This past weekend, after the self-recommendation, audition and voting procedures, the residents of the garden apartment formally formed the "Garden Apartment Autonomous Home", elected 4 members of the executive committee who are enthusiastic about community affairs, and also voted to pass the "Happy Huaihai Garden Apartment Autonomous Home Rules of Procedure" and "Happy Huaihai Garden Apartment Autonomous Home Charter", the public housing management company transferred part of the rights, and the residents elected representatives of their respective buildings to form an executive committee to better realize the autonomy of the home. "Residents are very enthusiastic about public affairs such as garden renovation and parking management, but different voices exist at the same time and cannot reach an agreement," said Lin Chen, deputy director of the Huaihai Middle Road Sub-district Office.

In Lin Chen's view, the establishment of "autonomous homes" in garden apartments according to local conditions provides some governance ideas for the old housing community in a similar situation. For example, the residents' self-government organization of Huaihai Middle Road Street is deeply integrated with the grid workstation of the street, and in the future, whether the community garden is to maintain the status quo or renew the pocket park can be negotiated in the mode of "soft law and hard governance". The Executive Committee of the "Autonomous Home" has also pioneered a long-term mechanism for conflict mediation, providing legal support for problems that residents are concerned about or that were once difficult to reconcile, and the "Autonomous Home" is guided by the needs of residents to solve them.
