1. Enrollment principles
(1) Age-appropriate priority. Kindergarten age children for 3 to 6 years old, kindergarten should give priority to meet the needs of school-age children, in the premise that the needs of 3-6 years old children are not met, nursery classes, small classes. Private kindergartens with surplus class classrooms and teacher resources, on the basis of meeting the standards for setting up nursery classes, can appropriately enroll 2-3-year-old nursery children, kindergartens shall not hold any form of parent-child classes.
(2) Exemption from the nearest test. Kindergartens should be open to the kindergarten in the community or community of school-age children. Each park can scientifically plan and make reasonable arrangements according to the actual situation of enrollment, and implement the nearby admission policy.
Kindergarten enrollment is exempt from examinations, except for health examinations, children and parents shall not be subjected to any form of examination or testing.
(3) Fairness and justice. Persist in enrolling students in accordance with laws and regulations and procedures, improve enrollment guidelines, do a good job of information disclosure, and ensure that enrollment work is carried out openly, smoothly, in a standardized and orderly manner.
(4) Hierarchical management. According to the kindergarten management of the city-level co-ordination, district-based principle, by the district education administrative departments to organize the kindergarten enrollment work in the jurisdiction. Each kindergarten must do a good job of enrollment in accordance with the notice document of the District Education Bureau.
2. Enrollment Target
Kindergarten enrollment targets children born after September 1, 2020 (including September 1) - August 31, 2021 (including August 31), kindergarten enrollment targets are children born after September 1, 2019 (including September 1) - August 31, 2020 (including August 31), and kindergarten enrollment targets children born after September 1, 2018 (including September 1) - August 31, 2019 (including August 31).
In addition to meeting the age requirements, the following documents are required to be presented:
(1) The child's resident ID card (if the ID card has not been obtained, the household registration booklet, Hong Kong and Macao travel permit or passport can be substituted), birth certificate and vaccination certificate.
(2) At least one of the child's parents (or guardians, the same below) has a household registration in Shenzhen or holds a residence permit in the Shenzhen Special Economic Zone with a function of use. For those who enroll in public kindergartens, at least one parent has a Shenzhen household registration or holds a Shenzhen Special Economic Zone residence permit with a functional function, and has lived in Shenzhen for at least 1 year and participated in social insurance (endowment insurance and medical insurance) for 1 year.
(C) the current place of residence of the child home address should be within the scope of the kindergarten enrollment, and hold the family residence related materials (any of the following materials):
1. The real estate certificate or real estate property right certificate or valid purchase contract for the residential use of the community issued by the real estate registration management department of our city;
2. The rental certificate of the residential purpose of the community registered with the housing rental management department of the sub-district office of the current place of residence;
3. The purchase contract or lease contract of the policy-based housing in the community registered with the housing construction department;
4. Other housing materials in the community.
The school-age children of those who enjoy the preferential treatment of the state, Guangdong Province and Shenzhen City must hold relevant policy preferential treatment materials.
3. Enrollment time
In the fall semester of 2024, the centralized enrollment of kindergartens in the district will be from June 3rd to July 19th. Among them, public kindergartens are from June 3 to July 12, and private kindergartens are from June 3 to July 19.
The enrollment time of kindergarten nursery class will start on July 19, and the enrollment object is children born after September 1, 2021 (including September 1) - August 31, 2022 (including August 31).
Kindergarten should be on May 31 before 17:00 through the kindergarten portal, public notice board and community bulletin board and other channels to publish the enrollment brochure, consultation telephone, etc., or arrange full-time enrollment counseling staff, to provide consulting services to parents of young children.
IV. Enrollment Procedures
(1) Online registration. It will be arranged from June 3rd to June 17th, and parents of young children will log in to the "Shenzhen Futian District Kindergarten 2024 Autumn Semester Enrollment Information Collection System" to register (the system is only used for information collection, and the specific admission results are subject to the announcement of the kindergarten). The registration materials provided by parents should be true and valid, and if false materials are provided, the registration and admission qualifications will be cancelled.
(2) Submission of materials. After submitting the registration application, parents (or guardians) of young children should prepare relevant materials in accordance with the requirements of this notice and the kindergarten enrollment brochure, and submit the relevant registration materials for verification at the time specified by the kindergarten. The registration materials provided by parents should be true and valid, and if false materials are provided, the registration and admission qualifications will be cancelled.
(3) Material verification. Arranged in June 18 - July 2, kindergarten should be reasonable arrangement of material verification time, not only to facilitate the overall work, but also to facilitate parents to submit information to the park. Disperse the verification as much as possible, and people should not gather. Verify the original registration materials of the children applying for admission to the kindergarten, and keep the copies.
