Notice of the enrollment of the 2024 Outstanding Teacher Targeted Training Program

In accordance with the spirit of the Notice of the General Office of the Ministry of Education on Doing a Good Job in the Targeted Training of Outstanding Teachers in the Underdeveloped Areas of the Central and Western Regions in 2021 (Teacher Hall [2021] No. 3) and the Notice of the Shanxi Provincial Department of Education and the Shanxi Provincial Rural Revitalization Bureau on the Implementation of the Targeted Training Plan for Outstanding Teachers in Rural Revitalization in 2021 (Jin Teacher [2021] No. 5), the targeted training of outstanding teachers (hereinafter referred to as the special project for excellent teachers) will continue to be implemented in 2024, and the relevant matters related to the enrollment work are hereby notified as follows:

1. Cultivating schools

1. National Excellent Teacher Project. Six normal universities under the Ministry of Education will focus on recruiting and cultivating normal students majoring in Chinese, mathematics, English and other majors in the provinces where the targeted counties are located.

2. Special project for local excellent teachers. Shanxi publicly-funded normal student (training) colleges and universities will undertake the special training tasks of local excellent teachers.

The special program for excellent teachers adopts the method of exempting tuition fees, exempting accommodation fees and subsidizing living expenses during the study period in school, and trains a group of outstanding teachers for primary and secondary schools.

2. Enrollment plan

1. National Excellent Teacher Special Program. According to the Ministry of Education's special provincial branch plan for excellent teachers, the subordinate normal universities will compile the school's 2024 special provincial and professional enrollment plan for excellent teachers.

2. Special project for local excellent teachers. Our province arranges a certain number of undergraduate enrollment plans every year, and Shanxi Normal University, Taiyuan Normal University, and Xinzhou Normal University jointly undertake the enrollment and training tasks of normal students in the special plan for excellent teachers.

3. Enrollment area

1. National Excellent Teacher Special Program. Candidates who participate in the 2024 Unified Examination for Admission to Colleges and Universities in our province can apply for the exam.

2. Special plan for local excellent teachers. Candidates who apply for the special plan for local excellent teachers must be students from the city where the targeted county is located, and they must take the national unified college entrance examination in the current year.

The area of the directional county is 62 counties (districts) in the province, namely Taiyuan City: Yangqu County and Loufan County; Datong City: Yunzhou District, Yanggao County, Guangling County, Lingqiu County, Hunyuan County, Tianzhen County; Yangquan City: Yu County; Changzhi City: Pingshun County, Licheng County, Huguan County, Wuxiang County, Qin County, Qinyuan County; Jincheng City: Qinshui County, Lingchuan County; Shuozhou City: Ying County, Youyu County, Pinglu District, Shanyin County; Jinzhong City: Yushe County, Zuoquan County, Heshun County, Xiyang County; Yuncheng City: Wanrong County, Wenxi County, Jiang County, Yuanqu County, Xia County, Pinglu County; Xinzhou City: Wutai County, Dai County, Fanzhi County, Ningwu County, Jingle County, Shenchi County, Wuzhai County, Qilan County, Hequ County, Baode County, Biguan County; Linfen City: Gu County, Anze County, Fushan County, Ji County, Xiangning County, Yonghe County, Pu County, Daning County, Xi County, Fenxi County; Lvliang City: Lishi District, Jiaocheng County, Lin County, Liulin County, Shilou County, Fangshan County, Zhongyang County, Jiaokou County, Xing County, Lan County.

Candidates with the above application conditions should fill in the online application on the Shanxi Admissions Examination Network (www.sxkszx.cn) after the college entrance examination results are announced.

IV. Admission Method

Candidates who apply for the special program of excellent teachers shall be admitted in batches in advance of the undergraduate program, and the admission score shall not be lower than the admission control score line of the batch of general enrollment of the enrollment school in principle.

1. National Excellent Teacher Special Plan: Arrange the enrollment task through multiple public solicitation of volunteers and other measures to complete the enrollment task in the first batch of targeted volunteer batches in advance, and when the source of students in the same batch of colleges and universities is insufficient. For admission methods, please refer to the enrollment brochure of the recruiting institution.

