　　Township forestry workstation is the "leg" and "eye" of grassroots forestry work, the "last kilometer" of various forestry tasks, and the "key kilometer" of increasing the greenery of the mountains, increasing the efficiency of the forest, increasing the income of the people, building lucid waters and lush mountains, and transforming lucid waters and lush mountains into gold and silver mountains, which has played an irreplaceable role in supporting and guaranteeing the construction of ecological civilization in our province.

　　1. In recent years, the construction of township forestry workstations in the province has achieved results

　　In recent years, the Provincial Forestry Bureau has closely focused on national strategies and key forestry projects such as the ecological protection and high-quality development of the Yellow River Basin, the revitalization and development of the old revolutionary base area of the Dabie Mountains, and the protection of water sources and trunk canals along the middle route of the South-to-North Water Diversion Project.

　　(1) Strengthen top-level design and promote the construction of township forestry workstations. The first is to do a good job in system design. In 2021, the General Office of the Provincial Party Committee and the General Office of the Provincial Government issued the "Implementation Opinions on the Comprehensive Implementation of the Forest Chief System in Henan Province", which clearly requires "strengthening the performance of duties by county-level forestry authorities and the capacity building of township (street) forestry workstations, and improving the ability of grassroots support", so as to provide policy guarantee for strengthening township forestry workstations. The "14th Five-Year Plan for Forestry Protection and Development in Henan Province" clearly states that it is necessary to "strengthen the construction of township forestry workstations and management and protection houses" to make up for the shortcomings of infrastructure construction. The second is to strengthen supervision and assessment. The construction of township forestry workstations will be included in the supervision and assessment of the forest chief system, and the assessment scores in 2022 and 2023 will be 2 points and 4 points respectively. The third is to promote the substantiation of township forest chief offices. In 2022, the Henan Provincial Forest Chief Office issued the "Action Plan for Carrying out the Grassroots Construction of the Forest Chief System" to carry out the grassroots construction of the forest chief system in the province, strengthen the allocation of township forest chief system work, and promote the integrated construction of the township forest chief office and the township forestry workstation.

In 2023, a total of 343 township forestry workstations will be restored in the province, of which the Fanxian County Party Committee will issue a document to set up 6 township forestry center stations in the county; Lushan County, Xichuan County and other places have issued documents with county-level forestry bureaus, and a total of 50 township forestry workstations (central stations) have been set up; Lingbao City, Xinxian County and other county-level forest chief offices issued documents, in the township forest chief office to add forestry workstations, a total of 287 township forestry workstations.

Under the new situation of the reform of grass-roots institutions, the Provincial Forestry Bureau regards the construction of standardized forestry workstations as an important starting point and fulcrum for establishing and improving the service system of township forestry workstations in the province, and promotes the construction of township forestry workstations with the construction of standardized forestry workstations. From 2021 to 2023, the province will undertake 61 standardized forestry workstation construction projects funded by the central government, with an investment of 20 million yuan in the central budget; In particular, in 2024, the Provincial Forestry Bureau will further increase the declaration of standardized forestry workstation construction projects, and a total of 51 standardized forestry workstation projects will be declared, involving 11 provincial municipalities and 21 counties such as Zhengzhou City and Xinyang City, and 17.7 million yuan of funds in the central budget will be declared. Through the implementation of the project, the infrastructure of grassroots forestry stations has been continuously improved, and the management level and service capacity of grassroots forestry stations have been effectively improved.

　　(4) Multi-party fund-raising to promote the construction of forestry stations. While giving full play to the financial efficiency of the construction project of the standardized forestry station of the central government, it is an indispensable and important condition to increase the policy and financial support for the project, and the Provincial Forestry Bureau insists on raising funds through multiple channels and diversification. The first is to make full use of the project construction funds in the central budget. Strengthen the management of project funds to ensure that the full amount is used for project construction. The second is to strengthen communication and coordination, and strive for provincial financial matching funds. In recent years, the Provincial Forestry Bureau has cut out 4.8 million yuan from the provincial financial funds for the construction of forestry workstations at all levels, and at the same time gave 100,000 yuan of subsidy funds to each unit undertaking the construction of standard stations. The third is to raise funds through multiple channels and strive for local governments to invest in standard station construction projects. In 2023, the county-level financial investment of Xichuan County will be 7 million yuan to carry out the integrated construction of township forest chief offices and forestry stations in the county; The county-level financial department of Fanxian County has invested 1.846 million yuan in the construction of grass-roots infrastructure at the central station and the improvement of office conditions; Song County has used more than 100,000 yuan of forest-related funds to rebuild and repair the township forestry work station, and the working and living conditions of the workers have been greatly improved.

　　Since 2022, in accordance with the central government's decision-making and deployment on the modernization of the grassroots governance system and governance capacity, our province has reformed the township management system and mechanism, and issued the "Several Opinions on Deepening the Reform of the Township Management System and Mechanism" (Yu Ban [2022] No. 20) in the document of the provincial party committee, which clarifies the functional allocation, institutional setting, establishment and allocation, operation mechanism and other matters of the township. In terms of institutional setup, according to the economy and population size, the number and name of institutions are uniformly standardized, and 12 institutions are set up in large-scale townships, 11 institutions are set up in medium-sized townships, and 10 institutions are set up in small-scale townships, of which the responsibility related to forestry management is undertaken by the Rural Construction Office. On the issue of setting up forestry workstations in townships and towns, in accordance with the requirements of the central and provincial party committees, it is recommended that a comprehensive setting should still be implemented, and the relevant responsibilities should be undertaken by the rural construction office.
