for a healthy China and a strong nation, a representative entrepreneurship for food safety, a landmark industry for agricultural modernization, and a strategic industry for the coordinated development of primary, secondary and tertiary industries. All regions and departments have conscientiously implemented the decisions and arrangements of the CPC Central Committee, continued to increase government support, continued to strengthen quality and safety supervision, and continued to promote industrial innovation and transformation. Nine departments, including the Ministry of Agriculture and Rural Affairs, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation, jointly issued the "Several Opinions on Further Promoting the Revitalization of the Dairy Industry". Inner Mongolia, Hebei, Ningxia and other major producing provinces have introduced a series of policies and measures with high gold content. Breeding enterprises, processing enterprises, industry associations, experts and scholars have made efforts in the same direction, and the comprehensive production capacity of the dairy industry has been comprehensively improved, and historic results have been achieved. First, milk production has grown by leaps and bounds. Compared with 2012, the mainland's milk output in 2023 will be 42.81 million tons, an increase of 29.5%; The scale rate of dairy farming was 76%, an increase of 38.8 percentage points, and the breeding efficiency was significantly improved. Second, the quality of dairy products in mainland China is comparable to the level of developed countries. Compared with 2012, in 2023, the raw milk protein will increase from 3.16% to 3.28%; The milk fat percentage increased from 3.59% to 3.91%; The total number of colonies has dropped from 605,000 to 110,000 per milliliter, and the main nutritional rational indicators have reached the level of developed countries. Third, domestic dairy products have regained consumer trust. Over the years, it has insisted on holding the China Dairy D20 Summit, recommended the construction of tourist pastures, and rebuilt the credibility of domestic dairy brands. Domestic infant formula milk powder has regained its dominant position in the market, and the market share of domestic liquid milk has exceeded 96%. Today's progress is not easy to come by, which is the result of the cooperation of all departments in various places, and the result of the concerted efforts of the majority of dairy farmers, dairy enterprises and industry associations.
"Three more, three less"
It is one of the main reasons for the sluggish consumption of dairy products
However, the road ahead is not all smooth sailing, and there will be ups and downs. Since 2022, dairy consumption has declined, processing enterprises have sprayed a large number of powder storage, dairy farms have suffered large-scale losses, and the breeding loss area will reach 70% in 2023, and the losses are still intensifying in the first five months of this year. In the face of difficulties and challenges, the Ministry of Agriculture and Rural Affairs, together with various localities and relevant departments, has actively introduced consumption policies. Dairy farms and other large dairy enterprises such as Yili and Mengniu actively fulfilled the purchase and sales contracts to ensure the purchase of fresh milk. The China Dairy Association coordinates with various parties to promote industry self-discipline and promote the convergence of production and marketing. With the joint efforts of everyone, we have resolutely guarded the bottom line of "not pouring milk". However, we must also be soberly aware that the current situation in the dairy industry is still very grim, especially some contradictions that have accumulated for a long time need to be solved urgently. There are two main aspects. Vertically, the integration of the industrial chain is underdeveloped. The development of the dairy industry in mainland China started late. As early as the last century, the United States launched the "three cups of milk" campaign in the 30s, Japan passed legislation to implement a school milk program in the 50s, and India launched the "White Revolution" in the 70s. In our country, if we first issued the "Opinions of the State Council on Promoting the Sustainable and Healthy Development of the Dairy Industry" in 2007, it will be more than ten years. Compared with the industrial chain integration path of dairy developed countries, which breeds first and then processes, mainland farming and processing are still "two skins", which is easy to cause difficulty in selling milk and snatching milk sources alternately. Horizontally, the adaptability of dairy supply and demand needs to be improved urgently. Since 2020, dairy consumption has been declining unusually against the trend of steady increase for many years. There are environmental reasons, which also show that the dairy supply structure has not adapted to the changes in consumption. The specific performance is "three more, three less". That is, "more liquid milk and less dry dairy products; There are more high-priced dairy products and fewer affordable dairy products; There is more consumption in the city and less consumption in the countryside". This is also one of the main reasons for the sluggish consumption in the past two years. The question is the voice of the times. This year is another important year for comprehensively deepening reform, and the Third Plenary Session of the 20th CPC Central Committee is about to be held. It is hoped that the majority of breeding enterprises, processing enterprises, local governments and scientific research workers in the main producing areas will take this opportunity to adhere to the unity of problem-oriented and goal-oriented in view of the current difficult situation of the dairy industry, face the stuck points and blocking points that restrict the development of the dairy industry, strengthen the mission, deepen reform and innovation, work together to meet the challenges, and unswervingly take the road of high-quality development of the dairy industry.
Start horizontally and vertically
Stabilize the foundation, strengthen the chain, optimize the structure, and improve efficiency
First, it is necessary to stabilize the foundation and build a solid foundation for the development of the dairy industry. Dairy farming is the foundation of the development of the dairy industry, and it is necessary to implement various relief policies such as improving the production capacity of the dairy industry in 2024, promoting the incremental income subsidy and powder spraying subsidy for fresh milk in the whole county; It is necessary to guide the breeding end to reasonably control the industrial base and avoid blind expansion; It is necessary to take the development of green breeding as the guide, improve the quality, efficiency and competitiveness as the goal, strengthen technical guidance services, consolidate the construction of milk source bases, implement various relief policies, improve the supply capacity of high-quality forage, promote the cost-saving and efficiency-increasing feeding model, and help dairy farmers tide over difficulties. The second is to strengthen the chain and promote the integrated development of the industry. Establish a more stable cooperative relationship between breeding and processing, build a good purchase and sales order, and encourage the integrated development of breeding and processing; Dairy enterprises are encouraged to increase the proportion of fixed and controllable milk sources through mergers and acquisitions, equity participation, etc. It is necessary to learn from international experience, under the premise of strict monitoring requirements and ensuring quality and safety, allow small dairy farms to process fresh milk, yogurt and other low-temperature products with affordable prices, process them locally, and distribute them locally, so that affordable milk can enter more families; In particular, I would like to emphasize that dairy enterprises, especially D20 enterprises, should give full play to the leading role of the alliance and shoulder social responsibility. Resolutely avoid milk pouring due to restriction and refusal. Third, it is necessary to optimize the structure and increase the supply of affordable liquid milk and dry dairy products. Encourage the use of raw milk to produce pasteurized milk, sterilized milk, and high-temperature sterilized milk, adhere to the parity ratio, and highlight nutritional safety; Encourage enterprises to expand dry dairy production lines and develop dairy snacks suitable for the taste of Chinese people. Vigorously develop traditional specialty dairy products, which can not only meet diversified consumer needs, but also play a role in the surplus of milk sources; It is necessary to strengthen the popularization of dairy knowledge, make good use of the media matrix, and continue to carry out dairy nutrition science popularization activities, so that "scientific milk drinking and healthy consumption" will be deeply rooted in the hearts of the people. Fourth, improve efficiency and accelerate the competitiveness of the dairy industry. The dairy industry is a highly open industry, and we must not only bring it in, but also explore and go out to promote the high-quality development of the dairy industry; Accelerate the release of new regulations on national standards for liquid milk, highlight the fresh advantages of local milk sources, and improve the competitiveness of the domestic dairy industry.
