The Philippine Coast Guard said it decided to board the ship for a thorough inspection because the vessel did not turn on the Automatic Identification System (AIS) and did not respond to calls from the Philippine side. The vessel was subsequently found to have "21 defects", including a failure to produce original and photocopies of documents such as crew lists and seafarers' manuals.
