While carrying out the investigation and resolution of contradictions in accordance with their duties, they also sort out difficult, complex, and confrontational contradictions and disputes, and include them in the joint investigation mechanism with the consent of the parties and the review and approval of the political and legal committees, so as to achieve the separation of complicated and simple cases and the joint investigation of difficult cases.
The first is full investigation and aggregation. Improve and improve the "grid +" work mode, grid staff rely on the "Longqing E-pass" App, "Xiaolan Assistant" and three-dimensional digital handheld terminals, do a good job in basic information collection, social information and public opinion collection, safety hazard investigation, contradiction and dispute resolution and other work, through the "small grid large joint service" model, to achieve power aggregation in the grid, information collection in the grid, problem resolution in the grid, dispute resolution in the grid, service in the grid provision. The comprehensive management center fully collects the contradictory demands reflected by the grid personnel and the mass information platform or the scene, and after research and judgment, it is a dispute that is strongly reflected, recurring, or has no unit to undertake due to unclear division of regions and responsibilities, and submits it to the political and legal committee for review after filling in the joint investigation dispute review form.
The second is to dock and mediate disputes. In accordance with the principle of "pre-litigation screening, territorial circulation, and hierarchical progression", when a party files a lawsuit or registers a case, judges and clerks encourage and guide the parties who come to file a lawsuit to give priority to non-litigation methods that are less costly, less confrontational, and conducive to repairing the relationship, and push to the comprehensive management center disputes in the fields of marriage and family, neighborhood property, and labor and management lending that have not entered the litigation channel. The center promotes the on-the-spot mediation and resolution of pre-litigation conflicts and disputes by means of "sending personnel to settle in and training with cases" in the court. Since 2023, the diversion rate of pre-litigation adjustable cases in the jurisdiction has reached 60% for the first time, and the success rate of mediation has remained above 70%.
The third is to dock the police investigation dispute. Establish a working mechanism for the docking of police investigation between public security police stations and comprehensive management centers, and realize 100% full docking of police information related to disputes in the jurisdiction. In particular, for contradictions and disputes discovered by police stations during daily visits and investigations or police dispatches, where public security mediation has been fruitless or where the contradictions and conflicts are strong but do not constitute a crime, the center will be reviewed and pushed in the form of individual cases to carry out follow-up mediation, and be included in long-term management and control, so as to avoid recurrence, fermentation and escalation of problems.
The whole process is controlled and closed-loop management is formed. The comprehensive management center has built a closed-loop disposal process of "research and judgment push, linkage mediation, handling and diversion, feedback and archiving" to ensure that the joint investigation is professional and orderly, the results are mutually recognized by all parties, and the dispute is substantively resolved.
The first is to discuss and determine the strategy before the adjustment. At the same time as convening a joint meeting of the joint investigation mechanism every month to report on the situation, each time the joint investigation mechanism is activated, a pre-mediation meeting will be held at least one day in advance to identify the focus of conflicts, clarify the legal basis, formulate mediation strategies, and improve the pertinence, professionalism and effectiveness of the joint investigation.
The second is to mediate, explain the law, and promote reconciliation. The neighborhood political and legal committee is to coordinate the efforts of the courts, police stations, judicial offices, procuratorial offices, relevant departments, lawyers, and other parties, and when necessary, invite district-level units, all kinds of mass organizations, and industry associations to participate in the joint investigation of contradictions and disputes, giving full play to the professional advantages of the court, the territorial advantages of the police station, the mediation advantages of the judicial office, and the supervision advantages of the procuratorate. At the same time, try our best to persuade the parties to have something to say, talk about things in detail, and speak slowly with reason, so that the contradictions are resolved in place, the legal interpretation is in place, the help is in place, and the grievances are resolved in place.
The third is to ensure the effectiveness of classified disposal after adjustment. For disputes that have been settled through joint investigation, guide the parties to apply for judicial confirmation; For disputes that are unsuccessful in joint investigation, report to the district comprehensive management center to coordinate with political and legal units, civil affairs, women's federations and other departments to raise the level of joint mediation; Regardless of whether the joint investigation is successful or not, the comprehensive management center will take the lead in dividing the scope of responsibility according to the grid area, set up a working group, designate a community cadre as the team leader, and the grid member, the building dean, and the police as members, to ensure that the responsibility for follow-up and persuasion and personnel stability control is in place, and the "civil to criminal" case in the jurisdiction has not occurred year after year.

