Implementation Plan for Issuing Purchase Subsidies for Newly Constructed Commercial Housing in Chengyang District (for Trial Implementation)

Scope of issuance

From May 15, 2024 to June 30, 2024, buyers who purchase newly built commercial housing within the scope of Chengyang District (excluding high-tech zones) (excluding commercial, parking spaces, storage rooms and other formats, subject to the date of signing the purchase contract, only for individual purchases, and the house is the first online signing), and have been registered online in the Qingdao New Housing Transaction Management System, will be issued with general housing purchase subsidies, and will be issued with housing purchase subsidies for two-child and three-child families who meet the conditions (the two subsidies can be enjoyed repeatedly).

Subsidy objects and standards

Housing subsidy for two-child and three-child families: The buyer (family) meets the national policy and relevant family planning regulations of Shandong Province and Qingdao City, and is a two-child or three-child family born together by the same couple. Among them, the "second child" and "third child" refer to the second and third children born after January 1, 2016 and in line with the family planning policy. Multiple births that meet the policy can be calculated according to the number of births, and those with more than three children will receive subsidies according to the three-child standard. Two-child families will be given a subsidy of 20,000 yuan per house, and three-child families will be given a subsidy of 30,000 yuan per house.

General housing purchase subsidy: A general housing purchase subsidy will be given to buyers who meet the conditions for purchasing newly built commercial housing within the scope of issuance. Based on the "Commercial Housing Sales Contract" and temporary invoices signed and filed online, a general housing purchase subsidy will be given at the standard of 10,000 yuan per set for the purchase area of 144 square meters (inclusive), and a general housing purchase subsidy of 15,000 yuan per set for the purchase area of more than 144 square meters.

The above housing purchase subsidies will be issued to the buyer's real-name verified bank account.

Application timeline

Two-child and three-child buyers (families) who meet the conditions for enjoying the housing subsidy must submit complete application materials to the District Housing and Urban Construction Administration before June 1, 2024 to July 31, 2024.

Buyers who meet the general housing subsidy conditions need to submit complete application materials to the District Housing and Urban Construction Administration before June 1, 2024 to October 31, 2024.

Implementation Plan for Optimizing the Allocation of Housing for Community Collective Economic Development in Chengyang District

The Detailed Rules apply to the compensation and resettlement of homestead houses on the collective land of urban villages within the administrative jurisdiction of Chengyang District that meet the conditions for the start of old village renovation but have not yet started; If the communities within the administrative jurisdiction of Chengyang District (except Hetao and Hongdao streets) that have started to be renovated adopt phased construction, they can be resettled after the street, the community, and the state-owned enterprises affiliated to the district are judged to be feasible.

The face value of the house ticket = (resettlement area within the policy - physical resettlement area of the resettlement area) × average unit price, and the average unit price shall be determined by a qualified appraisal company entrusted by the district housing and urban-rural development department in combination with the land attributes (transfer and allocation) of the resettlement area of the community.

The real-name system is implemented for the house ticket, and the holder is the owner of the house to be moved. The housing included in the housing ticket resettlement is the newly built commercial housing within the Chengyang District, and it is an existing house or an off-plan house that can be completed and delivered within 6 months.

3. Conditions for subsidy recipients

5. Time to apply for subsidy

1. Two-child and three-child buyers (families) who meet the conditions for enjoying the housing subsidy must submit complete application materials to the District Housing and Urban Construction Administration before June 1, 2024 to July 31, 2024. In principle, the subsidy funds will be disbursed before the end of August.

2. Buyers who meet the general housing subsidy conditions need to submit complete application materials to the District Housing and Urban Construction Administration before June 1, 2024 to October 31, 2024. In principle, the subsidy funds will be disbursed before the end of November.

6. Precautions

1. The subsidized housing must be signed online for the first time, and each developer needs to find out the historical online signing of the housing listing, and correctly guide the buyers to avoid unnecessary disputes.

2. If the two-child and three-child buyers (families) who have received the housing purchase subsidy and the buyers who have received the general housing purchase subsidy need to cancel the online signing of the contract for the record, the buyer must return the housing purchase subsidy.

3. Non-newly purchased commercial housing, real estate obtained through inheritance, gift, etc., does not enjoy the above-mentioned subsidy policy; Those who have completed the online signing and filing of the new commercial housing transaction contract before May 15, 2024, and those who have checked out and re-signed the online filing after May 15, 2024 (including the purchase by other persons in the same family with different names) are not entitled to the above housing purchase subsidy policy.

4. When applying for the subsidy, the buyer must be the buyer himself, and the applicant must provide true and valid materials. Where it is confirmed that they have been fraudulent, falsely reported and fraudulently claimed, their eligibility to enjoy subsidies shall be revoked, and they shall be handled in accordance with relevant provisions and included in the personal credit reporting system in accordance with law.

7. Other matters

1. During the trial period of the policy, buyers who meet the relevant conditions of Qingdao can enjoy the relevant housing purchase subsidy policies of Qingdao City.

2. Other unfinished matters, special and difficult issues shall be resolved by Qingdao Chengyang District Housing and Urban Construction Administration, Qingdao Chengyang District Finance Bureau and other units.

3. This program will be implemented on a trial basis from May 15, 2024 to June 30, 2024, and will be studied separately if it needs to be continued after the expiration of the validity period.
