After the outbreak of the war in 1946, on the basis of the 35th Army, the Chasui Army was expanded into 3 armies, and the strength was further expanded.

As of January 1949, Fu Zuoyi was able to command a total of 4 corps, with a total strength of more than 550,000 troops. Of course, this included troops sent by Nanjing. Fu Zuoyi's own Chasui army has a total strength of nearly 300,000. At this time, under the blow of the North China Field Army, his own Elder Yan was left with only the two isolated cities of Taiyuan and Datong, and his strength was far inferior to Fu Zuoyi.

Due to the tight situation in the central region, Nanjing has always wanted to transfer all Fu Zuoyi's troops to Jiangsu, Anhui, Henan, and other places.
