Give full play to the leading role of planning

(1) Prepare and implement the overall urban plan of Beijing. In order to implement the spirit of General Secretary Xi Jinping's important speech, systematically plan and answer the major topic of "what kind of capital to build and how to build the capital" in the new era, Beijing organized the preparation of the seventh edition of the general plan, which was officially implemented after being approved by the Party Central Committee and the State Council in September 2017. (2) High-quality preparation of urban sub-center control regulations and core area control regulations. In order to resolutely implement the new version of the urban master plan, Beijing has stepped up the preparation of the control regulations for the sub-center of Beijing and the control regulations for the functional core area of the capital. In December 2018, the sub-center control plan of the city became the first detailed plan approved by the Party Central Committee and the State Council. In August 2020, the core area control regulations were approved by the Party Central Committee and the State Council. (3) Gradually build a territorial spatial planning system. The "Implementation Opinions on the Establishment of a Territorial Spatial Planning System and the Supervision of its Implementation" was formulated and issued, which established the overall framework of the city's "three-level, three-category and four-system" territorial spatial planning, formed a planning control system with hierarchical and non-decentralized responsibilities, and determined the institutional framework for continuously promoting the implementation of the overall plan. Innovatively increase the level of zoning planning, which is "connecting the upper and lower levels", better play the role of strategic guidance and rigid control of territorial spatial planning, further strengthen the protection and use control of all types of territorial spatial development in the whole region, and ensure that the implementation of planning and overall planning requirements of each district are consistent.

(4) Deepen and improve the planning system, layer by layer. The first is to achieve full coverage of the key tasks of the "14th Five-Year Plan" block control regulations, promote the transformation of planning and management from the adjustment of individual plot indicators to the overall implementation of blocks, and strive to solve the problem of connection between total control and implementation. The second is to solidly promote the preparation of land and space planning for 120 townships and towns, and strengthen the guidance of township planning and construction. The third is to continuously deepen the planning and implementation of key areas around functional areas such as the Three Mountains and Five Parks area, the South Central Axis area, and the Yanqi Lake International Conference Capital. About 50 special plans for education, medical care, elderly care, logistics, epidemic prevention, and resilience have been formulated, basically achieving full coverage of special plans in key areas and areas. At the same time, efforts should be made to strengthen the connection between various special plans and various plans at all levels, and integrate rigid constraint indicators and planning guidance requirements into the block control regulations to ensure the systematic implementation of the overall planning tasks.

(5) Improve the policy guarantee mechanism for the implementation of the overall plan. We have promoted the innovation of policies and regulations, revised the "Beijing Municipal Urban and Rural Planning Regulations", and reformulated the "Beijing Historical and Cultural City Protection Regulations", which has laid a solid legal foundation for the implementation of the general plan. The Measures for the Management of Ecological Control Lines and Urban Development Boundaries in Beijing have been formulated to optimize the new pattern of land space development and protection. The Measures for the Management of Strategic Blank Land in Beijing have been formulated to reserve high-quality development space for the long-term development of the city in the future. Through the promulgation of a series of policies and regulations, the legal system for the implementation of the General Plan has become more complete, and the policy aggregation effect has gradually emerged.

The physical examination and evaluation mechanism and the changes in the appearance of the capital

Our city has taken the lead in innovating and establishing a normalized physical examination and evaluation mechanism of "one physical examination a year and one evaluation every five years", which has been reported to the plenary meeting of the First Planning Committee year by year, and reported to the Party Central Committee and the State Council, and has carried out 5 annual physical examinations and 1 implementation evaluation. Case 1

Beijing's urban master plan implements physical examinations

Liangma River international style waterfront

Brief description of the case:

Brief description of the case:

Since the planning and construction of the Huitian area in the 90s of the 20th century, it has made outstanding contributions to meeting the housing needs in the process of rapid urbanization in Beijing, but the problem of "urban disease" caused by the relatively single function and large scale of the area has become increasingly prominent, and the gap of people's livelihood facilities is as high as 50%. After the approval of the "Huitian Area Control Regulations", 36 key points of six strategies were planned as a whole, including transportation improvement, public service supplementation, basic security, quality improvement, job and housing optimization, and fine governance and co-governance, to supplement the shortcomings of people's livelihood and weave urban functions.

Implementation Results:

The compilation of the "Huitian Area Control Regulations" highlights the process guidance and implementation guidance, effectively supports the implementation of key projects such as the Huitian Action Plan and the Rail Micro Center, and promotes the completion of a series of public service facilities such as primary and secondary schools, nursing homes, and community health service centers. At present, 635 tasks have been sorted out in the "Huitian Area Control Regulations", and 130 recent projects have been generated as a whole, taking into account factors such as the urgency of residents' needs, and included in the list of projects implemented on an annual rolling basis. Brief description of the case:

Daxing International Airport Airport Economic Zone is a major national landmark project decided by the CPC Central Committee and the State Council, taking the opportunity of ensuring the construction of the airport, taking the coordinated development of the region as the main line, and the ecological space guarantee as the premise, undertaking the non-capital function of the central urban area and population transfer, enhancing the function of the capital's international exchange center, strengthening the service to the Xiong'an New Area, radiating and driving the development of Hebei and promoting the overall sustainable development of the region.

Innovation Highlights:

(1) Adhere to the top-level design, build a "3+3+N" planning system, actively build an ecological pattern with suitable forests and waters, green and beautiful, and integration, and create a new national image of the capital and a new window for international exchanges.
