This is China's statement on the defense issue of Hong Kong on June 16, 1997, when there is less than half a month left before Hong Kong's return to the motherland.

There are huge hidden dangers in security
Before Hong Kong's return to the motherland, many people in the mainland's top leadership had a headache because they were facing a thorny problem at this time.
That is, when Hong Kong will officially return to the motherland at 0:00 on July 1, the British army will officially withdraw from Hong Kong. This also means that before this, Hong Kong was not in any state of defense, and even if the Chinese troops stationed in Hong Kong entered Hong Kong at this time, it would take two to three hours to say the least.
At this critical juncture, Hong Kong, which has no defense, is like a lonely boat in the ocean, and any small change is very likely to cause a catastrophe, and no one dares to take this risk at that time.
After many discussions among the senior leaders, it was finally decided to take the lead in sending a vanguard unit carrying weapons to Hong Kong in advance in case there was any disturbance.
At this time, Hong Kong was still a British colony, so if you want to be stationed in Hong Kong in advance, you must reach an agreement with the British representatives as soon as possible, and you can't delay for a second.

Since receiving the notice, Chen Zuoer and the members of the delegation and experts have worked out the corresponding negotiation plan and countermeasures for the negotiation overnight.
Early in the morning, Chen Zuoer and others began to negotiate with the British delegation. When they heard that the mainland wanted to bring the troops stationed in Hong Kong into Hong Kong ahead of schedule, they were immediately opposed and questioned by the British delegation.
"We have agreed to officially evacuate Hong Kong at 0:00 on July 1, and before that, Hong Kong is still under British jurisdiction, how can you directly bring weapons into Hong Kong!"

Prior to this, in order to allow the British delegation to agree to China's demands as soon as possible, Chen Zuoer and others changed their previous style and directly pointed out that if Britain is unwilling to cooperate with the mainland's cooperation, then how will the British army retreat in a beautiful way after 0:00 on July 1?
As soon as these words came out, the British delegation instantly fell into deep thought: If the Chinese side searches the British troops after 0:00 on July 1, then this decent "coat" of Britain will still be torn off, and it is better for the two sides to compromise and take what they need.
After some consideration, the British delegation finally agreed to the mainland's request to station in Hong Kong in advance, and the two sides reached an agreement that the Chinese troops stationed in Hong Kong would send 509 troops into Hong Kong two hours ahead of schedule, thus drawing an end to the five-day talks.
No concessions
As a matter of fact, on the issue of Hong Kong's return to the motherland, Britain has long shown its opposition on many occasions.
As early as 1974, British Prime Minister Heath personally came to Beijing to discuss the issue of Hong Kong's lease with mainland leaders.
Since the mainland's national strength was not strong at that time, and the opportunity for Hong Kong's return to the motherland was not ripe, the mainland leaders, after hearing that Hiss wanted to extend the lease of Hong Kong, smiled and pointed to other comrades and left such an intriguing sentence: "This is your business." ”
Although it seems to be a frivolous remark, it shows the mainland's firm position, that is, China will never make concessions on the issue of Hong Kong's return, and Hong Kong's return depends on the joint efforts of every Chinese and is the aspiration of millions of Chinese.
In the days that followed, Britain successively sent Prime Minister Margaret Thatcher to negotiate with the mainland, hoping to extend the lease term of Hong Kong. But what Thatcher did not expect was that her proposal was once again opposed by many mainland leaders.
"Hong Kong's return to the motherland is an ironclad thing, and no one can change it."
No matter what Margaret Thatcher said, the mainland insisted on its position unwaveringly, and said that if Britain insisted on taking military measures on the Hong Kong issue, then China would inevitably take corresponding measures.
After being rejected by the mainland, Britain began to make small moves in the international arena in an attempt to arouse public opinion about the mainland and force the mainland to change its mind.
It's just that this time, Britain has kicked the iron plate! In the case of Hong Kong's return to the motherland, no matter how much Britain made concessions to its interests, China still adhered to the idea of Hong Kong's return to the motherland, and China will not tolerate those who want to obstruct Hong Kong's return.
It was precisely under this hard-line attitude that the British side, which saw that there was no room for negotiation, finally compromised the mainland's demands, and the matter of Hong Kong's return to the motherland finally had an eyebrow.
On July 1, 1997, as the clock rang at zero o'clock, a bright five-star red flag slowly climbed into the air.
