"It is the responsibility and obligation of every port state supervision and inspection officer to resolutely safeguard national sovereignty and supervise and guide foreign ships arriving at Hong Kong to meet the requirements of international maritime conventions." This is a sentence that Xiao Junliang often talks about in the supervision of the Guangzhou Maritime Safety Bureau. He has always assumed the roles of ship safety guardian, water traffic safety defender, international maritime affairs participant, and local economic development service provider, fully safeguarding the legitimate rights and interests of Chinese shipping enterprises with excellent business capabilities, and continuing to share the "China Maritime Plan" with the world to help build a transportation power and the Guangdong-Hong Kong-Macao Greater Bay Area.
Fulfill their responsibilities to ensure the safety of ships
In 2016, when the International Maritime Labor Convention 2006 officially came into force for the mainland, Xiao Junliang organized security inspectors to familiarize themselves with the provisions of the convention in advance, understand the requirements of the convention, unify the inspection standards, summarize the inspection methods, and make detailed preparations for the implementation of the contract. On the day of the entry into force of the Convention, his inspection team successfully completed the first inspection of foreign ships in the jurisdiction of the International Maritime Labor Convention, and issued the first inspection report of the Maritime Labor Convention in China on behalf of the competent maritime authority of China, which opened the prelude for the Chinese government to fulfill its obligations under the Convention and safeguard the legitimate rights and interests of seafarers.
In the same year, as Guangzhou's international cruise industry entered the fast lane of development, Guangdong ushered in the first large-scale luxury cruise fixed route berth, and the maritime sector faced huge regulatory challenges. Xiao Junliang has organized security inspectors to visit and investigate brother units for many times, asked for advice and learned from successful experience, organized discussions and formulated inspection procedures, successfully overcame multiple difficulties such as the large number of crew members supervised and inspected by the cruise port state, the wide inspection area, and the short berthing time, and successfully completed the PSC inspection of the large cruise ship "Genting Dream", filling the gap in the PSC inspection of large cruise ships in Guangdong. Subsequently, he led the team members to conduct in-depth research on the topic of cruise maritime safety supervision, and finally formed a maritime supervision plan including the entry and exit of large luxury cruise ships, anchoring operations in the port, and ship safety supervision, which provided solid safety and security services for the rapid development of the cruise industry in the Guangdong-Hong Kong-Macao Greater Bay Area.
In recent years, Xiao Junliang has completed more than 1,000 safety inspections of foreign and Chinese ships in the jurisdiction, issued more than 4,000 ship safety inspection defects, and detained more than 100 low-standard ships, ensuring the safety of water traffic. Every year, we go to the shipping enterprises in the jurisdiction to carry out the training of port state supervision business knowledge, and train more than 500 company management personnel in total, helping the shipping company to improve the safety management level.
Caring for shipping companies and safeguarding the interests of China's shipping
In June 2023, the "New XX" was stranded due to two defects while undergoing PSC inspection at the port of Ceyhan in Turkey. The detention of the ship will delay the shipping schedule and cause huge economic losses to the company, and at the same time affect the international reputation of China's five-star flag ships. Xiao Junliang immediately led the team to conduct a study on the detention of the ship, and completed the information collection, detention analysis, and centralized discussion in just 3 hours, and determined that the port state's detention measures for the ship did not meet the requirements of the international maritime convention and the port state supervision and inspection procedures. After the assessment results were reported, the Guangdong MSA immediately sent a letter to the port authorities in the name of the flag state requesting a review and recommending that the detention decision be revoked. In the face of detailed and objective evidence provided by our side, the port state withdrew the improper detention of the ship in the afternoon of the same day.
In recent years, he has successfully dealt with the improper detention of Chinese ships belonging to shipping companies in his jurisdiction for many times, avoiding huge economic losses of shipping companies and effectively safeguarding the legitimate rights and interests of Chinese shipping companies and the international reputation of five-star flag ships.
Concentrate on researching and exporting "China's maritime plan"
As a port state supervision inspector, Xiao Junliang is deeply involved in international maritime affairs and represents the country in fulfilling the powers and responsibilities conferred by international maritime conventions. In recent years, he has led the team to study and solve the problems in the field of global maritime ship safety supervision, deeply participated in international maritime governance, and led the writing of seven proposals and successfully submitted them to various committees of the International Maritime Organization, achieving a double breakthrough in the field of IMO motion proposals and new program output proposals.
The proposal for the Revision of the Model Port State Control Course 3.09 submitted at the III8 meeting in July 2022 received great concern from the IMO Sub-Committee Secretariat and received unanimous support from all speakers, and finally at the III9 meeting held in August 2023, it was formally confirmed that the Chinese government should undertake the development of the model course, which is of great significance for providing the "China Port State Supervision and Inspection Inspector Training Program" to the world and promoting the training experience of Chinese port state supervision personnel.
He has been responsible for the theoretical and practical teaching tasks of the ASEAN Regional Ferry Forum for many times, and has shared best practices and governance experience in the exchange of legislation, technical standards, and implementation mechanisms related to ferry safety with ASEAN countries. Since the international shipping industry has vigorously developed the new format of pure battery-powered ships, in view of the lack of experience in the supervision of such ships by the maritime department, Xiao Junliang has led the team to board the ship for many times to conduct field investigations, organize several special seminars, successfully complete the compilation of safety management guidelines for pure battery-powered passenger ships, and initially build a relatively complete safety management system for pure battery-powered ships. Not only that, he also developed a supporting VR teaching application scenario, which was demonstrated and promoted at the ASEAN Ferry Forum, which received enthusiastic responses from representatives from various countries, and successfully provided the "China Maritime Ferry Supervision Program" to international maritime counterparts in the ASEAN region.