After being admitted and before receiving the admission notice, the normal students of the National Excellent Teacher Special Program must sign an agreement with the training school, the provincial education administrative department, and the rural revitalization department. For students who refuse to sign the agreement, the relevant colleges and universities shall cancel their special admission qualifications for excellent teachers. After graduation, the normal students of the National Excellent Teacher Special Program promise to teach in primary and secondary schools in the targeted counties of our province (36 contiguous areas with special difficulties and key counties of national poverty alleviation and development) for 6 years.

The original contiguous areas with special difficulties and the key counties of national poverty alleviation and development are 36 counties (districts) in the province, namely: Taiyuan City: Loufan County; Datong City: Tianzhen County, Yanggao County, Guangling County, Lingqiu County, Hunyuan County, Yunzhou District; Changzhi City: Wuxiang County, Huguan County, Pingshun County; Shuozhou City: Youyu County; Jinzhong City: Zuoquan County, Heshun County; Yuncheng City: Pinglu County; Xinzhou City: Shenchi County, Ningwu County, Wutai County, Hequ County, Jingle County, Biguan County, Wuzhai County, Baode County, Fanzhi County, Dai County, Qilan County; Linfen City: Daning County, Yonghe County, Xi County, Fenxi County, Ji County; Lvliang City: Linxian County, Shilou County, Fangshan County, Zhongyang County, Xingxian County, Lan County.

2. Special plan for local excellent teachers: Arrange the admission of the second batch of targeted volunteers in advance of the undergraduate. In accordance with the principle of priority for students from the targeted counties, the admission will be made with reference to the scores of the candidates from the targeted counties, from high to low, and when the students are insufficient, the scores of the candidates from the cities where the targeted counties are located will be admitted, from high to low. And through many public solicitation of volunteers and other measures, to complete the enrollment task. For specific admission methods, please refer to the enrollment brochure of the enrollment institutions.

After being admitted and before receiving the admission notice, candidates for the local excellent teacher special program must sign an agreement with the training school, the municipal education administrative department where the student is located, the education administrative department of the targeted county to which the student belongs, and the municipal rural revitalization department where the student is located, and promise to teach in the primary and secondary schools in the targeted county for 6 years after graduation. For students who refuse to sign the agreement, the relevant colleges and universities shall cancel their admission qualifications for the special program for excellent teachers.

After the candidates of the special plan for excellent teachers are admitted, their household registration will still be retained in the place of their original household registration, and they can move to the area where the targeted employment is located in accordance with the relevant regulations after graduation.

At the time of admission, the county (district) where the student is located shall be subject to the location of the household registration in the electronic file of the college entrance examination.

5. Other matters

1. Local enrollment and examination institutions, relevant colleges and universities and middle schools should combine the actual situation of the targeted county, innovate the form of publicity, and widely carry out the enrollment publicity of the special plan for excellent teachers. It is necessary to make full use of mainstream media and new media such as television and radio, newspapers and periodicals, WeChat and Weibo, etc., to deeply interpret the special targeted training policy for excellent teachers, so that the majority of candidates can fully understand the requirements and preparation of targeted employment and job security. It is necessary to actively publicize the admission methods of the special plan, strengthen the guidance of candidates to fill in the voluntary application, and encourage outstanding students to actively apply for the examination.

2. When graduating, the normal students of the special special teacher program can refer to the relevant policies of the public-funded education of normal students, and be exempted from the national primary and secondary school teacher qualification examination to obtain the qualification of primary and secondary school teachers.

3. Before graduation and during the service period specified in the agreement, the normal students of the excellent teacher special program are not allowed to apply for full-time graduate students, and are encouraged to apply for part-time graduate students.

4. After graduation, the special normal students of the excellent teacher will return to the county primary and secondary schools for employment in accordance with the agreement, and those who breach the contract will be investigated for breach of contract, and the default record will be included in the personal personnel file and included in the social credit system.

5. Relevant matters shall be implemented in accordance with the "Notice of Shanxi Provincial Department of Education and Shanxi Provincial Rural Revitalization Bureau on the Implementation of the 2021 Rural Revitalization Outstanding Teacher Targeted Training Plan" (Jin Teacher [2021] No. 5).
