The Zaozhuang Intermediate People's Court ascertained at trial that from the end of 2008 to February 2023, the defendant Teng Guangjin took advantage of his position as the director of the Data Standards Management Division of the Operation Center of the China Development Bank, the director of the Data Management Division of the Information Technology Bureau, the deputy director of the Data Management Center of the Information Technology Bureau, the deputy director of the Information Technology Bureau and the director of the Data Management Center, the deputy general manager of the Information Technology Department and the director of the Data Management Center, and the deputy general manager of the Information Technology Department and the director of the Development and Testing Center. Provided assistance to relevant companies in the establishment, acceptance, payment and bank loans of data information technology projects, and directly or through others to solicit or illegally accept the property of the trustee, totaling more than 21.33 million yuan.

The court held at trial that the defendant Teng Guangjin, as a state functionary, took advantage of his position to seek benefits for others; Taking advantage of the facilitation created by one's own authority and position to seek improper benefits for others through the conduct of other state functionaries in their positions, and to solicit or illegally accept property from others, the amount of which is particularly huge, and their conduct has constituted the crime of accepting bribes. Teng Guangjin has the circumstances of soliciting bribes and shall be given a heavier punishment in accordance with law. In view of the fact that he voluntarily confessed most of the facts of accepting bribes that the investigation agency had not yet grasped after he arrived at the case, and truthfully confessed all the facts of the crime, which constituted a confession; actively return part of the stolen money and its fruits; Those who voluntarily admit guilt and accept punishment may be given a lighter punishment in accordance with law. The Court accordingly rendered the judgment.
