【Key Policies】Shenzhen issued an action plan for the innovation and development of the hydrogen energy industry to create a source of core technologies for the hydrogen energy industry

On May 10, the Shenzhen Municipal Development and Reform Commission issued the Action Plan for the Innovation and Development of Shenzhen's Hydrogen Energy Industry (2024-2025) (hereinafter referred to as the "Action Plan").

The Action Plan proposes 17 specific measures in 4 parts around the core technology research and development, advanced manufacturing, scenario application demonstration and industrial supporting services of the hydrogen energy industry. It is proposed that by 2025, the scale of the hydrogen energy industry will continue to grow, the innovation ability will continue to improve, a number of key core technologies will be broken through, and the key components and equipment technologies such as stacks, membrane electrodes, bipolar plates, proton exchange membranes, carbon paper, catalysts, hydrogen production equipment, and hydrogen storage devices will reach the domestic leading level, and a number of innovative enterprises with leading technology and strong international competitiveness will be formed. No more than 5 hydrogen refueling stations will be built, no less than 15 innovation carriers will be built, and no less than 20 international and domestic standards in the field of hydrogen energy will be led or revised in our city, and the core competitiveness of the whole industry chain will be steadily improved.

Comments: In the context of global energy transition, hydrogen energy, as a clean and efficient energy carrier, is gradually becoming an important force to promote the green transformation of the economy and society. As one of the core cities of the first batch of fuel cell vehicle demonstration city agglomerations in China, Shenzhen takes the hydrogen energy industry as an important starting point to achieve the goal of carbon peak and expand and strengthen the green industry, and grasps the window of industrial development. By the end of 2023, Shenzhen has gathered nearly 200 enterprises related to the hydrogen energy industry chain, forming a complete industrial chain covering multiple links. Among these enterprises, about 32% focus on the R&D and production of fuel cell systems and related components, about 11% are deployed in fuel cell stacks and related fields, and about 28% are actively engaged in hydrogen preparation, storage and transportation, hydrogen refueling station equipment, and the construction and operation of hydrogen refueling stations. Compared with the data of 2022, the number of enterprises in all links of Shenzhen's hydrogen energy industry chain has increased, injecting new vitality into the development of the industry.

The Action Plan released by Shenzhen provides a comprehensive plan and detailed deployment for the future development of the city's hydrogen energy industry. The Action Plan will greatly promote the scale expansion of Shenzhen's hydrogen energy industry and promote the coordinated development of all links in the upstream and downstream of the industrial chain by strengthening technology research and development, promoting advanced manufacturing, carrying out scenario application demonstrations, and improving industrial supporting services. At the same time, the Action Plan emphasizes breakthroughs in key core technologies, including the research and development of key components and equipment technologies such as stacks, membrane electrodes, and hydrogen production equipment. This strategic deployment will help improve the overall technical level of Shenzhen's hydrogen energy industry and enhance its competitiveness in the national and global hydrogen energy field. In addition, the Action Plan also sets the goal of forming a group of enterprises with strong international competitiveness by 2025. The setting of this goal will greatly stimulate the enthusiasm of enterprises to participate in the construction of the hydrogen energy industry, promote the optimization and upgrading of the entire hydrogen energy industry chain, and accelerate the pace of hydrogen energy industrialization. With the orderly implementation of this policy, Shenzhen's hydrogen energy industry will usher in new development opportunities. The project is the "first batch of green and low-carbon advanced technology demonstration projects" of the National Development and Reform Commission, and is currently the world's largest green hydroammonia alcohol integration project. Shenzhen Energy Pure Hydrogen Transmission Pipeline Construction Project is located in Shanghai Miao Economic Development Zone, Etuoke Qianqi, Inner Mongolia Autonomous Region, and is the first green hydrogen transmission pipeline in Inner Mongolia Autonomous Region. This product is one of the core equipment of liquid hydrogen heavy trucks, which will help hydrogen heavy trucks exceed 1,000 kilometers of driving range, which is a major technological breakthrough in the application of liquid hydrogen in the field of transportation by Continental.

The new generation of on-board liquid hydrogen system, as the first 100-kilogram on-board liquid hydrogen system in mainland China, has formed a new breakthrough in many aspects, comparable to the international advanced level. Adopting the forward design and modular concept, through the deep optimization and integration of the storage, supply and processing process, five modules of liquid hydrogen cylinder, valve box, vaporization buffer, control and load-bearing structure have been constructed, and all parts and components have been localized, and the core technology is independent and controllable.
