Yang Yang, female, Han ethnicity, born in March 1982, a native of Fuling, Chongqing, bachelor's degree, member of the Communist Party of China, secretary of the Second Party Branch of the Chongqing Chaotianmen Maritime Department, deputy captain of the Jiangbeizui Maritime Patrol Law Enforcement Brigade. He has successively won the titles of "Outstanding Communist Party Member" of the Ministry of Transport, the Working Committee of Chongqing Municipal Organs Directly Under the Central Government, the Yangtze River Navigation Administration, the Yangtze River Maritime Safety Bureau, the Top Ten Outstanding Civil River Chiefs of Chongqing Municipality, and the first "Hundred Dragons" Model of the Yangtze River Maritime Safety Bureau.

Yang Yang took the lead in proposing the "zero discharge" scheme of domestic sewage from ships in the country, which provided a new path for the ecological protection of the Yangtze River. The Chongqing Municipal People's Congress incorporated "zero emissions" of ship pollution into local regulations, reducing operating costs by more than 30 million yuan per year for 234 shipping enterprises and 2835 ships in Chongqing. In addition, she established the country's first "inland ship pollution prevention and control core control area" in the core port area of Chongqing's main city; pioneered the "double lead seal" and "double blind break", cut off the illegal sewage bypass from the hardware, ensured that 100% of the pollutants were ashore, effectively blocked the direct discharge, sneak discharge and leakage of ship sewage, which has been fully promoted and implemented in the Yangtze River trunk line; independently developed the country's first intelligent management system for ship water pollutants - bishui ship pollutant management system, and implemented intelligent, data-based monitoring and analysis of ship water pollutants from software. It has achieved a major breakthrough in the management of ship water pollutants from civil air defense to technical defense; refined the "Yangyang Work Method", took the lead in standardizing the law enforcement process of inland vessel pollution prevention site in the country; opened a clear water mobile classroom and conducted hundreds of voluntary lectures, which has so far led more than 30,000 people from all walks of life to jointly fight the battle against pollution.
