In order to conscientiously implement the spirit of General Secretary Xi Jinping's important instructions on production safety, fully implement the decision-making and deployment of provinces and municipalities, further consolidate the foundation of production safety, fundamentally eliminate hidden dangers of accidents, and effectively prevent and curb production safety accidents, Yunjiakou Town took the 23rd national "Safety Production Month" activity as an opportunity to implement the territorial responsibility of safety production from a high position through measures such as clue collection, multi-party linkage, key investigation, publicity and guidance, and promoted the three-year action of tackling the root cause with high standards.
Strengthen the collection of clues to ensure the accuracy of hidden danger investigation. In order to improve the ability of the front-end to find hidden dangers, Yunjiakou Town has expanded the ways to find clues about hidden dangers in production safety in the jurisdiction by posting announcements on the collection of potential safety hazards, visiting and finding out the bottom, and at the same time, mobilizing the power of "full-time community grid staff + part-time grid staff + auxiliary team" to walk the streets and alleys, knock on doors and households, and conduct a "carpet" investigation. Adhere to the implementation of hidden dangers, treat both the symptoms and the root causes, establish and implement the "ledger management" and "sales number implementation" system, clarify the rectification content, rectification objectives, and rectification time limit, and truly achieve "early warning first, prevention first". During the "Safety Production Month", a total of 84 clues were collected, of which 5 were reported by the masses, 55 were reported by the village (community), and 24 were found during field visits.
Strengthen multi-party linkage to ensure that responsibilities are in place. Establish a governance model of "town call area response, up and down linkage", and jointly carry out joint investigation and rectification with the District Emergency Management Bureau, Natural Resources and Forestry Bureau, Market Supervision and Administration Bureau, urban gas special class and other departments, and coordinate and promote the hidden dangers of slope protection and landslides on Ninghu first-class expressway, the illegal use of large gas cylinders by shops along the street in Yunjiakou Village, the sinking of some roads at the entrance of Chujiaying Jiayuan Community, and the potential safety hazards of houses in the electrification plant community. Resolve hidden dangers at the grassroots level and in the bud in a timely manner, and continue to weave a dense "safety net" for grassroots governance.
Strengthen key investigations to ensure timely rectification of problems. Give full play to the dynamic update role of "two orders and four tables", and the town and village (community) levels are linked, more than 1,000 places of various types are investigated and inspected, 76 hidden dangers are supervised and rectified, 73 rectifications are completed, and 4 rectifications are made within a time limit; More than 300 gas merchants were reviewed, 19 general hidden dangers were found, 15 rectifications were completed, and 4 rectifications were made within a time limit; More than 100 fire passages were blocked, 45 general hidden dangers were found, and 45 were rectified; Combined with the night inspection of electric vehicles, 51 residential areas, 118 self-built houses, three-in-one, 214 shops along the street and night business establishments were inspected, and 182 electric vehicles were cleaned up for flying wire charging and illegal parking.
Strengthen publicity and guidance to ensure that safety awareness is raised. Carry out multi-form publicity actions on village (community) safety laws and regulations, enhance the public's awareness of safety and self-rescue and mutual rescue capabilities, hang a total of 30 banners, post 600 posters, post 841 "emergency rescue maps", organize and carry out 5 fire emergency escape drills, 4 fire drills, 1 earthquake escape, and 5 flood prevention and risk avoidance; Organize village (community) and related enterprise personnel to carry out special training on potential safety hazard investigation and disaster prevention, mitigation and relief, training 85 people, and strive to solve the problems of "unwilling to investigate, dare not investigate, and will not investigate", and further improve the ability and level of risk prevention, hidden danger removal, and safety assurance.
In the next step, Yunjiakou Town will continue to improve various safety prevention measures, strengthen supervision and inspection, build a solid safety bottom line, and put safety responsibilities in the "eyes", "ears" and "heart" with a sense of responsibility and vigilance of "always rest assured", so as to create a safe and stable environment for the high-quality development of the whole district.
