At the third meeting of the 14th Provincial People's Congress, you put forward the "Proposal on Cultivating Professionals in the Forestry Field of Our Province" received, and after careful study and handling, the reply is as follows:

1. Suggestions on "restoring traditional forestry majors such as forestry, forestry, resource management, and survey and design in forestry-related colleges and universities in the province".

The Provincial Department of Education attaches great importance to the construction of forestry majors and talent training, and currently has 10 undergraduate majors in forestry, including 2 undergraduate majors in forestry (among which the forestry major of Beihua University has been selected as a national first-class undergraduate major), 7 undergraduate majors in landscape architecture (among which the landscape major of Jilin Agricultural University and Beihua University has been selected as a provincial first-class undergraduate major), and 1 undergraduate major in smart forestry (newly added by Jilin Agricultural University in 2022). In 2023, there will be more than 2,000 students and more than 400 graduates in various majors. In the next step, the Provincial Department of Education will take the opportunity of the adjustment and optimization of disciplines and majors in colleges and universities, and actively encourage qualified undergraduate colleges and vocational colleges to meet the needs of ecological environmental protection and forestry revitalization and development in our province, promote the supply-side reform of forestry-related majors, and increase the supply of forestry-related majors and talent training in urgent need.

2. Suggestions on "strengthening communication and ties with institutions of higher learning".

Since 2020, the Provincial Department of Education has entrusted Yanbian University, Jilin Agricultural University, and Beihua University to recruit 48 "order-type" agricultural students majoring in forestry and 25 "order-type" agricultural students majoring in landscape architecture in accordance with the needs of grassroots talents in townships and towns. In 2024, the Provincial Department of Education will continue to cooperate with the relevant departments directly under the provincial government to do a good job in the collection and docking of professional talents at the grassroots level and state-owned forest farms in townships and towns, and guide provincial colleges and universities to recruit and train forestry professionals in urgent need of township grassroots and state-owned forest farms.

3. Suggestions on "encouraging skilled workers to participate in the adult college entrance examination".

In view of the shortage of grassroots forestry and grass talents and the shortage of skilled talents, in 2022, our bureau will guide the Provincial Forestry Technician College to cooperate with Jilin Changbai Mountain Forest Industry Group to train and deliver graduates for it. Within two years, the college has adopted a full-time "order-based targeted training" method to train 318 skilled talents. At the same time, it cooperates with Beijing Forestry University and Beihua University to carry out the "skills + education" school-running model, establishes a correspondence station in the school, and is responsible for organizing the employees of state-owned forest farms in the province to participate in forestry-related professional education. According to incomplete statistics, since 2019, nearly 400 people have been admitted to colleges and universities, and more than 160 have obtained graduation certificates. In addition, the Provincial Academy of Forestry Sciences, which is affiliated to our bureau, has actively broadened the channels for talent training, and Jilin Agricultural University has formally signed a strategic cooperation agreement on the implementation of "three integrations and three links" and accelerated the construction of new agricultural science, and has innovated and opened up a "one school, one school" cooperation model, and has trained a total of 34 master's students since the cooperation. In the next step, our bureau will further broaden the cooperation between Jilin Provincial Forestry Technician College and Beijing Forestry University and Beihua University to carry out the "skills + education" school-running model, continue to encourage scientific research units and agricultural and forestry colleges to carry out joint school-running, encourage skilled workers to participate in the adult college entrance examination, and continuously improve the ability level of forestry and grass technical workers.

Fourth, the proposal on "the introduction of relevant incentive policies".