(4) Admission rules. When the number of qualified applicants is lower than the enrollment plan, all kindergartens should be admitted; When the number of qualified applicants exceeds the enrollment plan, the kindergarten can refer to the relevant policies of the city's compulsory education stage of primary school freshmen enrollment, using the method of point sorting admission, or the use of classification sorting, classification and lottery, etc., open, fair and just admission, shall not use other admission methods such as first-come, first-served. After the end of centralized enrollment, kindergartens with vacant places can be recruited at any time within the scope of enrollment in the park. After the results of the supplementary enrollment are reported to the District Education Bureau for review and filing, the kindergarten can announce the admission list.
(5) Publish the results. Before July 12, the kindergarten should confirm the admission results in the information collection system, publish the admission results stamped with the official seal of the kindergarten on the public notice board of the kindergarten, and should inform parents by text message, phone call, etc. whether to admit. At the same time, parents can log in to the information collection system to check the admission results. Parents of children who have not been admitted have doubts, the kindergarten shall explain.
(6) Health examination. Before new students (including children transferred to kindergarten) enter the kindergarten, parents (or guardians) of young children should take their children to legal medical institutions for health examination, and only those who pass can enter the kindergarten.
(7) Registration to enter the park. When new students enter the kindergarten, parents (or guardians) should fill in the "Shenzhen Kindergarten Children Basic Information Collection Form", according to the requirements of the health care department to establish a new health file.
(8) Establish student status. According to the registration results, the new children's student registration number will be generated in the information collection system, and the new children's registration number will be uniformly imported into the kindergarten children's healthy growth subsidy system. Children who do not have a school registration number will not be able to apply for the Healthy Growth Subsidy for Kindergarten Children.
Fifth, the work requirements
(1) Strengthen the management of enrollment. All kindergartens should maintain educational fairness and improve public satisfaction, pay attention to the publicity and interpretation of enrollment policies, and do a good job in kindergarten enrollment management. Combined with the actual situation of the park, formulate and timely publish the enrollment brochure, announce the special kindergarten enrollment consultation and complaint telephone, improve service awareness, and solve the problems in enrollment in a timely manner. Do a good job in the enrollment organization in accordance with the requirements of the enrollment work, avoid the gathering of people, and ensure the safety and orderliness of all aspects of enrollment.
(2) Standardize enrollment procedures. Kindergarten should be in accordance with the requirements of this notice, in accordance with the "kindergarten work rules", "Guangdong Province kindergarten guide" in the kindergarten class of children in general: small class (3 years old to 4 years old) 25 people, middle class (4 years old to 5 years old) 30 people, large class (5 years old to 6 years old) 35 people, mixed class 30 people requirements and the number of approved classes in the park to determine the autumn semester enrollment plan, combined with the actual development of the kindergarten enrollment program. The enrollment plan should include the basic situation of the kindergarten, the fee filing items and standards, the enrollment plan of each age class, the scope of enrollment, the enrollment conditions, the time arrangement, the enrollment information release method, the registration method, the registration material inspection method, the admission method, the enrollment consultation telephone, the person in charge of the enrollment work and contact information, etc. Prepare the enrollment brochure in accordance with the unified format of the whole district. The enrollment plan and enrollment brochure must be submitted to the district education bureau for review in advance and implemented after approval.
After the enrollment work is over, the kindergarten should do a good job in the summary and reporting of enrollment data and the collection of basic information of new students as required, and report the "Shenzhen Kindergarten 2024 Autumn Semester Enrollment Information Statistical Table" to the District Education Bureau before July 30, 2024.
(3) Strict discipline in enrollment work. The District Education Bureau will start the enrollment supervision and accountability mechanism, timely and seriously investigate and deal with all kinds of violations of discipline and regulations in the kindergarten enrollment work, and ensure that the enrollment work is open, fair and just. Kindergarten enrollment work and daily management points system, private kindergarten annual inspection, inclusive kindergarten management, reward funding and evaluation and other work combined, standardize kindergarten enrollment work.
Kindergarten should strictly implement the relevant provisions of the state, province and city, shall not charge any fees such as registration fees, degree fees (placeholder fees), sponsorship fees, etc., and shall not be collected in advance across semesters. Kindergarten early admission or enrollment of parent-child classes, by the competent education administrative department ordered to rectify within a time limit, and to be circulated for criticism; Kindergarten enrollment during the illegal collection of fees, by the competent education administrative departments ordered to return the relevant fees, the circumstances are serious, by the competent education administrative departments in conjunction with the market supervision departments in accordance with the law.