The whole chain makes efforts to build a solid source control. Adhere to the movement of the gate and prevention at the source, with the grid members as the core, link the community and the grid to create three major consultation and dispute resolution positions, and rely on grassroots organizations and mass prevention and control forces to build a solid frontline for conflict investigation and resolution.
The first is the "friendly neighbor meeting room" to neutralize disputes. In the five communities of the street, a "friendly neighbor meeting room" was created, and the community secretary coordinated 61 people such as "two representatives and one member", community legal counsel, and legal experts, to listen to the demands of the masses face-to-face and coordinate the handling of interest issues. Make good use of the "four people, six deliberations and three combinations" democratic consultation and deliberation method, divide the mass demands into four major types: civil entertainment, civil affairs, people's livelihood, and public opinion, and implement consultation and deliberation in accordance with the six steps of assembly, seconding, decision, discussion, demonstration, and practice, and promote the combination of democratic deliberation and centralized decision-making, democratic consultation and problem solving, and the combination of public opinion expression and comfortable worry-solving, and successively negotiate and solve various livelihood matters such as the difficulty of residents along the railway line to go to the toilet and the renovation of the sewer pipe network of old buildings, and effectively mobilize and organize the party members and the masses. Form a vivid situation of "there are things to discuss, and everyone can discuss their affairs". The relevant working methods were selected as the "Top Ten Excellent Cases" of the 2nd Gansu Provincial Municipal Social Governance Innovation Practice.
The second is to decide right and wrong at the "building council". The grid staff will take the lead and be responsible for creating a review group with the "five elders", property management personnel, enthusiastic people, volunteers, etc. as the main body, and timely negotiate and solve the "entanglements in the hospital" such as neighborhood conflicts, environmental beautification, and parking lines, so that small problems can be solved and small contradictions can be resolved on the spot. The way of deliberation in the building not only allows more people to participate in the governance of the community, but also boosts the work of residents' autonomy under the guidance of the party organization. For example, under the promotion of the third grid party branch of the Ganjiaxiang community, the residents of the No. 38 family home in the jurisdiction took the initiative to form an owners' committee around the practical matters of people's livelihood in the hospital, forming a community governance model of "community party committee + grid party branch + business committee", and through holding joint meetings from time to time, in accordance with the principles of joint discussion of major events, joint resolution of contradictions, joint resolution of problems, and co-governance of problems, the maintenance of equipment and equipment such as water pumps, heating pumps, and low-voltage boxes of power supply substations in the community buildings and courtyards was solved; Combined with the fact that there are many elderly people living alone in the hospital, a neighborhood mutual aid group has been formed to help the elderly; Taking advantage of the large number of veterans participating in the war in the hospital, a propaganda team was formed to inherit the story of the Red Revolution. Retired party members not only enjoy the community life after retirement, but also promote the harmony and integration of the courtyard, so that the background of party building leading grassroots governance is integrated into autonomy and co-governance.
The third is to listen to the voices of the people in the "online courtyard". Grid members have established 202 "online courtyard" WeChat groups in the self-managed grid, invited community cadres, people's police, and people's mediators to join the network, and built a matrix group integrating investigation and collection, rule of law publicity, and online mediation, so as to achieve early warning, investigation, and reporting of all kinds of contradictions within 10 minutes, and timely respond to and deal with emergency emergencies such as water leakage from the upper and lower floors, rupture of the public pipe network, fund-raising and maintenance, and other emergency emergencies; Negotiate and deal with daily small conflicts such as noise disturbance, uncivilized dog breeding, and indiscriminate stacking; Help answer small neighborhood demands such as medical insurance payment, meals for the elderly, good nanny recommendations, and recruitment in streets and alleys, so as to open up the "last meter" of serving the masses.
By maximizing the overall planning of various resources, based on how to make the people's lives more convenient, the people's demands more smooth, and the people's lives happier, the staff participating in the joint investigation of contradictions and disputes have personally felt the advantages of this diversified contradiction and dispute resolution mechanism, and have truly solved the practical difficulties of community residents, met the actual needs of community residents, comprehensively improved the efficiency of grassroots social governance, and strived to create a beautiful neighborhood with "warm services, dimensional party building, and in-depth governance".
The masses fully affirmed the rapid response and resolution of small contradictions, and felt that the party and the government attached great importance to all kinds of contradictions and disputes that could not be resolved by daily grid staff inspections and directly reflected by the masses. The continuous strengthening of the management level of grassroots grid services has boosted the improvement of the people's sense of gain, happiness and security.
