The puppy underwent two surgeries in the hospital, and finally had one eyeball removed due to his injuries.
After the incident, Ms. Zhang found the owner of the Shiba Inu in the community, but the other party was unwilling to take the corresponding responsibility. In a video of Ms. Zhang's theory with the other party, the owner of the Shiba Inu initially admitted that his dog had bitten Ms. Zhang's dog, but later said that he did not know and asked Ms. Zhang to take legal steps to solve the problem.
Due to the damage of the surveillance at the scene of the incident, Ms. Zhang found another surveillance footage of Shiba Inu in the community that night. "It can be clearly seen from the video that the leash of the Shiba Inu was more than 3 meters that day, and according to the regulations, the leash of dogs cannot exceed 2 meters." In addition, Ms. Zhang said, she also learned that Shiba Inu is a fierce dog and is not allowed to be kept in the community according to Xi'an regulations.
"Later, when we visited the owners of the community, many people reported that this Shiba Inu has a more irritable personality and is prone to conflict with other dogs, and in 2022, he also bit a teddy dog in the community and required more than 30 stitches." Ms. Zhang said that on May 5, she reported to the police in her jurisdiction to the police station on Hojing Avenue in her jurisdiction. "At that time, I asked the owner of the Shiba Inu to show her dog license, and she took out a certificate of bean firewood, which did not match the actual breeding, and the certificate had already expired."

The reporter inquired that in 2019, the Xi'an Municipal Public Security Bureau's Dog Restriction Management Office had explained the issue of Shiba Inu licensing, which listed Shiba Inu as a fierce dog.
According to the Regulations on the Restriction of Dog Breeding in Xi'an, Xi'an City implements regional restrictions on dog breeding. The areas within the Third Ring Road and the urban residential areas, institutions, enterprises and institutions, schools, kindergartens, hospitals, cultural relics and historic sites protection areas, scenic spots and other areas outside the Third Ring Road are key restricted areas; Other areas are generally restricted areas.
It is forbidden for individuals to raise fierce dogs and large dogs in key restricted areas; Units or individuals in general restricted areas who raise fierce dogs and large dogs must be kept on a leash or in captivity. Individuals and units applying for dog breeding shall go to the public security organs of the county where they are located to go through the dog registration procedures. Dogs are not allowed to be kept without registration. The dog registration certificate is inspected once a year.
