250,000 households pay attention to a fine of $11,000! Richmond's house owner installed an air conditioner and caused trouble! Neighbor racism + throwing eggs

In Metro Vancouver, more and more families are choosing heat pumps instead lahoo.ca of air conditioners. Heat pump is a heating, ventilation and air conditioning (HVAC) equipment strongly recommended by the Canadian government in recent years, in addition to the cooling function of air conditioning, it can also provide heating, save energy and money, and run quieter and other characteristics that air conditioning does not have. About 254,000 households in B.C. have heat pumps installed, according to data released last month by the B.C. government.

In the summer, if you are also planning to install a heat pump, pay attention to the regulations of your property, otherwise you may be fined severely!

Richmond homeowner S was fined $11,600 for installing a heat pump on his house.

According to the latest ruling issued by the Civil Disputes Tribunal (CRT), S lives in a building with 130 households and managed by a property company. In 2021, he illegally installed a heat pump on his terrace.

Although the homeowners bought the house, each homeowner in the building was bound by bylaws and regulations and acted through the owners' committee to make decisions about the building, including whether the owners could make various private renovations and install air conditioning. S is the vice-chairman of the seven-member owners' committee.

Coincidentally, S was the only owner in the building to install a heat pump or air conditioner.

In September 2022, S was already complained by the property management company that his heat pump had damaged the façade of the building.

The property stressed that he had violated the by-laws requiring the owner to obtain property approval before changing the common property (building), as well as "prohibiting the use of air conditioning equipment" by installing the heat pump.

S was asked to remove the pump within a week or face a $200 fine. If the violation continues, you face more fines every seven days.

Records show that the property fined him in November 2022 and fined him weekly for more than a year until December 2023. At that time, the total amount of fines had accumulated to 11,600!

Although S alleges that he was given permission to install a heat pump under an agreement signed by the former chairman of the owners' committee and the former property manager.

However, the duo said that S did request the installation of a heat pump at a meeting, but that the four members of the owners' committee did not attend that meeting and never received a letter about the heat pump and did not vote on it.

According to the regulations, the seven-member owners' committee must have at least four members to handle the business.

Therefore, the owners' committee cannot vote on the matter of installing the pump for S. S should have known this, because he himself was the vice chairman of the owners' committee.

After a round of legal battles, the court finally ruled that S only had to pay $2,600 of the tens of thousands of fines imposed on him.

The court ultimately found that the $200 per week fine was fair, but only before the start of the CRT process. At one point, S demanded that the property pay him $15,000 for damages, plus that he was not allowed to dismantle his heat pump, both of which were rejected by the court.

Since S was caught up in a CRT dispute in February 2023, the court has slashed his fine by $9,000.
