At the International Urban Biodiversity Forum and Urban Resilience and Climate Adaptation Symposium held in Kunming, Yunnan Province, our city was selected as one of the first five pilot cities in the United Nations "Building Resilient Cities 2030 Action Plan", of which only Chengdu and Guangyuan in Sichuan were selected.
As the first batch of selected cities, the municipal party committee and the municipal government have made it clear that they will go all out to participate in this global project. By participating in this project, the city will have access to the support and guidance of experts and institutions from around the world to enhance its capacity to build resilient cities. At the same time, it will provide a platform for Guangyuan to showcase its achievements and experience in urban construction, and further enhance its influence in the international arena.
What is a resilient city?
Resilient cities usually refer to cities that can effectively prevent risks, quickly resume operations, and learn lessons from extreme weather and natural disasters to further improve the city's disaster preparedness capabilities. Figuratively speaking, resilient cities can be like springs, calmly responding to external pressures and recovering quickly.
In the face of challenges, how can our city make full use of the construction of resilient cities, accelerate the formation of a new paradigm of safe development, and escort high-quality development with high-level safety?

Strengthening infrastructure resilience –
Enhance the ability to prevent, resist and respond to major risks and shocks
"Don't say it, the construction effect of this sponge city is not bad, and the heavy rain for several days will not affect our travel at all." "Yes, and the rain garden is beautiful." …… On May 3, Li Minxian, an elderly man who drank Baba tea in Nanhe Square in Lizhou District, chatted with friends and sighed from time to time.
On days of heavy rain, the masses complained less and praised the construction of the sponge city more. This is the significance of our city's efforts to build a national model of mountain valley sponge city.
Since May 1, our city has officially entered the flood season, it is expected that this year's main flood season (June to August) the city's precipitation is generally more, waterlogging is heavier than drought, and the prevention and control of urban waterlogging will be a great test.
The prevention and control of urban waterlogging mainly includes the remediation of waterlogging points, the construction and maintenance of pumping stations, the on-duty duty, and emergency rescue. How to start from the above points to ensure the safety of the city?
In March 2022, the city formulated and issued the "Systematic Implementation Plan for Urban Waterlogging Control", which plans to basically eliminate waterlogging points in urban areas by 2025 and achieve the goal of less than 2 hours for waterlogging in urban built-up areas and less than 0.5 hours in important areas.
This year, the city adheres to the flood prevention policy of "prevention first, prevention is more important than grabbing", and carries out carpet mapping and drainage of weak links and key areas such as bridges and culverts, pipe networks, rain and sewage inspection wells, property communities and construction sites along the river. Up to now, 3 flood-prone communities have been investigated, 8,000 meters of drainage pipe network have been dredged, more than 12,000 rainwater sewage wells and rain grates have been cleaned, and 20 drainage pumping stations have been overhauled. In accordance with the requirements of urban drainage and flood prevention of "source emission reduction, pipe network discharge, simultaneous storage and discharge, and emergency response to exceeding standards", and the full implementation of the "one point and one policy" treatment measures, a total of 30 waterlogging points have been found in the central urban area over the years, and 29 have been remediated.
In 2023, the city plans to arrange funds of 507.76 million yuan to implement the 340-kilometer urban old gas pipeline network renovation and upgrading project, since the start in January, as of the end of October, the city's actual implementation of 447.83 kilometers of urban old gas pipeline network transformation and upgrading projects have been completed.

It is reported that the city plans to implement 13 old gas pipeline renovation projects this year, with an estimated investment of 330.58 million yuan, 670 kilometers of courtyards and risers, and tightening the "safety valve" for residents in the jurisdiction.
In addition, for three consecutive years, the urban physical examination work has been carried out with high standards, and a total of 45 indicators of shortcomings have been accurately identified, and the current governance work has been carried out in an orderly manner.
Strengthening Governance Resilience –
Build the last line of defense for the safe operation of the city
Emergency rescue is the last line of defense to maintain the safe operation of the city. To comprehensively promote the construction of resilient and safe cities, it is necessary to establish an urban emergency rescue system with clear rights and responsibilities, sensitive response, upper and lower connections, left and right linkage, and efficient operation, so as to discover, analyze, and solve problems at the first time, so as to maintain the normal operation of the city to the greatest extent.
An emergency shelter is a resettlement measure in response to public emergencies, and is an emergency shelter for people affected by disasters to take refuge in natural disasters or emergencies such as fires, explosions, earthquakes, floods, and epidemics.
At present, the urban area of our city comprehensively considers the geographical characteristics of the administrative region and the spatial distribution of the population, makes full use of public resources such as city squares, green spaces, parks, schools, stadiums, etc., and establishes 425 emergency shelters by setting up signs and signs, dividing functional areas, and purchasing necessary equipment and facilities, with a total area of 4091126 square meters and an effective use area of 2084081 square meters, which can accommodate up to 1321031 people for temporary refuge and provide them with basic living guarantees. In the event of a major natural disaster or emergency, the government shall announce the activation of the use of emergency shelters in a timely manner.

