Zhang Ping pointed out that the development of low-altitude flight into a "low-altitude economy" needs to have two factors: productivity and production relations, self-reliant aircraft manufacturing technology can form the "productivity" of low-altitude economy, digital intelligence base + unmanned flight behavior norms are the formation of low-altitude economic "production relations", complementing each other in order to further promote the scale of low-altitude flight, in order to form a real low-altitude economy.

Zhang Ping pointed out that at this stage, low-altitude flight is basically still in the experimental stage, which is point-to-point, and the detection, navigation, communication, and control technology systems used in low-altitude flight are isolated, and the low-altitude communication coverage is poor, and the lack of network detection ability and intelligence is insufficient, making it difficult to realize the full-time and space-time seamless intelligent supervision of large-scale low-altitude flight.

"At low altitude, we must rely on the powerful information system behind it to carry out an orderly flight." Zhang Ping believes that it is necessary to establish a unified information system that supports the integration of physical and digital space, form a unified standard specification, and then build a more flexible and faster response low-altitude flight control system.

In terms of core technology, it is also necessary to develop new perception, new communication, new control and new evaluation equipment to meet the needs of low-altitude economic services, build a new information network for low-altitude development, and build a digital intelligence base with integrated capabilities of synaesthesia navigation.

Zhang Ping said that Guangdong has a strong industrial foundation, the manufacturing industry is in the forefront of the country, with the rapid development of the low-altitude economy, it is also necessary to better match the productivity and production relations, "now has sounded the charge, but there is still a long way to go from the real formation of the scale." He suggested that it is necessary to accelerate the iteration and service upgrading of aircraft products, build a safe and reliable first-class infrastructure, build a coordinated development of the low-altitude aircraft industry ecology, and continue to consolidate the foundation for industrial development through scenario empowerment applications.