Jilin Province is one of the key forestry provinces in China, and cultivating and expanding the talent team is very important to promote the high-quality development of forestry. Focusing on the general concern of senior professionals in forestry engineering in our province, such as children's enrollment, settling-in subsidies, medical travel, etc., the relevant departments have been promoted to introduce six supporting implementation rules, such as talent classification and grading, the issuance of subsidies for the introduction of talents, the placement of children's schooling, the employment placement of spouses, the management of talent service cards and the flexible introduction of talents by enterprises, and the initial construction of a "1+N" talent policy system, which provides a mechanism guarantee for the implementation of talent policies. We will make every effort to crack the blind spots in talent work, and work with the Organization Department, Propaganda Department, Editorial Office of the Provincial Party Committee, Provincial Department of Education, Department of Finance, Department of Human Resources and Social Security and other functional departments to adopt the method of direct access to the field, departmental linkage and on-site office, and have repeatedly visited enterprises and universities to understand the situation of talent introduction and education, to understand the construction and use of talent security projects, and to coordinate and solve the actual demands of employers on site, and promote the resolution of problems. In accordance with the relevant provisions of the current "Several Policies and Measures on Stimulating Talent Vitality and Supporting Talent Innovation and Entrepreneurship (Version 3.0)", the provincial finance implements the financial subsidy policy for talent incentives, and at the same time, a certain amount of forestry and grassland training project funds have been arranged in the provincial departmental budgets over the years.

In the next step, our province will further optimize the talent incentive policy and implement the talent guarantee. First, on the basis of the 3.0 version of the talent policy, we will study and formulate a more active and effective upgraded version of the talent policy, continuously optimize the talent incentive mechanism, and promote the talent policy of our province to continue to "upgrade the file". Carry out the talent platform empowerment action, build a number of regional talent gathering centers with unique geographical advantages, scientific and educational advantages, and talent advantages of Jilin, coordinate various resources such as talent policies, funds, and platform carriers, and accelerate the formation of strategic fulcrums and wild goose array patterns. The second is to focus on optimizing and improving the "1+N" system of talent policy, further refine and optimize supporting policies such as talent classification and grading management, children's schooling, spouse job placement, settlement allowance, and professional title incentives, build a talent classification information system, and promote the networking, digitization and standardization of talent services. The third is to improve the income level of high-level talents through the implementation of the income doubling plan for high-level talents, optimizing the management methods for the issuance of allowances for high-level talents, and improving the standards for the payment of allowances for high-level talents. Further improve and enrich the service content and service measures of "Jixiang Card" and "Jijian Card" for high-level talents, and effectively enhance the happiness, sense of gain and sense of achievement of high-level talents.

5. Suggestions on "adopting the 'assistance' model".

Since 2019, the Provincial Forestry Technician College under the Provincial Forestry and Grassland Bureau, Jilin Changbai Mountain Forest Industry Group and 14 forestry enterprises from relevant county and city forestry bureaus have jointly carried out new apprenticeship training for enterprises, with 5,487 trainees. The Provincial Academy of Forestry Sciences takes the expert service base as the carrier, according to the actual needs of grassroots production and operation, and has set up a number of expert service groups including forest management, improved seed breeding, forest protection, desertification control, and understory economy, and uses the provincial continuing education base to hold advanced seminars, with an annual training of more than 1,000 people. The Provincial Forestry Technology Extension Station also took advantage of the opportunity to send science and technology to the countryside to train more than 1,200 people for grassroots forestry and grassland departments. In the next step, the Provincial Forestry and Grassland Bureau will continue to encourage and support scientific research units, social organizations, technician colleges, etc. to send technology to the grassroots, send talents to the countryside, carry out various assistance to the grassroots, comprehensively improve the professional and technical level of talents in the province's forestry and grass system, and help the development of Jilin's forestry and grass economy.

6. Suggestions on "training and cultivating a group of talents who understand project declaration".

In accordance with the national work arrangement, the National Development and Reform Commission and the Forestry and Grassland Administration have continued to adopt the method of "training on behalf of meetings" in recent years, and organized relevant provincial development and reform, forestry and grassland and forest industry groups and other relevant units to publicize the procedures and requirements for the declaration of investment in the central budget and national debt projects in the field of ecological protection and restoration through video conferences. Study and revise the "Measures for the Special Management of Investment in the Central Budget for Ecological Protection and Restoration", and issue the "Measures for the Management of the Project of the Forest and Grassland Barrier System for the Additional Issuance of Treasury Bonds in 2023", clarifying the whole process of project declaration, issuance, and management. In the next step, we will cooperate with the Provincial Development and Reform Commission and other departments to strengthen business training and continuously improve the project declaration and management capabilities of forestry and grass staff.