In 2022, our city signed the "Regional Emergency Linkage Agreement" with Hanzhong City, Shaanxi Province and Longnan City, Gansu Province, and actively built a forest fire prevention and emergency linkage synergy.
The emergency departments of the three places have innovatively established an emergency information notification mechanism, and each has designated a deputy county-level cadre as a liaison to be responsible for daily and cross-regional liaison work on emergencies such as forest fire risk. Provide at least three emergency communication channels such as landlines, mobile phones, and satellite phones, and in the event of a forest fire in one place, in principle, it is required to exchange information within one hour, and guide the other two places to immediately take prevention and control measures to avoid the expansion of forest fires.
Establish a joint meeting mechanism for emergency coordination, and convene a joint meeting at least once a year to exchange experience in forest fire fighting in a timely manner, jointly study new situations, solve new problems, formulate new measures, and learn new ideas and good ways from all parties in terms of institutional mechanisms, fire command and sound plans, so as to jointly improve the overall effectiveness of forest fire prevention and coordinated operations.
In April, the city's 2024 Earthquake Prevention and Disaster Reduction Science Popularization Contest was successfully held, and Fu Na, a staff member from the Qingchuan County Earthquake Museum, and Gou Yaoyao, a teacher from Tiger Leaping Middle School in Zhaohua District, won the first prize and will represent Guangyuan to participate in the Sichuan Provincial Competition.
On May 11, the three campuses of North Street Primary School simultaneously carried out the spring earthquake prevention and disaster reduction emergency evacuation drill. In recent years, the city has continued to consolidate the foundation of earthquake monitoring, optimize the layout of encrypted stations, strengthen the construction of early warning broadcasting and earthquake early warning information terminals, and promote the new construction, renovation and upgrading of earthquake monitoring stations. 7 seismic macro observation points have been optimized, 8 new ones have been added, and the operation continuity rate and efficiency of the geophysical station network have been maintained at more than 98%, which has effectively improved the ability of "earthquake outpost" abnormal motion capture and early warning and response.
The city has 2,061 emergency teams of nearly 40,000 people in 12 types of comprehensive rescue and aviation rescue, 45 large-scale shelters and 425 emergency shelters, which can accommodate nearly 700,000 people. There are 8 city and county disaster relief material reserves, 113 township disaster relief material reserves (points), and more than 350,000 pieces of disaster relief materials such as tents, quilts, cotton clothes, flood control and fire prevention, which can effectively respond to earthquake disasters.

Social resilience covers a wide range of areas, including education, medical care, and elderly care.
In 2023, the city will newly create 2 provincial-level demonstration ordinary high schools, 5 provincial-level demonstration kindergartens, 5 provincial-level compulsory education high-quality development community pilot schools, and 1 typical case school of rural warm campus construction of the Ministry of Education, and won 6 national defense education demonstration schools in primary and secondary schools, and 1 outstanding school award for vocational education in the 8th Huang Yanpei Vocational Education.
This year, our city will continue to vigorously implement the education quality improvement project, adhere to the moral education throughout the whole process of school education and teaching, further promote the integration of ideological and political courses in colleges, schools, and children, and promote the "Guangyuan Nine Chapters" and "Poetry Guangyuan" into the campus. We should open up physical education and aesthetic education courses, strengthen practical (experimental) teaching and science education, promote maker education, programming education, and artificial intelligence education, and strengthen labor and comprehensive practice education. Promote the construction of child-friendly cities, and promote the construction of a pattern of school, family, and social education, full education, and all-round education.
Public health events can lead to large-scale outbreaks of infectious diseases, threatening the lives and health of people.
In recent years, our city has always adhered to the "two main lines" of normalcy and emergency response, guided by the "construction of four modernizations", focusing on the "two major tasks" of responding to public health emergencies and emergency medical rescue, constantly improving the plan, strengthening team building, strengthening training and drills, doing a good job in material reserves, and continuously improving health emergency response capabilities.
Focusing on the emergency management system of "one case, three systems", we have successively formulated and improved the "Medical Treatment Plan for Human Infection with H7N9 Avian Influenza in Guangyuan City", "Health Emergency Response Plan for Domestic Drinking Water Pollution Incidents in Guangyuan City", "Emergency Plan for Public Health Emergencies in Guangyuan City (Trial)" and "Emergency Plan for Medical Rescue in Guangyuan City (Trial)" to ensure that health emergency response to emergencies is standardized, scientific and orderly, fast and effective in accordance with the law.
Strictly implement the system of leading cadres leading shifts and 24-hour health emergency duty, timely, accurate, and standardized reporting of information, and ensure that teams can be quickly dispatched to carry out health emergency rescue when emergencies occur.
Strengthen the construction of professional teams, and initially realize the professionalization and standardization of health emergency response teams. For the elderly, the city adheres to the multi-level optimization of pension services, vigorously develops inclusive pension services, improves the community home service network, and plans to comprehensively solve the problem of centralized pension for the elderly in rural areas by the end of 2024, so as to realize the institutional pension of the elderly in rural difficulties.
