On May 17, Longting District launched the 2024 flood prevention and disaster relief and relocation rescue drill, and Wang Feng, deputy head of Longting District Government, came to the scene for observation and guidance.
The drill was hosted by the Longting District Committee of Kaifeng City and the People's Government of Longting District, undertaken by the Office of the Flood Control and Drought Relief Headquarters of Longting District and the People's Government of Liuyuankou Township. The drill simulated a flood of 12,300 cubic meters per second at the Huayuankou Station of the Yellow River, which arrived in our district after about 8 hours, and the water level is expected to reach 81.25~82.99m.
After receiving the early warning notice, the Longting District Flood Control and Drought Relief Headquarters immediately held an emergency meeting to discuss and judge. In view of the severity of the current situation, the headquarters issued an emergency relocation order by Commander Wang Fenglai in accordance with the "Emergency Plan for Flood Control of the Yellow River in Longting District". Subsequently, the teams quickly assembled and went to Xinxin Community in an orderly manner to organize the evacuation of the affected people from the beach area. At 9:45 a.m., all the people in Xinxin Community were safely transferred to the temporary resettlement site, and the drill was successfully completed. The drill involved flood forecasting, personnel transfer, transportation support, personnel placement, life security, medical assistance, health and epidemic prevention, return and aftermath and other projects, with 12 participating units and more than 200 staff and people.
The drill was not only a comprehensive review of flood prevention preparations, but also an actual exercise of emergency plans. The drill exercised the cooperative operation and rescue capabilities of each emergency rescue group, accumulated practical experience for organizing and commanding, rapid response, and rescue in emergency situations, and effectively improved the ability of flood control and emergency rescue and disposal. In the next step, Longting District will further improve the weak links in the emergency rescue system, strengthen team training, do a good job in material reserves, strictly on duty, and be ready at all times to ensure that "there are preparations for floods and measures for dangers", and effectively protect the safety of people's lives and property.
